على واقع الإغلاق الحكومي الأطول في تاريخ الولايات المتحدة الأمريكية، تُجرى غداً (الثلاثاء)، أول انتخابات عامة منذ عودة دونالد ترمب إلى البيت الأبيض.
وفي اقتراع وصف بأنه «استفتاء مبكر على سياسات الرئيس الجمهوري في ولايته الثانية»، التي اتسمت بتوسيع صلاحيات السلطة التنفيذية ومواقف مثيرة للجدل داخلياً وخارجياً، يخوض عدد من الولايات انتخابات حاسمة بما فيها السباق بين حاكمَي ولايتي فيرجينيا ونيوجيرسي، ورئاسة بلدية نيويورك، واقتراح في كاليفورنيا لإعادة ترسيم الدوائر الانتخابية في الكونغرس، إضافة إلى تصويت حاسم في المحكمة العليا بولاية بنسلفانيا وعدد من الانتخابات المحلية والتشريعية.
حمى التنافس بين المرشحين
ويتنافس في فيرجينيا نائبة الحاكم الجمهورية وينسوم إيرل سيرز والنائبة الديمقراطية السابقة أبيغيل سبانبيرغر لخلافة الحاكم المنتهية ولايته غلين يونغكن، في سباق يُعتبر اختباراً لشعبية ترمب في ولايته الثانية، وفي نيوجيرسي، تخوض الديمقراطية مايكي شيريل مواجهة ضد الجمهوري جاك تشاتاريلي، الذي يحظى بدعم مباشر من ترمب، على منصب حاكم الولاية خلفاً لفيل مورفي.
في حين يتنافس المشرّع الديمقراطي زهران ممداني، والحاكم السابق أندرو كومو (مستقل)، والجمهوري كورتس سليا على إدارة أكبر مدينة أمريكية، في سباق يشهد انقساماً بين الجناحين التقدمي والتقليدي داخل الحزب الديمقراطي.
كما يصوّت الناخبون على مشروع لإعادة رسم الدوائر الانتخابية قد يمنح الديمقراطيين ما يصل إلى خمسة مقاعد إضافية في مجلس النواب، في خطوة تُعد رداً على خريطة انتخابية موالية لترمب في تكساس.
ويصوّت الناخبون على بقاء أو عزل ثلاثة قضاة من المحكمة ذات الأغلبية الديمقراطية، وهي معركة قد تؤثر على الانتخابات الرئاسية 2028 في حال حدوث نزاعات انتخابية مشابهة لتلك التي شهدها 2020.
وتُعد هذه الانتخابات أول اختبار سياسي كبير لترمب منذ عودته للرئاسة قبل عام، إذ ينظر إليها الحزبان الجمهوري والديمقراطي كمؤشر مبكر لقياس مزاج الناخبين الأمريكيين قبل انتخابات منتصف الولاية القادمة.
الإغلاق الحكومي
وعلى واقع الانتخابات، يقترب الكونغرس هذا الأسبوع من تحطيم رقم قياسي لأطول إغلاق حكومي في تاريخ الولايات المتحدة، فيما سيبلغ وقف التمويل يومه الـ35 بحلول مساء غد (الثلاثاء)، متجاوزاً الإغلاق الجزئي الذي انتهى مطلع 2019، ووقع أيضاً خلال فترة رئاسة دونالد ترمب الأولى، بحسب ما ذكرته مجلة «بوليتيكو».
وأفادت المجلة أنه تُجرى حالياً محادثات بين أعضاء من الحزبين في مجلس الشيوخ، قد تسهم في كسر الجمود المستمر منذ أسابيع بين الجمهوريين والديمقراطيين، مستبعدة أن يتمكن أعضاء الكونغرس من التوصل إلى اتفاق يعيد فتح الحكومة قبل أن يتجاوز الجمود الحزبي الحالي رقماً جديداً في سجله.
وذكرت «بوليتيكو» أنه حتى إذا نجح مجلس الشيوخ سريعاً في بلورة اتفاق، فلن يعود المشرّعون إلى مبنى الكابيتول قبل مساء الإثنين، فيما أبلغ رئيس مجلس النواب مايك جونسون الأعضاء بأنهم سيحصلون على إخطار قبل 48 ساعة من موعد عودتهم إلى واشنطن للتصويت على أي مشروع قانون.
Amid the longest government shutdown in the history of the United States, the first general elections since Donald Trump's return to the White House will take place tomorrow (Tuesday).
In a vote described as an "early referendum on the Republican president's policies in his second term," which has been marked by an expansion of executive power and controversial positions both domestically and internationally, several states are holding crucial elections, including the race between the governors of Virginia and New Jersey, the New York City mayoral race, a proposal in California to redraw congressional districts, as well as a critical vote in the Pennsylvania Supreme Court and several local and legislative elections.
Fever of Competition Among Candidates
In Virginia, Republican Lieutenant Governor Winsome Earl Sears and former Democratic Representative Abigail Spanberger are competing to succeed outgoing Governor Glenn Youngkin, in a race considered a test of Trump's popularity in his second term. In New Jersey, Democrat Mikie Sherrill is facing off against Republican Jack Ciattarelli, who has direct support from Trump, for the governorship, succeeding Phil Murphy.
Meanwhile, Democratic legislator Zahran Mamdani, former Governor Andrew Cuomo (Independent), and Republican Curtis Sliwa are competing to manage the largest American city, in a race that sees a divide between the progressive and traditional wings within the Democratic Party.
Voters are also voting on a measure to redraw electoral districts that could grant Democrats up to five additional seats in the House of Representatives, in a move seen as a response to a Trump-friendly electoral map in Texas.
Voters will decide whether to retain or remove three judges from the Democratic-majority court, a battle that could impact the 2028 presidential elections if similar electoral disputes arise as those witnessed in 2020.
This election is the first major political test for Trump since his return to the presidency a year ago, as both the Republican and Democratic parties view it as an early indicator of the mood of American voters ahead of the upcoming midterm elections.
Government Shutdown
In light of the elections, Congress is nearing a record for the longest government shutdown in U.S. history this week, as the funding halt will reach its 35th day by tomorrow evening (Tuesday), surpassing the partial shutdown that ended in early 2019, which also occurred during Trump's first presidency, according to Politico magazine.
The magazine reported that talks are currently underway between members of both parties in the Senate, which may help break the stalemate that has persisted for weeks between Republicans and Democrats, but it is unlikely that members of Congress will be able to reach an agreement to reopen the government before the current partisan deadlock sets a new record.
Politico noted that even if the Senate quickly succeeds in formulating an agreement, lawmakers will not return to the Capitol before Monday evening, while House Speaker Mike Johnson informed members that they would receive notice 48 hours before their return to Washington to vote on any bill.
