كشفت وزارة الدفاع الأمريكية (البنتاغون) أنها قبلت هدية من «مجهول» قيمتها 130 مليون دولار للمساعدة في دفع أجور عناصر الجيش خلال الإغلاق الحكومي، ما يثير علامات استفهام بعد أن أعلن الرئيس دونالد ترمب أن صديقاً عرض الهدية لتغطية أي نقص.
سلطة قبول الهدايا
وقال المتحدث باسم البنتاغون شون بارنيل، في بيان مساء أمس (الجمعة): إن الوزارة قبلت التبرع بموجب «سلطة قبول الهدايا العامة».
ولفت إلى أنه «تم تقديم التبرع بشرط أن يُستخدم لتعويض تكلفة رواتب ومزايا أفراد الخدمة العسكرية».
وكان ترمب أعلن خلال فعالية بالبيت الأبيض الخميس الماضي، أن صديقاً له تبرع بمبلغ لتغطية أجور الجنود، إلا أنه رفض الكشف عن هويته، احتراماً لرغبته. وتمثل الهدية مساهمة صغيرة في المليارات اللازمة لتغطية رواتب أعضاء الخدمة العسكرية البالغ عددهم أكثر من 1.3 مليون جندي يشكلون القوات المسلحة العاملة.
وبحسب مكتب الميزانية في الكونغرس، طلبت ميزانية إدارة ترمب نحو 600 مليار دولار مخصصات إجمالية لتعويضات العسكريين في 2025.
انتهاك قانون نقص الاعتمادات
ويُعد اللجوء إلى التبرعات الخاصة لدفع رواتب الجنود أمرًا غير معتاد، إذ يشكل انتهاكًا لقانون نقص الاعتمادات (Antideficiency Act)، الذي يمنع الوكالات الفيدرالية من إنفاق أموال تتجاوز ما أقره الكونغرس أو من قبول خدمات تطوعية، وفق وسائل إعلام أمريكية.
ووقع ترمب أمرًا تنفيذيًا يوجه البنتاغون لاستخدام الأموال غير المصروفة من ميزانيات البحث والتطوير لتغطية رواتب الجنود، إلا أن مسؤولين في الكونغرس، بمن فيهم رئيس مجلس النواب مايك جونسون، حذروا من أن تحويل الأموال هو حل مؤقت فقط، وأن الجنود قد لا يتلقون رواتبهم قريبًا ما لم يقر الكونغرس مشروع قانون إنفاق مؤقت.
تحطيم الرقم القياسي للإغلاق
وحطم الرئيس الأمريكي الرقم القياسي لإجمالي أطول مدة إغلاق جزئي للحكومة الفيدرالية، إذ وصل إلى 58 يوماً في فترتي ولايته، بحسب ما أفاد موقع «أكسيوس»، فقد استمر الإغلاق الحكومي خلال فترة ولايته الأولى لمدة 36 يوماً، بينما تجاوز الإغلاق الحالي 22 يوماً.
يذكر أن الرقم القياسي السابق من نصيب الرئيس الأمريكي التاسع والثلاثين جيمي كارتر، خلال فترة رئاسته، من عام 1977 إلى عام 1981، إذ شهدت البلاد خمس حالات إغلاق حكومي، بإجمالي 56 يوماً.
أما من عام 1993 إلى عام 2021، فحدث إغلاقان حكوميان بإجمالي 26 يوماً خلال رئاسة بيل كلينتون.
وبدأ الإغلاق الجزئي الحالي للحكومة الفيدرالية منتصف ليل الأول من أكتوبر بسبب نقص التمويل، نتيجة فشل ممثلي الحزبين الجمهوري والديمقراطي في التوصل إلى اتفاق بشأن عدة بنود إنفاق، بما في ذلك الرعاية الصحية، ولا يزالون عاجزين عن التوصل إلى اتفاق، ووسط تبادل للاتهامات بالتسبب في الإغلاق وإطالة أمده لأغراض سياسية.
The U.S. Department of Defense (the Pentagon) revealed that it accepted a gift from an "anonymous" donor worth $130 million to help pay the salaries of military personnel during the government shutdown, raising questions after President Donald Trump announced that a friend offered the gift to cover any shortfall.
Authority to Accept Gifts
Pentagon spokesman Shawn Barnell stated in a statement yesterday evening (Friday) that the department accepted the donation under the "General Gift Acceptance Authority."
He noted that "the donation was made on the condition that it be used to offset the costs of salaries and benefits for military service members."
Trump announced during an event at the White House last Thursday that a friend of his donated an amount to cover soldiers' salaries, but he refused to disclose the identity out of respect for the donor's wishes. The gift represents a small contribution to the billions needed to cover the salaries of over 1.3 million service members in the active armed forces.
According to the Congressional Budget Office, the Trump administration's budget requested about $600 billion in total appropriations for military compensation in 2025.
Violation of the Antideficiency Act
Resorting to private donations to pay soldiers' salaries is unusual, as it constitutes a violation of the Antideficiency Act, which prohibits federal agencies from spending money beyond what Congress has approved or from accepting voluntary services, according to U.S. media.
Trump signed an executive order directing the Pentagon to use unspent funds from research and development budgets to cover soldiers' salaries, but congressional officials, including House Speaker Mike Johnson, warned that reallocating funds is only a temporary solution, and soldiers may not receive their pay soon unless Congress passes a temporary spending bill.
Breaking the Shutdown Record
The U.S. president has broken the record for the longest total duration of a partial federal government shutdown, reaching 58 days during his terms, according to Axios. The government shutdown during his first term lasted 36 days, while the current shutdown has exceeded 22 days.
The previous record was held by the 39th U.S. president, Jimmy Carter, during his presidency from 1977 to 1981, during which the country experienced five government shutdowns totaling 56 days.
From 1993 to 2021, there were two government shutdowns totaling 26 days during Bill Clinton's presidency.
The current partial shutdown of the federal government began at midnight on October 1 due to a funding shortfall, resulting from the failure of representatives from both the Republican and Democratic parties to reach an agreement on several spending items, including healthcare, and they remain unable to reach an agreement, amid mutual accusations of causing the shutdown and prolonging it for political purposes.
