الأولوية لـ«التجارة».. بهذه العبارة حددت وزارة الخارجية الأمريكية ملامح إستراتيجية إدارة الرئيس دونالد ترمب تجاه العراق، مؤكدة أن الولايات المتحدة تمنح الأولوية للتجارة على الصراع في سياستها تجاه العراق.
نزع سلاح الفصائل
هذه الأولوية تتطلب من العراق نزع أسلحة الفصائل العراقية، وهو الأمر الذي يشدد عليه ويسعى لتطبيقه رئيس الوزراء محمد شياع السوداني، لكن ما حملته الزيارة السرية لقائد فيلق القدس في الحرس الثوري الإيراني إسماعيل قاآني الأسبوع الماضي يتعارض مع توجهات الحكومة العراقية والإدارة الأمريكية على السواء.
ما تسرب من معلومات لـ«عكاظ» من سلسلة الاجتماعات التي عقدها قاآني مع قادة الفصائل العراقية المسلحة يتعارض مع التوجهات العراقية والأمريكية، إذ تحدث قادة الفصائل صراحة عن التزامهم بعدم استخدام السلاح إلا للدفاع عن العراق لكنهم لن يتنازلوا عنه رغم دعوات واشنطن وبغداد لذلك.
الانخراط في الحياة السياسية
ووفقا لمصادر «عكاظ» التي شاركت في اللقاءات، فإن قائد فيلق القدس، أكد أن من حق الفصائل العراقية الاحتفاظ بسلاحها ما دامت لا تستهدف به أي أحد، لافتا إلى أنه منذ انسحاب القوات الأمريكية في العراق لم يتم استخدام هذا السلاح، لكنه في الوقت ذاته دعا هذه الفصائل إلى الانخراط التام في الحياة السياسية العامة في البلاد.
وأفادت المصادر بأن تفاصيل كثيرة بحثت في لقاء قاآني مع قادة الفصائل العراقية المسلحة وأبرز ما تم الإشارة إليه هو ما تحدث عنه المسؤول الإيراني بأن بلاده غير معنية بالصدام مع الولايات المتحدة، وأن طهران لا تعارض الانفتاح التجاري والاقتصادي بين الولايات المتحدة والعراق.
وعلى صعيد ما تمخضت عنه اجتماعات المسؤول الإيراني مع قادة الفصائل العراقية، فإنه جرى التوصل إلى تفاهم في ما بينهم لعقد اجتماعات مع الحكومة العراقية لبحث بدائل سحب السلاح والتوصل لتفاهم يرضي كل الأطراف على أن تقدم ضمانات من جانب هذه الفصائل بعدم استخدام سلاحها إلا دفاعا عن العراق.
تعويل عراقي على الشركات الأمريكية
ونقلت المصادر عن قاآني قوله: إن طهران لن تقف في وجه العلاقات الاقتصادية العراقية- الأمريكية، وهذا الموقف يتطابق مع موقف الحكومة العراقية التي رحبت بتوجهات الرئيس الأمريكي دونالد ترمب الذي يدعم الاهتمام المتزايد للشركات الأمريكية بالسوق العراقية.
ويعول العراق على الشركات الأمريكية الطامحة للاستثمار في الأسواق العراقية لأنها ستجلب تكنولوجيا متطورة، وإيرادات متزايدة، وخدمة عملاء محسنة للعراق نظرا لانشغال العراق الرسمي على تحسين الأمن الداخلي والشفافية لبناء دولة ذات سيادة مستقرة.
يبدو أن لعبة الصراع قد تغيرت، فقبل عام كانت أصوات الانفجارات التي تستهدف القواعد الأمريكية في العراق حدثا شبه يومي تخلف وراءها خسائر وبيانات تهديد وتضع البلاد على حافة مواجهة إقليمية مفتوحة، لكن تلك الهجمات لم تكن مجرد عمليات عسكرية بل كانت أدوات ضغط تستخدم في لعبة النفوذ بين واشنطن وطهران وتلقي بظلالها على كل جولة مفاوضات بينهما حتى داخل غرف المحادثات النووية.
واليوم تغير المشهد جذريا، فقد توقفت الهجمات وخف صوت التهديدات، فيما تحولت الفصائل التي طالما كانت رأس حربة التصعيد إلى طرف يحسب خطواته بعناية تحت ضغط الحسابات السياسية والمصالح الاقتصادية.

However, what was revealed during the secret visit of the commander of the Quds Force in the Iranian Revolutionary Guard, Ismail Qaani, last week contradicts the directions of both the Iraqi government and the U.S. administration.
Information leaked to "Okaz" from a series of meetings held by Qaani with leaders of the armed Iraqi factions contradicts Iraqi and American orientations, as the faction leaders explicitly stated their commitment not to use weapons except in defense of Iraq, but they will not relinquish them despite calls from Washington and Baghdad to do so.
Engagement in Political Life
According to sources from "Okaz" who participated in the meetings, the Quds Force commander affirmed that the Iraqi factions have the right to retain their weapons as long as they do not target anyone, noting that since the withdrawal of American forces from Iraq, this weapon has not been used. At the same time, he called on these factions to fully engage in the public political life of the country.
The sources reported that many details were discussed in Qaani's meeting with the leaders of the armed Iraqi factions, and the most notable point mentioned was what the Iranian official stated, that his country is not concerned with a confrontation with the United States, and that Tehran does not oppose the commercial and economic opening between the United States and Iraq.
Regarding the outcomes of the Iranian official's meetings with the leaders of the Iraqi factions, an understanding was reached among them to hold meetings with the Iraqi government to discuss alternatives to disarmament and to reach an agreement that satisfies all parties, provided that guarantees are offered by these factions not to use their weapons except in defense of Iraq.

Iraq is counting on American companies eager to invest in the Iraqi markets because they will bring advanced technology, increasing revenues, and improved customer service to Iraq, given the official Iraqi focus on enhancing internal security and transparency to build a stable sovereign state.
It seems that the game of conflict has changed; a year ago, the sounds of explosions targeting American bases in Iraq were a near-daily occurrence, leaving behind losses and threats, putting the country on the brink of an open regional confrontation. However, those attacks were not just military operations but were pressure tools used in the game of influence between Washington and Tehran, casting shadows over every round of negotiations between them, even within the nuclear talks.
Today, the scene has radically changed; the attacks have ceased, and the sound of threats has diminished, while the factions that were once at the forefront of escalation are now a party that carefully calculates its steps under the pressure of political calculations and economic interests.
