سلّم مستشار الأمن القومي الأمريكي السابق جون بولتون نفسه للسلطات (الجمعة)، ودفع ببراءته من تهمة الكشف والاحتفاظ بوثائق عن الدفاع الوطني، حسبما ذكرت وسائل إعلام أمريكية.
جاء ذلك بعد أن وجهت هيئة محلفين في ماريلاند لائحة اتهام إلى جون بولتون (76 عاماً) الخميس.
وبولتون هو ثالث شخص يستهدفه الرئيس الأمريكي دونالد ترمب بتوجيه لائحة اتهام منذ عودته إلى البيت الأبيض في مطلع العام الحالي.
وبحسب لائحة الاتهام، أبلغ بولتون اثنين من أقاربه بمعلومات حساسة لاحتمال استخدامها في كتاب بدأ في كتابته، ومنها ملاحظات عن اجتماعات بمسؤولي المخابرات وغيرهم من كبار مسؤولي الحكومة وقادة أجانب.
وشملت لائحة الاتهام لدى المحكمة الاتحادية في ماريلاند 8 تهم عن الكشف عن معلومات مرتبطة بالدفاع الوطني، و10 تهم عن الاحتفاظ بهذه المعلومات. وتمثل كل هذه التهم انتهاكاً لقانون معني بقضايا التخابر.
وتقدر عقوبة كل تهمة بالسجن مدة 10 أعوام، لكن القضاء سيتولى مسؤولية الفصل في كل تهمة بناء على عوامل عدة.
وكان بولتون تولى منصب مستشار الأمن القومي في ولاية ترمب الرئاسية الأولى، ولاحقاً أصبح أحد أشد منتقديه.
وأشار آبي لويل، محامي بولتون، إلى أن موكله لم يكشف أي معلومات أو يحتفظ بها دون سند قانوني.
وفي مذكراته، التي أصدرها العام الماضي، وصف بولتون ترمب بأنه غير مؤهل لتولي الرئاسة.
وورد فى لائحة الاتهام: «دوَّن بولتون ملاحظات مفصلة تُوثّق اجتماعاته وأنشطته وإحاطاته اليومية. وكثيراً ما كان يكتب هذه الملاحظات بخط اليد على دفاتر صفراء طوال يومه فى مجمع البيت الأبيض أو فى أماكن آمنة أخرى، ثم يُعيد كتابة ملاحظاته لاحقاً فى ملف معالجة نصوص».
ووصفت الملاحظات التي أرسلها بولتون إلى الشخصين 1 و2، باستخدام حسابات بريده الإلكترونى الشخصية غير الحكومية وحسابات المراسلة، بالتفصيل أنشطة بولتون اليومية كمستشار للأمن القومى، وكثيراً ما وصفت ملاحظات بولتون البيئة أو البيئة الآمنة التي تعلّم فيها معلومات الدفاع الوطني والمعلومات السرية التي كان يدونها فى ملاحظاته.
وفى بيان، قال بولتون: «أتطلع إلى المعركة للدفاع عن سلوكي القانوني، وكشف إساءة استخدامه للسلطة»، وأكد محامي بولتون أن موكله لم يتورط في أي مخالفات.
Former U.S. National Security Advisor John Bolton surrendered to authorities (on Friday) and pleaded not guilty to charges of disclosing and retaining national defense documents, according to U.S. media reports.
This came after a grand jury in Maryland indicted John Bolton (76 years old) on Thursday.
Bolton is the third person targeted by U.S. President Donald Trump with an indictment since he returned to the White House earlier this year.
According to the indictment, Bolton informed two relatives of sensitive information that could potentially be used in a book he began writing, including notes about meetings with intelligence officials and other senior government officials and foreign leaders.
The indictment in federal court in Maryland included 8 counts of disclosing information related to national defense and 10 counts of retaining that information. All of these charges represent violations of a law concerning espionage issues.
The penalty for each charge is estimated at 10 years in prison, but the judiciary will be responsible for determining the outcome of each charge based on several factors.
Bolton served as National Security Advisor during Trump's first presidential term and later became one of his most vocal critics.
Abbe Lowell, Bolton's attorney, indicated that his client did not disclose any information or retain it without legal justification.
In his memoirs, released last year, Bolton described Trump as unfit for the presidency.
The indictment stated: "Bolton took detailed notes documenting his meetings, activities, and daily briefings. He often wrote these notes by hand in yellow notebooks throughout his day in the White House complex or in other secure locations, and then later typed up his notes in a word processing file."
The notes that Bolton sent to individuals 1 and 2, using his personal non-government email accounts and messaging accounts, detailed Bolton's daily activities as National Security Advisor, often describing the environment or secure setting in which he learned national defense information and the classified information he recorded in his notes.
In a statement, Bolton said: "I look forward to the battle to defend my legal conduct and expose the abuse of power," and Bolton's attorney confirmed that his client was not involved in any wrongdoing.
