«فايننشال تايمز»: الهدف دفع موسكو إلى التفاوض

أفصحت مصادر غربية أن الولايات المتحدة ساعدت أوكرانيا خلال الأشهر الماضية على تنفيذ ضربات بعيدة المدى استهدفت منشآت روسية للطاقة، في إطار جهد منسق لإضعاف الاقتصاد الروسي وإجبار الرئيس فلاديمير بوتين على الجلوس على طاولة المفاوضات.
ضرب منشآت ومصاف نفطية
وأبلغ مسؤولون أوكرانيون وأمريكيون صحيفة «فايننشال تايمز» البريطانية، أن المعلومات الاستخباراتية الأمريكية التي جرى تبادلها مع كييف مكّنت القوات الأوكرانية من ضرب مصافٍ نفطية ومنشآت طاقة تقع على مسافات بعيدة عن خطوط القتال.
وأضافت المصادر أن الدعم الأمريكي تصاعد منذ منتصف الصيف الماضي، وكان حاسماً في إنجاح ضربات كانت إدارة الرئيس الأمريكي السابق جو بايدن حذّرت كييف من تنفيذها.
وذكرت أن هذه الضربات أدت إلى ارتفاع أسعار الطاقة داخل روسيا، وأجبرت موسكو على تقليص صادرات الديزل والاعتماد على استيراد الوقود من الخارج.
تحوّل في الموقف الأمريكي
ورأى التقرير أن تبادل المعلومات الاستخباراتية يمثل أحدث مؤشر على أن الرئيس الأمريكي دونالد ترمب عمّق دعمه لأوكرانيا مع «تزايد استيائه» من موسكو.
وعزت الصحيفة هذا التحول إلى مكالمة هاتفية جرت في يوليو الماضي بين ترمب وفولوديمير زيلينسكي، سأل خلالها الرئيس الأمريكي نظيره الأوكراني عن إمكانية أن تضرب أوكرانيا موسكو إذا وفرت لها واشنطن أسلحة بعيدة المدى.
ونقلت عن مصدرين مطلعين قولهما، إن ترمب أعرب خلال المكالمة عن دعمه لاستراتيجية تهدف إلى «جعل الروس يشعرون بالألم» لدفع الكرملين نحو التفاوض، لكن البيت الأبيض أوضح أن الرئيس «كان يسأل فقط، لا يشجع على القتال».
مراحل التخطيط للهجمات
ولفت تقرير الصحيفة إلى أن المعلومات الأمريكية ساعدت كييف على تحديد مسارات الطائرات المسيّرة وتوقيت الهجمات والارتفاعات المناسبة لتفادي الدفاعات الجوية الروسية. ووفق ثلاثة مسؤولين مطلعين على العمليات، فإن واشنطن تشارك عن قرب في جميع مراحل التخطيط لهذه الهجمات، إذ تختار أوكرانيا الأهداف فيما تقدّم الولايات المتحدة المعلومات عن نقاط الضعف فيها.
وأضافت المصادر أن بعض الوحدات الأمريكية حددت أولويات الأهداف للأوكرانيين، ووصف أحد المسؤولين القوة المسيّرة الأوكرانية بأنها «أداة واشنطن لإضعاف الاقتصاد الروسي ودفع بوتين نحو التسوية».
اتهامات روسية
وكان المتحدث باسم الكرملين ديمتري بيسكوف، قال مطلع الشهر الجاري، من الواضح أن الولايات المتحدة وحلف شمال الأطلسي «الناتو» يقدمان معلومات استخباراتية لأوكرانيا «بشكل منتظم» بما في ذلك المعلومات التي تهدف لتنفيذ ضربات على منشآت الطاقة الروسية.
ورغم مشاركة واشنطن المتزايدة في الضربات الأوكرانية، لا تعترف الولايات المتحدة رسمياً بدور مباشر لها، إذ تظل حذرة من أي تصعيد قد يجرها إلى مواجهة مباشرة مع موسكو.
وأفاد تقرير «فايننشال تايمز»، أن أوكرانيا استهدفت ما لا يقل عن 16 من أصل 38 مصفاة روسية، بعضها أكثر من مرة، ما عطّل إنتاج أكثر من مليون برميلٍ يومياً. وأظهرت مقاطع مصوّرة متداولة على وسائل التواصل الروسية حرائق ضخمة في منشآت النفط والغاز داخل روسيا.
Western sources revealed that the United States has assisted Ukraine over the past months in carrying out long-range strikes targeting Russian energy facilities, as part of a coordinated effort to weaken the Russian economy and force President Vladimir Putin to sit at the negotiating table.
Strikes on Oil Facilities and Refineries
Ukrainian and American officials informed the British newspaper "Financial Times" that the American intelligence shared with Kyiv enabled Ukrainian forces to strike oil refineries and energy facilities located far from the front lines.
The sources added that American support has escalated since mid-last summer and was crucial in the success of strikes that the administration of former President Joe Biden had warned Kyiv against executing.
It was noted that these strikes led to a rise in energy prices within Russia and forced Moscow to reduce diesel exports and rely on importing fuel from abroad.
A Shift in the American Stance
The report indicated that the exchange of intelligence represents the latest sign that President Donald Trump deepened his support for Ukraine amid his "growing frustration" with Moscow.
The newspaper attributed this shift to a phone call that took place last July between Trump and Volodymyr Zelensky, during which the American president asked his Ukrainian counterpart about the possibility of Ukraine striking Moscow if Washington provided it with long-range weapons.
It quoted two informed sources as saying that Trump expressed during the call his support for a strategy aimed at "making the Russians feel pain" to push the Kremlin towards negotiations, but the White House clarified that the president "was just asking, not encouraging fighting."
Stages of Planning the Attacks
The newspaper's report highlighted that American information helped Kyiv determine the flight paths of drones, the timing of attacks, and the appropriate altitudes to avoid Russian air defenses. According to three officials familiar with the operations, Washington is closely involved in all stages of planning these attacks, as Ukraine selects the targets while the United States provides information on their vulnerabilities.
The sources added that some American units prioritized targets for the Ukrainians, with one official describing the Ukrainian drone force as "Washington's tool to weaken the Russian economy and push Putin towards a settlement."
Russian Accusations
Kremlin spokesman Dmitry Peskov stated earlier this month that it is clear that the United States and NATO are providing intelligence to Ukraine "regularly," including information aimed at carrying out strikes on Russian energy facilities.
Despite Washington's increasing involvement in Ukrainian strikes, the United States does not officially acknowledge a direct role, remaining cautious of any escalation that could lead to a direct confrontation with Moscow.
The "Financial Times" report indicated that Ukraine targeted at least 16 out of 38 Russian refineries, some more than once, disrupting the production of over one million barrels per day. Footage circulated on Russian social media showed massive fires at oil and gas facilities within Russia.
