أعلن وزير الخارجية الإيراني عباس عراقجي، أن اتفاق القاهرة الذي أبرمته طهران مع الوكالة الدولية للطاقة الذرية «لم يعد سارياً» في ظل التغييرات الأخيرة على الساحة الدولية وتفعيل آلية «سناب باك». وجدّد التأكيد على أن المفاوضات تمثّل الحل النهائي لملف البرنامج النووي. ونقلت وكالة «تسنيم» للأنباء أن عراقجي قال للصحفيين عقب لقائه مع سفراء وممثلي البعثات الأجنبية المقيمة في طهران، اليوم (الأحد) قوله: «أما بشأن التعاون مع الوكالة الدولية للطاقة الذرية، فاتفاق القاهرة لم يعد يشكل أساساً للتعاون».
واعتبر عراقجي أن الظروف تغيرت، وعلينا وضع إطار جديد للتعاون مع الوكالة في ضوء المخاوف القائمة وتفعيل «سناب باك»، لافتاً إلى أن اتفاق القاهرة فقد فعاليته، وعلينا مواجهة الشروط الجديدة واتخاذ قرارات جديدة.
حل تفاوضي عادل
وقال الوزير الإيراني إن بلاده سعت لإيجاد حل تفاوضي عادل ومتوازن، لكن الدول الغربية رفضت ذلك بسبب مطالبها المفرطة، مضيفاً أن على جميع الدول أن تدرك «الحق المشروع لإيران والفهم الصحيح للوضع الذي أوجده الغرب».
ولفت إلى أن التجربة أثبتت أنه لا يوجد حل سوى الحل الدبلوماسي للمسألة النووية، قائلاً: على مدى سنوات، تم تهديدنا عسكرياً وتطبيق آلية الزناد (سناب باك)، وكانت ردودنا واضحة كما أن الهجوم ليس حلاً، فإن (سناب باك) أيضاً لا يمكن أن تكون حلاً. وذكر أن 3 دول أوروبية ظنت أن لديها ورقة ضغط عبر هذه الآلية واستخدمتها، والنتيجة كانت واضحة: لم تُحل أي مشكلة.
واعتبر وزير الخارجية أن الدبلوماسية عملية مستمرة، لكن كيفية تنفيذها ومع من تُجرى هي محل النقاش الآن، لافتاً إلى أن الدول الأوروبية الثلاث قلّصت من دورها وأضعفت أساس المفاوضات، ما يعني أنها ستلعب دوراً أقل في أي حلول تفاوضية مستقبلية.
طريق مسدود
وكان عراقجي، أعلن في ختام زيارته إلى نيويورك أن المفاوضات مع الأمريكيين وصلت إلى طريق مسدود تماماً، بحسب ما أفادت وكالة «تسنيم». وأكد أن إيران بذلت جهوداً للوصول إلى تسوية، لكنها لم تنجح بسبب مطالب واشنطن المفرطة وتعاون الدول الأوروبية معها، وفق تعبيره. وشدد على أن تفعيل «آلية الزناد» هدفه دفع بلاده إلى تقديم تنازلات، وصفها بغير المعقولة أو الممكنة.
Iranian Foreign Minister Abbas Araghchi announced that the Cairo Agreement, which Tehran concluded with the International Atomic Energy Agency, "is no longer valid" in light of recent changes on the international scene and the activation of the "snapback" mechanism. He reiterated that negotiations represent the final solution to the nuclear program file. The Tasnim news agency reported that Araghchi told reporters after his meeting with ambassadors and representatives of foreign missions residing in Tehran today (Sunday): "As for cooperation with the International Atomic Energy Agency, the Cairo Agreement no longer serves as a basis for cooperation."
Araghchi considered that the circumstances have changed, and we need to establish a new framework for cooperation with the agency in light of the existing concerns and the activation of "snapback," pointing out that the Cairo Agreement has lost its effectiveness, and we must face the new conditions and make new decisions.
Fair Negotiated Solution
The Iranian minister stated that his country has sought to find a fair and balanced negotiated solution, but Western countries rejected that due to their excessive demands, adding that all countries must recognize "Iran's legitimate right and the correct understanding of the situation created by the West."
He noted that experience has proven that there is no solution other than a diplomatic one to the nuclear issue, saying: For years, we have been threatened militarily and the snapback mechanism has been applied, and our responses have been clear; an attack is not a solution, and snapback cannot be a solution either. He mentioned that three European countries thought they had leverage through this mechanism and used it, and the result was clear: no problem was resolved.
The Foreign Minister considered that diplomacy is an ongoing process, but how it is implemented and with whom it is conducted is the subject of discussion now, pointing out that the three European countries have diminished their role and weakened the basis of negotiations, which means they will play a lesser role in any future negotiated solutions. Araghchi announced at the end of his visit to New York that negotiations with the Americans have reached a complete dead end, according to the Tasnim agency. He confirmed that Iran has made efforts to reach a settlement, but it has not succeeded due to Washington's excessive demands and the cooperation of European countries with it, as he expressed. He emphasized that the activation of the "snapback" mechanism aims to push his country to make concessions, which he described as unreasonable or impossible.
