أعلن الرئيس الروسي فلاديمير بوتين، اليوم (الإثنين)، أن موسكو لا ترغب في تصعيد التوتر أو إشعال فتيل سباق التسلح، موضحاً خلال اجتماع لمجلس الأمن الروسي، أن موسكو متأكدة من موثوقية وفعالية قوى الردع الوطنية لديها.
وقال بوتين: «لكن في نفس الوقت، لسنا مهتمين بتصعيد التوتر أو إشعال فتيل سباق تسلح مستقبلاً»، مضيفاً: «أؤكد، ولا ينبغي لأحد أن يشكك في ذلك، أن روسيا قادرة على الرد على أي تهديدات قائمة أو ناشئة، ليس بالكلام فحسب، بل بالوسائل العسكرية التقنية».
استقرار إستراتيجي
وشدد بوتين بالقول: «أود أن أبدأ اليوم بقضية أخرى ذات أهمية حاسمة لحماية مصالحنا الوطنية وسيادة روسيا والأمن الدولي بشكل عام، دون أي مبالغة، وأنا أشير إلى الحالة في مجال الاستقرار الإستراتيجي».
وأشار إلى أن معاهدة «ستارت» تنتهي في 5 فبراير 2026، ما يعني الاختفاء الوشيك للاتفاق الدولي الأخير بشأن القيود المباشرة على قدرات الصواريخ النووية، مؤكداً رفضه رفضه الكامل لإرث هذا الاتفاق والذي قال إنه سيكون من وجهات نظر عديدة، خطوة خاطئة وقصيرة النظر، والتي في رأينا، ستؤثر سلبا على تحقيق أهداف معاهدة عدم انتشار الأسلحة النووية.
ولفت بوتين إلى أن روسيا مستعدة لمواصلة الالتزام بالقيود المركزية بموجب معاهدة «نيو ستارت» لمدة عام واحد، في المستقبل، بناء على تحليل الموقف، ستتخذ قرارا محددا بشأن الصيانة اللاحقة لهذه القيود الذاتية الطوعية.
حوار روسي - أمريكي
وأشار الرئيس الروسي إلى أن تصرفات الغرب الهدامة تهدف إلى تقويض التكافؤ العالمي، وتحاول تحقيق «تفوق مطلق وساحق» في المجال الإستراتيجي، لافتاً إلى أن تنفيذ مبادرة روسيا من شأنه أن يُسهم إسهاماً كبيراً في تهيئة مناخ مُلائم لحوار إستراتيجي جوهري مع الولايات المتحدة الأمريكية، وهذا يتطلب بطبيعة الحال تهيئة الظروف لاستئنافه بالكامل، مع مراعاة جميع الجهود المبذولة لتطبيع العلاقات الثنائية»، مضيفاً: «يجب أيضا إيلاء اهتمام خاص لخطط بناء المكونات الإستراتيجية لنظام الدفاع الصاروخي الأمريكي، بما في ذلك الاستعدادات لنشر أنظمة اعتراض في الفضاء».
وأوضح أنه «خطوة بخطوة، تم تفكيك نظام الاتفاقيات السوفيتية الأمريكية، والروسية الأمريكية، بشأن السيطرة على الصواريخ النووية والأسلحة الدفاعية الاستراتيجية بالكامل تقريبا».
سباق التسلح
وأشار بوتين إلى أنه ومن أجل تجنب إثارة سباق تسلح إستراتيجي جديد وضمان مستوى مقبول من القدرة على التنبؤ وضبط النفس، فإننا نعتبر أنه من المبرر محاولة الحفاظ على الوضع الراهن الذي أنشأته معاهدة «نيو ستارت» في هذه المرحلة المضطربة إلى حد ما.
تأتي تصريحات بوتين في وقت وصلت التوترات إلى أعلى مستوياتها بين موسكو ودول حلف شمال الأطلسي منذ بدء الحرب العسكرية الروسية بأوكرانيا في فبراير 2022.
Russian President Vladimir Putin announced today (Monday) that Moscow does not wish to escalate tensions or ignite an arms race, clarifying during a meeting of the Russian Security Council that Moscow is confident in the reliability and effectiveness of its national deterrent forces.
Putin stated, "But at the same time, we are not interested in escalating tensions or igniting a future arms race," adding, "I assure you, and no one should doubt this, that Russia is capable of responding to any existing or emerging threats, not just with words, but with military-technical means."
Strategic Stability
Putin emphasized by saying, "I would like to start today with another issue of critical importance for protecting our national interests, the sovereignty of Russia, and international security in general, without exaggeration, and I refer to the situation in the field of strategic stability."
He pointed out that the "START" treaty expires on February 5, 2026, which means the imminent disappearance of the last international agreement regarding direct restrictions on nuclear missile capabilities, affirming his complete rejection of the legacy of this agreement, which he said would be, from many perspectives, a wrong and short-sighted step that, in our view, will negatively affect the achievement of the goals of the Treaty on the Non-Proliferation of Nuclear Weapons.
Putin noted that Russia is ready to continue adhering to the central restrictions under the "New START" treaty for one more year, and based on an analysis of the situation, it will make a specific decision regarding the subsequent maintenance of these voluntary self-imposed restrictions.
Russian-American Dialogue
The Russian president pointed out that the destructive actions of the West aim to undermine global parity and attempt to achieve "absolute and overwhelming superiority" in the strategic field, noting that the implementation of Russia's initiative would significantly contribute to creating a favorable climate for substantive strategic dialogue with the United States, which naturally requires creating conditions for its full resumption, taking into account all efforts made to normalize bilateral relations," adding, "Special attention should also be paid to plans for building the strategic components of the U.S. missile defense system, including preparations for deploying interception systems in space."
He clarified that "step by step, the system of Soviet-American and Russian-American agreements on the control of nuclear missiles and strategic defensive weapons has been almost completely dismantled."
Arms Race
Putin indicated that in order to avoid provoking a new strategic arms race and to ensure an acceptable level of predictability and restraint, we consider it justified to attempt to maintain the status quo established by the "New START" treaty at this somewhat turbulent stage.
Putin's statements come at a time when tensions have reached their highest levels between Moscow and NATO countries since the onset of the Russian military operation in Ukraine in February 2022.
