دان أعضاء مجلس الأمن، اليوم (الجمعة)، بشدة، احتجاز الحوثيين لما لا يقل عن 21 من موظفي الأمم المتحدة منذ 31 أغسطس، إضافة إلى اقتحام مقرات برنامج الأغذية العالمي واليونيسف بالقوة، والاستيلاء على ممتلكات الأمم المتحدة.
ووصف بيان الأمم المتحدة ما جرى بـ«انتهاك للقانون الدولي»، مشدداً على ضرورة ضمان سلامة وأمن موظفي الأمم المتحدة وممتلكاتها، وصون حرمة مقراتها في جميع الأوقات.
احتجاز البعثات الدبلوماسية
وأدان أعضاء المجلس، بأشد العبارات، استمرار الحوثيين في احتجاز موظفي الأمم المتحدة والمنظمات غير الحكومية الوطنية والدولية ومنظمات المجتمع المدني والبعثات الدبلوماسية، معربين عن قلقهم البالغ بشأن سلامة الموظفين المحتجزين منذ أعوام 2021 و2023 و2024، إضافةً إلى من تم احتجازهم منذ 31 أغسطس 2025.
وطالب أعضاء المجلس بالإفراج الفوري وغير المشروط عن جميع المحتجزين لدى الحوثيين، مجدداً التأكيد على أن جميع التهديدات الموجهة للعاملين في إيصال المساعدات الإنسانية أمر غير مقبول.
الوضع الإنساني
وأعرب أعضاء المجلس عن قلقهم البالغ إزاء تدهور الوضع الإنساني في اليمن، مشددين على ضرورة وصول المساعدات الإنسانية دون عوائق.
وجدد أعضاء المجلس مطالبتهم للحوثيين بضمان احترام القانون الدولي الإنساني فيما يتعلق بوصول المساعدات الإنسانية بشكل آمن وسريع ودون عوائق، لضمان وصولها إلى المدنيين المحتاجين، مشددين على أن سلامة موظفي الأمم المتحدة لا تزال ذات أولوية قصوى.
ودعا أعضاء المجلس الحوثيين إلى توفير بيئة عمل آمنة ومأمونة، وضمان إيصال المساعدات الإنسانية بلا عوائق في المناطق الخاضعة لسيطرتهم، مجددين التأكيد على التزامهم القوي بوحدة اليمن وسيادته واستقلاله وسلامة أراضيه، وكذلك التزامهم بالوقوف إلى جانب الشعب اليمني ودعمهم لجهود المبعوث الخاص للأمين العام إلى اليمن هانس غروندبرغ، الرامية إلى التوصل لتسوية سياسية تفاوضية جامعة بقيادة يمنية، تستند إلى المرجعيات المتفق عليها، وتتسق مع قرارات مجلس الأمن ذات الصلة.
Members of the Security Council strongly condemned today (Friday) the detention of at least 21 United Nations staff members by the Houthis since August 31, in addition to the forceful storming of the World Food Programme and UNICEF offices and the seizure of United Nations property.
The United Nations statement described the events as a "violation of international law," emphasizing the need to ensure the safety and security of United Nations staff and property, and to uphold the sanctity of its premises at all times.
Detention of Diplomatic Missions
The Council members condemned in the strongest terms the continued detention of United Nations staff, national and international non-governmental organizations, civil society organizations, and diplomatic missions by the Houthis, expressing their deep concern for the safety of the staff detained since the years 2021, 2023, and 2024, in addition to those detained since August 31, 2025.
The Council members called for the immediate and unconditional release of all those detained by the Houthis, reiterating that all threats directed at humanitarian aid workers are unacceptable.
Humanitarian Situation
The Council members expressed their grave concern regarding the deteriorating humanitarian situation in Yemen, stressing the need for humanitarian assistance to reach those in need without obstacles.
The Council members renewed their call for the Houthis to ensure respect for international humanitarian law regarding the safe, rapid, and unobstructed delivery of humanitarian assistance to ensure it reaches the civilians in need, emphasizing that the safety of United Nations staff remains a top priority.
The Council members urged the Houthis to provide a safe and secure working environment and to ensure the unobstructed delivery of humanitarian assistance in areas under their control, reaffirming their strong commitment to the unity, sovereignty, independence, and territorial integrity of Yemen, as well as their commitment to stand by the Yemeni people and support the efforts of the Secretary-General's Special Envoy to Yemen, Hans Grundberg, aimed at reaching an inclusive Yemeni-led political settlement based on the agreed-upon references and consistent with relevant Security Council resolutions.
