أكد رئيس الوزراء اللبناني نواف سلام، أن مسار حصرية السلاح وبسط سلطة الدولة واحتكارها لقراري الحرب والسلم هو مطلب لبناني وضرورة وطنية، موضحاً أنه لا عودة إلى الوراء عن هذا المسار، جاء ذلك خلال لقاء عقده سلام، اليوم (الثلاثاء)، مع وفد من الكونغرس الأمريكي، ضمّ السيناتور جين شاهين، والسيناتور ليندسي غراهام، والنائب جو ويلسون، ورافقهم المبعوث الأمريكي توماس براك ونائبته مورغان أورتاغوس، والسفيرة الأمريكية في بيروت ليزا جونسون.
وذكرت الوكالة الوطنية اللبنانية للإعلام أن رئيس الوزراء شدّد خلال اللقاء على أن مسار حصرية السلاح وبسط سلطة الدولة واحتكارها لقراري الحرب والسلم هو مسار انطلق ولا عودة إلى الوراء فيه، مبيّنًا أن الحكومة ثبّتت هذا التوجّه في جلسة 5 أغسطس، إذ اتُّخذ قرار حازم بتكليف الجيش اللبناني بوضع خطة شاملة لحصر السلاح قبل نهاية العام، وعرضها على مجلس الوزراء، وهو ما سيُعرض الأسبوع القادم.
وقال سلام إنّ هذا المسار مطلب وضرورة لبنانية وطنية، اتفق عليها اللبنانيون في اتفاق الطائف قبل أي شيء آخر، غير أن تطبيقها تأخر لعقود، ما أضاع على لبنان فرصاً عديدة في السابق.
وجدّد سلام تأكيده التزام لبنان بأهداف الورقة التي تقدم بها توم براك، بعد إدخال تعديلات اقترحها المسؤولون اللبنانيون عليها، والتي أقرّها مجلس الوزراء في جلسته بتاريخ 7 أغسطس، مشيراً إلى أن هذه الورقة، القائمة على مبدأ تلازم الخطوات، تُثبّت ضمان انسحاب إسرائيل من الأراضي اللبنانية ووقف جميع الأعمال العدائية.
وأكد رئيس الوزراء اللبناني أن توسيع الدعم المالي والعسكري هو ضرورة ملحّة لتمكين الجيش من القيام بدوره، معرباً عن شكره للوفد الأمريكي على دعمه المتواصل للجيش اللبناني.
وأشار إلى أن الجيش اللبناني هو جيش لجميع اللبنانيين ويحظى بثقتهم، وبالتالي فإن دعمه وتزويده بالقدرات اللازمة يشكّلان ركيزة أساسية لتعزيز الأمن والاستقرار في مختلف المناطق اللبنانية، مبيّناً أن لبنان يسعى إلى التزام دولي واضح، خصوصاً من كبار المانحين، فيما يخصّ التحضيرات الجارية لعقد المؤتمر الدولي المرتقب لإعادة الإعمار والتعافي الاقتصادي للبنان.
وقال بيان صادر عن رئاسة مجلس الوزراء اللبناني إن الوفد الأمريكي أشاد بالقرارات الأخيرة التي اتخذتها الحكومة نحو حصرية السلاح بيد الدولة وقواها الشرعية، ونوّه بالإصلاحات المالية والمصرفية التي أقرتها الحكومة، مشدداً على ضرورة استكمال هذا المسار لما فيه مصلحة جميع اللبنانيين.
Lebanese Prime Minister Nawaf Salam confirmed that the path of weapon exclusivity and the consolidation of state authority, monopolizing the decisions of war and peace, is a Lebanese demand and a national necessity, clarifying that there is no turning back on this path. This came during a meeting Salam held today (Tuesday) with a delegation from the U.S. Congress, which included Senator Jeanne Shaheen, Senator Lindsey Graham, and Representative Joe Wilson, accompanied by U.S. envoy Thomas Barak and his deputy Morgan Ortagus, as well as the U.S. Ambassador to Beirut, Lisa Johnson.
The National News Agency of Lebanon reported that the Prime Minister emphasized during the meeting that the path of weapon exclusivity and the consolidation of state authority, monopolizing the decisions of war and peace, is a path that has begun and there is no turning back. He pointed out that the government confirmed this direction in the session on August 5, where a decisive decision was made to assign the Lebanese Army to develop a comprehensive plan to restrict weapons by the end of the year and present it to the Cabinet, which will be discussed next week.
Salam stated that this path is a demand and a national necessity agreed upon by the Lebanese in the Taif Agreement before anything else; however, its implementation has been delayed for decades, causing Lebanon to miss numerous opportunities in the past.
Salam reiterated Lebanon's commitment to the objectives of the paper presented by Tom Barak, after incorporating amendments proposed by Lebanese officials, which were approved by the Cabinet in its session on August 7. He pointed out that this paper, based on the principle of the simultaneity of steps, guarantees the withdrawal of Israel from Lebanese territories and the cessation of all hostilities.
The Lebanese Prime Minister confirmed that expanding financial and military support is an urgent necessity to enable the army to fulfill its role, expressing his gratitude to the American delegation for their continuous support for the Lebanese Army.
He noted that the Lebanese Army is an army for all Lebanese and enjoys their trust; thus, its support and provision with the necessary capabilities are fundamental pillars for enhancing security and stability in various Lebanese regions. He clarified that Lebanon seeks a clear international commitment, especially from major donors, regarding the ongoing preparations for the upcoming international conference for the reconstruction and economic recovery of Lebanon.
A statement issued by the Lebanese Prime Minister's office indicated that the American delegation praised the recent decisions taken by the government towards the exclusivity of weapons in the hands of the state and its legitimate forces, and commended the financial and banking reforms approved by the government, emphasizing the need to continue this path for the benefit of all Lebanese.
