دعت «مجموعة متحالفون من أجل إنقاذ الأرواح والسلام في السودان» اليوم (الأربعاء) لهدنة إنسانية ووقف كافة العراقيل التي تعيق الإنشطة الإنسانية في البلاد، معربة عن استيائها الشديد من التدهور المستمر للوضع الإنساني في السودان.
ونددت المجموعة بتعدد العراقيل التي تعيق الوصول إلى المحتاجين، ما يُؤخر أو يُعيق الاستجابة في المناطق الرئيسية، كما استنكرت تزايد أعداد الأشخاص الذين يعانون من سوء التغذية الحاد والمجاعة.
وأكدت المجموعة أن المدنيين يدفعون الثمن الأكبر لهذه الحرب، ومع تدهور الوضع في السودان ووصول الاحتياجات الإنسانية إلى مستويات حرجة، مطالبة أطراف النزاع اتخاذ إجراءات عاجلة لحماية المدنيين، والسماح بوصول المساعدات الإنسانية إلى المحتاجين وتسهيل وصولها إليهم، وفقاً لالتزاماتهم بموجب القانون الإنساني الدولي، وإعلان جدة للالتزام بحماية المدنيين في السودان، الموقع في مايو 2023.
ودعت المجموعة الأطراف المتحاربة إلى رفع جميع العراقيل البيروقراطية التي تعيق الأنشطة الإنسانية وتمنعها، مع الالتزام بالحفاظ على طرق الإمداد الرئيسية مفتوحة أمام القوافل والعاملين في المجال الإنساني، بما في ذلك من خلال فترات هدنة إنسانية وترتيبات أخرى حسب الحاجة، وينبغي أن يشمل ذلك تمديد معبر أدري على المدى الطويل، واتفاقات بشأن الاستخدام المتوقع والمستدام للطرق الرئيسية عبر خطوط التماس المؤدية إلى دارفور وكردفان، إضافة إلى معابر إضافية من جنوب السودان.
وشدد المجموعة في بيان على ضمان قدرة الجهات الفاعلة الإنسانية على تقديم المساعدة بأمان في جميع أنحاء السودان لجميع المدنيين المحتاجين، ودون خوف من الانتقام إذا قدمت المساعدة في المناطق الخاضعة لسيطرة أطراف أخرى، وضمان مرور آمن للمدنيين للحصول على المساعدة والخدمات.
ودعت إلى السماح بوجود إنساني مستدام للأمم المتحدة وتسهيله في جميع أنحاء البلاد، ولا سيما في المناطق ذات الاحتياجات الإنسانية الملحة، وخصوصاً في دارفور وكردفان، مشددة على ضرورة إعادة الوصول إلى خدمات الاتصالات في جميع أنحاء السودان، وضمان حماية البنية التحتية المدنية الحيوية، وخصوصاً البنية التحتية للطاقة والمياه والصحة.
وأشارت المجموعة إلى أنه في بعض المناطق خصوصاً شمال دارفور وكردفان، هناك حاجة ماسة إلى تدابير لتهدئة الأوضاع لتمكين الجهات الفاعلة الإنسانية من تقديم المساعدات، لذلك تدعو المجموعة أطراف النزاع إلى الالتزام بالتزامات جدة، والسماح بفترات هدنة إنسانية لإتاحة وصول الإمدادات المنقذة للحياة إلى هذه المناطق، وتذليل العقبات أمام حركة المدنيين بعيداً عن الخطر.
وأكدت المجموعة ضرورة احترام القانون الإنساني الدولي احتراماً كاملاً، ويشمل ذلك الالتزامات بحماية المدنيين، بمن فيهم العاملون في المجال الإنساني ومقارهم وممتلكاتهم، إضافة إلى السماح بوصول المساعدات الإنسانية بسرعة ودون عوائق إلى جميع المحتاجين وتسهيل ذلك.
The "Alliance Group for the Rescue of Lives and Peace in Sudan" called today (Wednesday) for a humanitarian ceasefire and the removal of all obstacles hindering humanitarian activities in the country, expressing its deep dissatisfaction with the ongoing deterioration of the humanitarian situation in Sudan.
The group condemned the multiple obstacles that hinder access to those in need, which delays or obstructs the response in key areas, and denounced the increasing number of people suffering from acute malnutrition and famine.
The group emphasized that civilians are paying the highest price for this war, and with the worsening situation in Sudan and the humanitarian needs reaching critical levels, it called on the parties to the conflict to take urgent measures to protect civilians, allow humanitarian aid to reach those in need, and facilitate its delivery to them, in accordance with their commitments under international humanitarian law and the Jeddah Declaration to commit to protecting civilians in Sudan, signed in May 2023.
The group urged the warring parties to lift all bureaucratic obstacles that hinder and prevent humanitarian activities, while committing to keeping main supply routes open for convoys and humanitarian workers, including through humanitarian ceasefire periods and other arrangements as needed. This should include the long-term extension of the Adre crossing and agreements on the expected and sustainable use of main roads across the contact lines leading to Darfur and Kordofan, in addition to additional crossings from South Sudan.
The group stressed in a statement the need to ensure that humanitarian actors can provide assistance safely throughout Sudan to all civilians in need, without fear of retaliation if aid is provided in areas controlled by other parties, and to ensure safe passage for civilians to access assistance and services.
It called for the sustainable presence of the United Nations to be allowed and facilitated throughout the country, particularly in areas with urgent humanitarian needs, especially in Darfur and Kordofan, emphasizing the necessity of restoring access to communication services across Sudan and ensuring the protection of vital civilian infrastructure, particularly energy, water, and health infrastructure.
The group noted that in some areas, especially North Darfur and Kordofan, there is an urgent need for measures to calm the situation to enable humanitarian actors to provide assistance. Therefore, the group calls on the parties to the conflict to adhere to the Jeddah commitments and allow humanitarian ceasefire periods to facilitate the delivery of life-saving supplies to these areas and to remove obstacles to civilian movement away from danger.
The group affirmed the necessity of fully respecting international humanitarian law, which includes obligations to protect civilians, including humanitarian workers and their premises and property, in addition to allowing humanitarian aid to reach all those in need quickly and without obstacles and facilitating that.
