على الرغم من استمرار رفض الرئيس فولوديمير زيلينسكي التنازل عن الأراضي التي تحتلها روسيا، أكد الأمين العام لحلف شمال الأطلسي (الناتو) مارك روته، إن القمة الأمريكية الروسية المقررة هذا الأسبوع قد تفتح الباب لمفاوضات بشأن الأراضي الأوكرانية.
وقال روته في برنامج «هذا الأسبوع» على شبكة «ايه بي سي» اليوم (الأحد): إذا حققت العملية تقدماً، فإن الأراضي ستكون مطروحة على الطاولة، بجانب ضمانات أمنية لأوكرانيا، مبيناً أن هذا قد ينطوي على اعتراف أوكرانيا بأنها فقدت السيطرة على بعض أراضيها دون التخلي رسمياً عن السيادة على تلك المناطق.
ونقلت وكالة بلومبيرغ للأنباء عن روته قوله: عندما يتعلق الأمر بمسألة الأراضي، ويتعلق بالاعتراف في اتفاق مستقبلي بأن روسيا تسيطر بحكم الأمر الواقع على بعض أراضي أوكرانيا، يجب أن يكون ذلك اعترافاً واقعياً، وليس اعترافاً سياسياً أو قانونياً.
ويواصل الرئيسان الروسي فلاديمير بوتين والأوكراني فولوديمير زيلينكسي اتصالاتهما الهاتفية مع حلفائهما وشركائهما لليوم الثالث على التوالي، وتحدث زيلينسكي هاتفياً مع 13 زعيماً أجنبياً خلال الأيام الثلاثة الماضية، من بينهم داعموه الأوروبيون الرئيسيون؛ المملكة المتحدة وألمانيا وفرنسا، كما اتصل باثنين من شركاء روسيا التقليديين، هما رئيسا كازاخستان وأذربيجان.
وقال زيلينسكي على «تيليغرام» بعد اتصاله بنظيره الأذربيجاني إلهام علييف: من المهم أن تُجبر الجهود المشتركة للعالم أجمع روسيا في النهاية على إنهاء الحرب.
من جهته، أجرى الرئيس الروسي فلاديمير بوتين مع تسعة رؤساء دول أجنبية منذ الجمعة، من بينهم الشركاء الأكثر قرباً مثل الرئيس الصيني شي جين بينغ ورئيس وزراء الهند ناريندرا مودي ورئيس البرازيل لولا دا سيلفا، كما اتصل برؤساء عدد من جمهوريات الاتحاد السوفياتي السابق التي تربطها علاقات جيدة بموسكو، مثل بيلاروسيا وأوزبكستان وكازاخستان وطاجيكستان وقرغيزستان.
لكن غياب زيلينسكي عن القمة أثار مخاوف حلفاء كييف من احتمال إبرام صفقة دون أوكرانيا، تُجبرها على التنازل عن أجزاء من أراضيها لروسيا، لكن زيلينسكي يؤكد على ضرورة مشاركة بلاده وحلفائها الأوروبيين في هذه العملية.
Despite President Volodymyr Zelensky's continued refusal to concede territory occupied by Russia, NATO Secretary General Mark Rutte confirmed that the upcoming U.S.-Russia summit this week could open the door for negotiations regarding Ukrainian lands.
Rutte said on the "This Week" program on ABC today (Sunday): If the process makes progress, the territories will be on the table, alongside security guarantees for Ukraine, indicating that this may involve Ukraine acknowledging that it has lost control over some of its territories without officially relinquishing sovereignty over those areas.
Bloomberg News reported Rutte as saying: When it comes to the issue of territory, and regarding the recognition in a future agreement that Russia effectively controls some parts of Ukraine, it must be a realistic acknowledgment, not a political or legal recognition.
Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky continue their phone communications with their allies and partners for the third consecutive day, with Zelensky having spoken by phone with 13 foreign leaders over the past three days, including his main European supporters; the United Kingdom, Germany, and France. He also contacted two of Russia's traditional partners, the presidents of Kazakhstan and Azerbaijan.
Zelensky stated on Telegram after his call with Azerbaijani President Ilham Aliyev: It is important that the collective efforts of the entire world ultimately force Russia to end the war.
For his part, Russian President Vladimir Putin has spoken with nine foreign heads of state since Friday, including close partners such as Chinese President Xi Jinping, Indian Prime Minister Narendra Modi, and Brazilian President Lula da Silva. He also reached out to the leaders of several former Soviet republics that maintain good relations with Moscow, such as Belarus, Uzbekistan, Kazakhstan, Tajikistan, and Kyrgyzstan.
However, Zelensky's absence from the summit has raised concerns among Kyiv's allies about the possibility of a deal being struck without Ukraine, forcing it to concede parts of its territory to Russia. Nevertheless, Zelensky emphasizes the necessity for his country and its European allies to be involved in this process.
