The Kremlin spokesperson Dmitry Peskov ruled out the possibility of significant breakthroughs in the negotiations between the Russian and Ukrainian delegations in Istanbul.
Peskov told reporters today (Tuesday): "Let's be frank, the issue of Ukrainian settlement is so complex that reaching agreements on prisoner exchanges or the return of the bodies of the dead is an achievement in itself. Therefore, in this case, I do not share your doubts; of course, there is no reason to believe that any breakthroughs will occur as if by a miracle from the sky. It is unlikely to be possible in the current situation." He added that the draft memoranda of understanding regarding the peaceful settlement between Moscow and Kyiv will be the main topic of the third round of direct Russian-Ukrainian negotiations.
The spokesperson for the Russian presidency considered the topic of negotiations to be extremely complex, and it will, of course, be necessary to discuss the drafts of the two memoranda that were exchanged during the second round, in addition to other issues.
For his part, Ukrainian President Volodymyr Zelensky announced that he had instructed the formation of a delegation to negotiate with Russia, which will again be headed by the Secretary of the National Security and Defense Council, Rustem Umerov. He wrote on his Telegram channel today: "I have instructed the formation of a delegation for negotiations with the Russian side, which will be headed by Rustem Umerov."
The delegation includes representatives from Zelensky's office, Ukrainian intelligence, and the Ministry of Foreign Affairs. Umerov had previously headed the Ukrainian delegation while serving as Minister of Defense.
Russia and Ukraine agreed after two rounds of negotiations in Istanbul to exchange prisoners according to the "one thousand for one thousand" formula, in addition to the return of seriously injured prisoners and those under the age of 25 on a "everyone for everyone" basis, with no less than one thousand people from each side. Russia has recovered several batches of military personnel from Ukraine and handed over a similar number of Ukrainian prisoners of war to Kyiv.
