بعد أول زيارة له للعاصمة، توقع رئيس الوزراء السوداني كامل إدريس إعادة تأهيل مدينة الخرطوم بالكامل خلال 6 أشهر. وأعلن إدريس في تصريحات لقناتي «العربية/الحدث»، اليوم (السبت)، أن الحكومة ستبدأ بالعمل تدريجياً خلال الأشهر القادمة.
ووصل إدريس ووفد مرافق له أمس (الجمعة) إلى العاصمة السودانية في أول زيارة له منذ تعيينه قبل نحو شهرين، للوقوف على الأوضاع في الخرطوم التي تعاني من تدهور واسع في البنية التحتية، إذ كانت مسرحاً للمعارك بين قوات الجيش السوداني والدعم السريع.
وكان إدريس أفاد بأن الحكومة ستعود تدريجياً إلى الخرطوم، بعد إعلان الجيش استعادته السيطرة الكاملة على العاصمة. إلا أن العودة المرتقبة تواجه جملة من العقبات، على رأسها الدمار الواسع الذي طال وسط المدينة، حيث تقع معظم المباني الحكومية والوزارات التي تعرضت للحرق والتخريب خلال المعارك.
وأصدر رئيس مجلس السيادة السوداني عبد الفتاح البرهان أمس (الجمعة) قراراً يقضي بتفريغ العاصمة الخرطوم من التشكيلات العسكرية خلال أسبوعين.
وشكّل البرهان لجنة لتهيئة البيئة المناسبة لعودة المواطنين لولاية الخرطوم، برئاسة عضو مجلس السيادة إبراهيم جابر، وينوب عنه عضو مجلس السيادة عبد الله يحيى أحمد، وعضوية كل من عضو مجلس السيادة سلمى عبد الجبار، ورئيس الوزراء، وعدد من الوزراء.
وأوضح القرار أن اللجنة حددت لها مهمات واختصاصات من بينها تفريغ ولاية الخرطوم من كل القوات المقاتلة والكيانات المسلحة بواسطة رئاسة هيئة الأركان خلال أسبوعين من تاريخ توقيع هذا القرار.
ومنح القرار اللجنة صلاحيات اتخاذ كل الإجراءات والتدابير الأمنية اللازمة لاستتباب الأمن، وإزالة كافة المظاهر السالبة من داخل العاصمة، وفرض هيبة القانون والدولة.
ومنح البرهان اللجنة مهمات ضبط الوجود الأجنبي، بترحيل الأجانب المخالفين، وإبعاد المقيمين منهم خارج ولاية الخرطوم، وإزالة كل مناطق السكن العشوائي في ولاية الخرطوم دون استثناء، والعمل على استعادة الخدمات الأساسية بأسرع ما يمكن من كهرباء ومياه وصحة وتعليم ومواصلات وأسواق مركزية. وتختص اللجنة بإعادة تأهيل البنى التحتية من طرق وجسور وصرف صحي ومصارف المياه، واقتراح وتحديد مواقع تنقل الوزارات.
وعلى أرض الواقع، شرعت ولاية الخرطوم في تنفيذ خطة إسعافية لإعادة المؤسسات إلى العمل، وعادت وزارة الداخلية وبعض إداراتها للعمل من قلب الخرطوم في إطار خطة لتأمين العاصمة، وإعادة تفعيل دور الشرطة.

After his first visit to the capital, Sudanese Prime Minister Kamel Idris expected the complete rehabilitation of the city of Khartoum within 6 months. Idris announced in statements to the "Al Arabiya/Al Hadath" channels today (Saturday) that the government will begin working gradually in the coming months.
Idris and an accompanying delegation arrived yesterday (Friday) in the Sudanese capital for his first visit since his appointment about two months ago, to assess the situation in Khartoum, which is suffering from widespread deterioration in infrastructure, having been the scene of battles between the Sudanese army and the Rapid Support Forces.
Idris indicated that the government will gradually return to Khartoum after the army announced its complete control over the capital. However, the anticipated return faces a number of obstacles, foremost among them the extensive destruction that has affected the city center, where most government buildings and ministries were burned and vandalized during the battles.
Sudanese Sovereign Council Chairman Abdel Fattah Al-Burhan issued a decision yesterday (Friday) to evacuate the capital Khartoum of military formations within two weeks.
Al-Burhan formed a committee to prepare the appropriate environment for the return of citizens to Khartoum State, headed by Sovereign Council member Ibrahim Jaber, with Sovereign Council member Abdullah Yahya Ahmed as his deputy, and including Sovereign Council member Salma Abdel Jabbar, the Prime Minister, and several ministers.
The decision clarified that the committee has defined tasks and responsibilities, including evacuating Khartoum State of all fighting forces and armed entities by the Chief of Staff within two weeks from the date of signing this decision.
The decision granted the committee the authority to take all necessary security measures and precautions to restore security, remove all negative manifestations from within the capital, and enforce the rule of law and state authority.
Al-Burhan assigned the committee tasks related to regulating the presence of foreigners, deporting violators, relocating residents outside Khartoum State, and removing all informal housing areas in Khartoum State without exception, while working to restore essential services as quickly as possible, including electricity, water, health, education, transportation, and central markets. The committee is responsible for rehabilitating infrastructure such as roads, bridges, sewage systems, and drainage, as well as proposing and determining locations for the movement of ministries.
On the ground, Khartoum State has begun implementing an emergency plan to resume the work of institutions, and the Ministry of Interior and some of its departments have returned to work from the heart of Khartoum as part of a plan to secure the capital and reactivate the role of the police.
