طالب وزير الإعلام والثقافة والسياحة اليمني معمر الإرياني اليوم (الأحد) بإنهاء ولاية بعثة الأمم المتحدة لدعم اتفاق الحديدة وموانئها الثلاثة (أونمها) التي تم إنشاؤها بموجب قرار مجلس الأمن رقم 2452 في يناير 2019، مؤكداً أن ذلك أصبح ضرورياً كونها لم تحقق أي إنجاز ملموس في الجوانب العسكرية والأمنية والاقتصادية والإنسانية، وتجاوزتها الأحداث على الأرض.
وقال الإرياني في تغريدات على حسابه في «إكس»: طيلة سبع سنوات، أخفقت البعثة في تحقيق أي تقدم حقيقي في تنفيذ بنود اتفاق ستوكهولم الموقع في ديسمبر 2018، الذي نص على وقف إطلاق النار وإعادة نشر القوات خارج المدينة والموانئ، وعدم استقدام تعزيزات عسكرية، وإزالة المظاهر المسلحة، موضحاً أن البعثة فشلت في وقف إطلاق النار بمحافظة ومدينة الحديدة وموانئها الثلاثة وعجزت عن إلزام جماعة الحوثي بإعادة الانتشار من الموانئ ومدينة الحديدة، على غرار القوات الحكومية والقوات المشتركة التي التزمت بإعادة الانتشار وفق الاتفاق.
وأشار إلى أن البعثة لم تستطع منع الحوثي من استقدام تعزيزات عسكرية إلى محافظة الحديدة، أو إزالة المظاهر المسلحة في المدينة، مبيناً أن لجنة تنسيق إعادة الانتشار المشتركة توقفت عن عقد أي اجتماعات منذ 2020، دون تحرك جاد من البعثة.
ولفت إلى أن البعثة لم تعالج إخفاقات آلية الأمم المتحدة للتحقق والتفتيش (UNVIM)، التي أشار إليها فريق الخبراء الأممي واستمرت سيطرة الحوثي على مكاتب وسكن البعثة في مدينة وميناء الحديدة منذ بداية ولايتها، وعدم انتقالها لمنطقة محايدة، ما جعل البعثة وموظفيها رهائن لضغوط وابتزاز الحوثيين.
وأوضح الإرياني أن البعثة عجزت عن إلزام الحوثيين بفتح الطرق بين مديريات المحافظة وإلى المحافظات المحررة، كما أخفقت في إلزام الحوثي بإيداع إيرادات موانئ الحديدة في البنك المركزي بالحديدة للمساهمة في دفع مرتبات الموظفين.
واتهم وزير الإعلام اليمني البعثة بالتحول إلى غطاء وفرته الأمم المتحدة للحوثي للتهرب من التزاماته، والتستر على انتهاكاتها بحق المدنيين في الحديدة، مشيراً إلى أن البعثة التزمت الصمت تجاه تصعيد الحوثي وخروقاته اليومية، وتعزيزاته العسكرية، وإعلانه المتكرر عن تجارب صاروخية انطلاقاً من موانئ الحديدة.
وأشار إلى أن البعثة لم تصدر أي موقف واضح تجاه الهجمات الحوثية على الملاحة الدولية في البحر الأحمر وباب المندب، لافتاً إلى أن الحوثي استغل وقف إطلاق النار ووجود البعثة لجعل الحديدة ملاذاً آمناً للوجود الأجنبي، ومركزاً لتطوير وتجميع الصواريخ والطائرات المسيّرة وتهريب الأسلحة عبر الموانئ، على مرأى من البعثة التي لا تملك حرية الحركة.
وشدد الإرياني على أن موانئ الحديدة تحولت إلى حصالة حرب لتمول الحوثي عبر فرض ضرائب باهظة على الواردات، مبيناً أن التقديرات تشير إلى استحواذ الحوثي على نحو 789 مليون دولار من إيرادات الموانئ خلال عام واحد (مايو 2023 – يونيو 2024)، دون أن تنعكس هذه الأموال على معيشة المواطنين أو صرف رواتب الموظفين، بل جرى تحويلها لتمويل آلة الحرب وشراء الأسلحة والولاءات وإطالة أمد الصراع، ما تسبب في تدهور الأوضاع الاقتصادية والمعيشية للسكان.
وأشار وزير الإعلام اليمني إلى أن الحوثي استخدم موانئ الحديدة منصة لتهريب الأسلحة والطائرات المسيّرة والصواريخ الباليستية، وشن هجمات عابرة للحدود على منشآت نفطية في دول الجوار، وتهديد خطوط الملاحة الدولية في البحر الأحمر وباب المندب وخليج عدن، ما أدى إلى الإضرار بأمن الممرات البحرية وحركة التجارة العالمية، معتبراً أن استمرار وجود البعثة الأممية (أونمها) أصبح غير ذي جدوى، بل يشكل عاملاً معرقلاً لأي جهود لتحقيق السلام أو تخفيف المعاناة الإنسانية في اليمن، في ظل عجزها عن تنفيذ مهمتها، وصمتها تجاه انتهاكات الحوثي، وتحولها إلى غطاء لاستمرار سيطرة الجماعة على الحديدة واستغلال مواردها في الحرب وتمويل أنشطتها التي تهدد الأمن والسلم الإقليمي والدولي.
وكتب الإرياني: لقد أصبح واضحاً أن بقاء البعثة لم يعد له أي مبرر واقعي، ويجب وضع حد لحالة العبث، وضمان عدم استغلال الموانئ والاتفاقات الأممية كغطاء لإطالة أمد الصراع، ومنع الحوثي من تحويل الموانئ إلى ممرات لتهريب الأسلحة، ومصادر تمويل للحرب، مشيراً إلى أن اليمنيين لا يحتاجون إلى بعثة عاجزة، صامتة، رهينة بيد الحوثي، بقدر حاجتهم إلى مواقف واضحة وحاسمة من المجتمع الدولي تدعم استعادة الدولة وإنهاء الانقلاب ومحاسبة الحوثيين على جرائمهم وانتهاكاتهم التي بات يدفع ثمنها العالم أجمع.

The Yemeni Minister of Information, Culture, and Tourism, Muammar Al-Eryani, called today (Sunday) for the termination of the United Nations Mission to Support the Agreement on Hudaydah and its three ports (UNMHA), which was established under Security Council Resolution No. 2452 in January 2019. He emphasized that this has become necessary as it has not achieved any tangible accomplishments in the military, security, economic, or humanitarian aspects, and events on the ground have surpassed it.
Al-Eryani stated in tweets on his account on "X": For seven years, the mission has failed to make any real progress in implementing the provisions of the Stockholm Agreement signed in December 2018, which stipulated a ceasefire, the redeployment of forces outside the city and ports, the non-reinforcement of military troops, and the removal of armed manifestations. He clarified that the mission failed to stop the ceasefire in the governorate and city of Hudaydah and its three ports and was unable to compel the Houthi group to redeploy from the ports and the city of Hudaydah, unlike the government forces and the joint forces that committed to redeployment according to the agreement.
He pointed out that the mission could not prevent the Houthis from bringing in military reinforcements to Hudaydah governorate or removing armed manifestations in the city, noting that the Joint Coordination Committee for Redeployment has not held any meetings since 2020, with no serious action from the mission.
He highlighted that the mission did not address the failures of the United Nations Verification and Inspection Mechanism (UNVIM), which were pointed out by the UN expert team, and that the Houthis have maintained control over the mission's offices and housing in the city and port of Hudaydah since the beginning of its mandate, without relocating to a neutral area, which made the mission and its staff hostages to the pressures and extortion of the Houthis.
Al-Eryani explained that the mission failed to compel the Houthis to open roads between the districts of the governorate and to the liberated provinces, and it also failed to require the Houthis to deposit the revenues from the ports of Hudaydah into the Central Bank in Hudaydah to contribute to paying the salaries of employees.
The Yemeni Minister of Information accused the mission of turning into a cover provided by the United Nations for the Houthis to evade their commitments and to conceal their violations against civilians in Hudaydah, indicating that the mission remained silent regarding the Houthi escalation and daily violations, their military reinforcements, and their repeated announcements of missile tests launched from the ports of Hudaydah.
He pointed out that the mission did not issue any clear stance regarding the Houthi attacks on international navigation in the Red Sea and Bab al-Mandab, noting that the Houthis exploited the ceasefire and the presence of the mission to make Hudaydah a safe haven for foreign presence, a center for developing and assembling missiles and drones, and smuggling weapons through the ports, all in full view of the mission, which lacks freedom of movement.
Al-Eryani stressed that the ports of Hudaydah have turned into a war chest to finance the Houthis by imposing exorbitant taxes on imports, indicating that estimates suggest the Houthis have seized about $789 million from port revenues over one year (May 2023 – June 2024), without this money reflecting on the living conditions of citizens or paying employee salaries, but rather it has been diverted to finance the war machine, purchase weapons, and extend the conflict, which has led to a deterioration in the economic and living conditions of the population.
The Yemeni Minister of Information noted that the Houthis have used the ports of Hudaydah as a platform for smuggling weapons, drones, and ballistic missiles, launching cross-border attacks on oil facilities in neighboring countries, and threatening international shipping lines in the Red Sea, Bab al-Mandab, and the Gulf of Aden, which has harmed the security of maritime corridors and global trade movement. He considered that the continued presence of the UN mission (UNMHA) has become futile and is, in fact, an obstructive factor for any efforts to achieve peace or alleviate humanitarian suffering in Yemen, given its failure to carry out its mission, its silence regarding Houthi violations, and its transformation into a cover for the continuation of the group's control over Hudaydah and the exploitation of its resources in the war and financing activities that threaten regional and international security and peace.
Al-Eryani wrote: It has become clear that the continued presence of the mission no longer has any realistic justification, and there must be an end to this state of chaos, ensuring that the ports and UN agreements are not exploited as a cover to prolong the conflict, and preventing the Houthis from turning the ports into corridors for smuggling weapons and sources of funding for the war. He pointed out that Yemenis do not need an impotent, silent mission held hostage by the Houthis, as much as they need clear and decisive positions from the international community that support the restoration of the state, end the coup, and hold the Houthis accountable for their crimes and violations, which the entire world is now paying the price for.
