أعلنت حركة حماس، اليوم (السبت)، تسليم ردها إلى الوسطاء على مقترح المبعوث الأمريكي ستيف ويتكوف الأخير، مؤكدة أن الرد جاء بما يحقّق وقفاً دائماً لإطلاق النار، وانسحاباً شاملاً (للجيش الإسرائيلي) من قطاع غزة، وضمان تدفّق المساعدات إلى الفلسطينيين.
وقالت الحركة إنه في إطار هذا الاتفاق سيتمّ إطلاق سراح 10 من المحتجزين الإسرائيليين الأحياء، إضافة إلى تسليم 18 جثماناً، مقابل عدد يُتّفق عليه من الأسرى الفلسطينيين، مبينة أن تسليم ردها على المقترح الأمريكي تم بعد إجراء جولة مشاورات وطنية، وانطلاقاً مما اعتبرته مسؤوليتها تجاه الشعب الفلسطيني ومعاناته.
وينص مقترح ويتكوف على وقف إطلاق النار لمدة 60 يوماً، يضمن خلالها الرئيس الأمريكي دونالد ترمب التزام إسرائيل بوقف القتال، ويقضي الاتفاق بإدخال المساعدات الإنسانية إلى غزة فوراً وتوزيعها عبر قنوات متفق عليها، بما في ذلك الأمم المتحدة والهلال الأحمر.
ويشدد الاتفاق على إطلاق 10 رهائن إسرائيليين أحياء و18 رهينة متوفين في اليومين الأول والسابع وفق (5 أحياء و9 متوفين ) في اليوم الأول من الاتفاق و(5 أحياء و9 متوفين) في اليوم السابع، كما يؤكد الاتفاق على إرسال المساعدات إلى غزة فور موافقة حماس على اتفاق وقف إطلاق النار.
ويتضمن الاتفاق وقف جميع الأنشطة العسكرية الهجومية الإسرائيلية في غزة عند دخول هذه الاتفاقية حيز التنفيذ، ويُوقف الطيران الجوي (العسكري والاستطلاعي) في قطاع غزة لمدة 10 ساعات يومياً، أو 12 ساعة يومياً خلال أيام تبادل الأسرى والمفقودين.
في اليوم الأولى يتم إعادة انتشار في الجزء الشمالي من قطاع غزة وفي ممر نتساريم، وفقاً للمادة 3 المتعلقة بالمساعدات الإنسانية، وعلى أساس خرائط يُتفق عليها، وفي اليوم السابع يتم إعادة الانتشار في الجزء الجنوبي من قطاع غزة وفقاً للمادة الثالثة المتعلقة بالمساعدات الإنسانية، وبناءً على خرائط يُتفق عليها، وتعمل الفرق الفنية على تحديد حدود إعادة الانتشار النهائية خلال المفاوضات.
ويتم إطلاق الاتفاق مقابل عدد يتفق عليه من الأسرى الفلسطينيين في السجون الإسرائيلية، بموجب بنود المرحلة الأولى من اتفاق 19 يناير 2025 بشأن الرهائن والأسرى، ستفرج إسرائيل عن 125 سجيناً محكوماً عليهم بالسجن المؤبد، و1111 أسيراً من غزة اعتُقلوا بعد 7 أكتوبر 2023.
ومقابل تسليم رفات 18 رهينة إسرائيلية، ستعيد إسرائيل 180 غزياً متوفى، وسيتم إطلاق سراحهم في وقت واحد وفقاً لآلية متفق عليها، ودون عروض أو مراسم علنية، وسيتم نصف هذه العمليات في اليوم الأول، والنصف الآخر في اليوم السابع.
في اليوم العاشر، ستقدم حماس معلومات كاملة (إثبات حياة وتقرير طبي/ إثبات وفاة) عن كل رهينة متبقٍ، بالمقابل ستقدم إسرائيل معلومات كاملة عن الأسرى الفلسطينيين المعتقلين من قطاع غزة منذ 7 أكتوبر، وعدد الغزيين المتوفين المحتجزين في إسرائيل، وتلتزم حماس بضمان صحة ورفاهية وأمن الرهائن خلال فترة وقف إطلاق النار.
وينبغي استكمال المفاوضات بشأن الترتيبات اللازمة لوقف إطلاق نار دائم خلال ستين يوماً، وبعد الاتفاق، سيتم إطلاق سراح الرهائن المتبقين (الأحياء والأموات) من «قائمة الـ58» التي قدمتها إسرائيل.
وكان البيت الأبيض (الخميس) قد أعلن موافقة إسرائيل على مقترح وقف إطلاق النار الذي قدمه ويتكوف، وبحسب المتحدثة باسم البيت الأبيض كارولين ليفيت، فإن ويتكوف والرئيس الأمريكي دونالد ترمب قدما مقترحاً بوقف إطلاق النار إلى حركة حماس.
وأشارت ليفيت إلى أن إسرائيل أيدت هذا الاقتراح، ووقعت عليه قبل إرساله إلى الحركة الفلسطينية.
The Hamas movement announced today (Saturday) that it has delivered its response to the mediators regarding the latest proposal from U.S. envoy Steve Witkoff, confirming that the response aims to achieve a permanent ceasefire, a complete withdrawal of the Israeli army from the Gaza Strip, and ensuring the flow of aid to the Palestinians.
The movement stated that as part of this agreement, 10 living Israeli hostages will be released, in addition to the return of 18 bodies, in exchange for a number of Palestinian prisoners to be agreed upon. It clarified that its response to the American proposal was delivered after conducting a round of national consultations, based on what it considered its responsibility towards the Palestinian people and their suffering.
The Witkoff proposal stipulates a ceasefire for 60 days, during which U.S. President Donald Trump guarantees Israel's commitment to halt fighting. The agreement also calls for the immediate entry of humanitarian aid into Gaza and its distribution through agreed-upon channels, including the United Nations and the Red Crescent.
The agreement emphasizes the release of 10 living Israeli hostages and 18 deceased hostages on the first and seventh days, according to (5 living and 9 deceased) on the first day of the agreement and (5 living and 9 deceased) on the seventh day. It also confirms that aid will be sent to Gaza immediately upon Hamas's approval of the ceasefire agreement.
The agreement includes a halt to all Israeli offensive military activities in Gaza upon the entry of this agreement into force, and it will suspend aerial (military and reconnaissance) flights in the Gaza Strip for 10 hours daily, or 12 hours daily during the days of prisoner and missing person exchanges.
On the first day, there will be a redeployment in the northern part of the Gaza Strip and in the Netzarim corridor, according to Article 3 related to humanitarian aid, based on maps to be agreed upon. On the seventh day, there will be a redeployment in the southern part of the Gaza Strip according to the third article related to humanitarian aid, and based on maps to be agreed upon. Technical teams will work to determine the final boundaries of the redeployment during negotiations.
The agreement will be launched in exchange for a number of Palestinian prisoners in Israeli jails, under the terms of the first phase of the January 19, 2025 agreement regarding hostages and prisoners. Israel will release 125 prisoners serving life sentences and 1,111 prisoners from Gaza who were arrested after October 7, 2023.
In exchange for the return of the remains of 18 Israeli hostages, Israel will return 180 deceased Gazans, and they will be released simultaneously according to an agreed-upon mechanism, without offers or public ceremonies. Half of these operations will take place on the first day, and the other half on the seventh day.
On the tenth day, Hamas will provide complete information (proof of life and medical report/proof of death) about each remaining hostage. In return, Israel will provide complete information about the Palestinian prisoners detained from the Gaza Strip since October 7, and the number of deceased Gazans held in Israel. Hamas commits to ensuring the health, well-being, and security of the hostages during the ceasefire period.
Negotiations regarding the necessary arrangements for a permanent ceasefire should be completed within sixty days. After the agreement, the remaining hostages (both living and deceased) from the "List of 58" submitted by Israel will be released.
On Thursday, the White House announced Israel's approval of the ceasefire proposal presented by Witkoff. According to White House spokesperson Caroline Levitt, Witkoff and U.S. President Donald Trump presented a ceasefire proposal to the Hamas movement.
Levitt indicated that Israel supported this proposal and signed it before sending it to the Palestinian movement.
