أعلن المبعوث الأمريكي ستيف ويتكوف أن لديه انطباعات جيدة جداً بشأن إمكانية التوصل إلى وقف لإطلاق النار بين إسرائيل وحركة حماس في غزة، متوقعاً إرسال اقتراح جديد قريباً.
وأوضح ويتكوف: «اقتربنا من التوصل لاتفاق جديد لوقف إطلاق النار، نأمل أن نرسله قريباً ونقدمه للرئيس لمراجعته»، مبيناً أنه يشعر بتفاؤل كبير إزاء إمكانية العمل على مسارين، وقف مؤقت لإطلاق النار، واتفاق طويل المدى لإنهاء هذا الصراع.
وتنص وثيقة مسودة الاتفاق «المحتمل» بين حماس وإسرائيل والذي سيعلن عنها فور التزام الأطراف بالاتفاق، على أن أمريكا ومصر وقطر ستضمن استمرار وقف إطلاق النار لمدة 60 يوماً، ولأي تمديد محتمل، فيما سيستكمل مبعوث ترمب الخاص تفاصيل الاتفاق ويتولى رئاسة المفاوضات، ويضمن الرئيس الأمريكي ترمب التزام إسرائيل.
وتنص الاتفاقية على إطلاق حماس سراح 10 محتجزين أحياء وجثامين 18 في اليومين الأول والسابع من الاتفاق، وإرسال المساعدات إلى غزة فور موافقة حماس على وقف إطلاق النار.
وتتضمن الوثيقة توثيق جميع أنشطة إسرائيل العسكرية عند بدء سريان الاتفاق، وفي اليوم الأول من الهدنة تبدأ مفاوضات بشأن ترتيبات وقف دائم لإطلاق النار، فيما ستقدم حماس في اليوم العاشر معلومات كاملة عن كافة الأسرى المتبقين، وبحسب وثيقة ويتكوف، سيتم توزيع المساعدات بواسطة الأمم المتحدة والهلال الأحمر، أما تسليم الأسرى فسيتم دون مظاهر أو احتفالات علنية.
وكانت مصادر إعلامية قد قالت إن اتفاق ويتكوف يتضمن إطلاق سراح 10 محتجزين، وتسليم 18 جثماناً، نصفهم في اليوم الأول، مبينة أن المقترح يتضمن أيضاً وقفاً للنار في غزة لمدة 60 يوماً، إضافةً إلى إطلاق سراح 125 من الأسرى الفلسطينيين المحكوم عليهم بالمؤبد.
ونقل موقع «أكسيوس» عن 3 مصادر قولهم: «إن البيت الأبيض متفائلٌ بأن الاقتراح الجديد الذي قدمه المبعوث الأمريكي إلى الشرق الأوسط بشأن غزة يمكن أن يساعد في سد الفجوات المتبقية بين إسرائيل وحماس»، مبيناً أنه في حال بادر كل طرف بتقديم تنازلات فربما يتم التوصل إلى اتفاق خلال أيام.
من جهتها أعلنت حركة حماس موافقتها على المقترح الأمريكي للتوصل إلى اتفاقٍ يتضمن وقف إطلاق النار لمدة 60 يوماً والإفراج عن 5 محتجزين أحياء في اليوم الأول وخمسة في اليوم الأخير.
وأوضحت المصادر أن جوهر الخلاف يتمحور حول صيغة الضمانات الأمريكية لحركة حماس.
وكان موقع «أكسيوس» نقل عن مسؤول إسرائيلي أن ويتكوف قدّم لإسرائيل وحركة حماس اقتراحاً محدثاً بشأن اتفاق لإطلاق سراح المحتجزين ووقف إطلاق النار في قطاع غزة.
The American envoy, Steve Witkoff, announced that he has very good impressions regarding the possibility of reaching a ceasefire between Israel and Hamas in Gaza, expecting to send a new proposal soon.
Witkoff explained: "We are close to reaching a new ceasefire agreement; we hope to send it soon and present it to the president for review," indicating that he feels very optimistic about the possibility of working on two tracks: a temporary ceasefire and a long-term agreement to end this conflict.
The draft document of the "potential" agreement between Hamas and Israel, which will be announced as soon as the parties commit to the agreement, stipulates that the U.S., Egypt, and Qatar will guarantee the continuation of the ceasefire for 60 days, with any potential extension, while Trump’s special envoy will complete the details of the agreement and lead the negotiations, with President Trump ensuring Israel's commitment.
The agreement stipulates that Hamas will release 10 live detainees and the remains of 18 on the first and seventh days of the agreement, and that aid will be sent to Gaza immediately upon Hamas's approval of the ceasefire.
The document includes the documentation of all Israeli military activities when the agreement comes into effect, and on the first day of the truce, negotiations will begin regarding arrangements for a permanent ceasefire, while Hamas will provide complete information about all remaining prisoners on the tenth day. According to Witkoff's document, aid will be distributed by the United Nations and the Red Crescent, while the delivery of prisoners will take place without public displays or celebrations.
Media sources have reported that Witkoff's agreement includes the release of 10 detainees and the handover of 18 bodies, half of them on the first day, indicating that the proposal also includes a ceasefire in Gaza for 60 days, in addition to the release of 125 Palestinian prisoners sentenced to life imprisonment.
The Axios website quoted three sources saying: "The White House is optimistic that the new proposal presented by the American envoy to the Middle East regarding Gaza could help bridge the remaining gaps between Israel and Hamas," noting that if each party takes the initiative to make concessions, an agreement might be reached within days.
For its part, Hamas announced its acceptance of the American proposal to reach an agreement that includes a 60-day ceasefire and the release of 5 live detainees on the first day and five on the last day.
Sources clarified that the essence of the disagreement revolves around the formulation of American guarantees for Hamas.
The Axios website reported that an Israeli official stated that Witkoff had presented an updated proposal to Israel and Hamas regarding an agreement for the release of detainees and a ceasefire in the Gaza Strip.
