أفصحت مصادر مطلعة عن شروط جديدة وضعها الرئيس الروسي فلاديمير بوتين لتحقيق السلام ووقف الحرب على أوكرانيا. وحسب 3 مصادر روسية مطلعة على المفاوضات، فإن بوتين حدد في طليعة شروطه لإنهاء الحرب أن يتعهد القادة الغربيون كتابيًا بوقف توسيع حلف شمال الأطلسي (الناتو) شرقًا، ورفع جزء كبير من العقوبات المفروضة على بلاده.
وفسرت المصادر الشرط الخاص بعدم توسع حلف الناتو، أنه يعني باختصار استبعاد رسمي مكتوب لعضوية أوكرانيا وجورجيا ومولدوفا وجمهوريات سوفيتية سابقة أخرى ضمن الحلف الدفاعي.
ووفق المصادر الثلاثة، فإن بوتين يريد أن تكون أوكرانيا محايدة، وأن ترفع العقوبات الغربية المفروضة على روسيا، مؤكدة أنه يطلب أيضا حل قضية الأصول السيادية الروسية المجمدة في الغرب، وحماية الناطقين بالروسية في الأراضي الأوكرانية.
واعتبرت المصادر أنه حال أدرك الرئيس الروسي أنه غير قادر على التوصل إلى اتفاق سلام وفق الشروط التي حددها، فإنه سيسعى إلى أن يُظهر للأوكرانيين والأوروبيين معا من خلال الانتصارات العسكرية أن «السلام غدًا سيكون أكثر إيلامًا» من اليوم.
من جهته، كشف مصدر روسي رفيع المستوى أن الرئيس الروسي بوتين مستعد للسلام، لكن ليس بأي ثمن.
بدوره، انتقد وزير الدفاع الروسي أندريه بيلوسوف حلف شمال الأطلسي بقيادة الولايات المتحدة، معتبرا أنه يستغل الأزمة الأوكرانية لتعزيز وجوده في أنحاء شرق أوروبا ومنطقة البلطيق. فيما حذر لوزير الخارجية الروسي سيرغي لافروف من توسع الناتو شرقاً.
وصعد الرئيس الأمريكي دونالد ترمب من انتقاداته لنظيره الروسي، معتبرا أنه يلعب بالنار، محذرا من مغبة الاستمرار في هذا الموقف الرافض للسلام والهدنة. وألمح إلى إمكانية النظر في فرض عقوبات جديدة على موسكو.
وهو ما رد عليه الكرملين بقوله: «إن ترمب غير مطلع بما يكفي على كل التفاصيل المتعلقة بالمواجهات الروسية - الأوكرانية، إلا أنه أكد أن روسيا ماضية في إعداد مذكرة شروطها لمحادثات السلام».
وشرعت الولايات المتحدة منذ أشهر في وساطة من أجل وقف الحرب الدامية بين روسيا وأوكرانيا، إلا أنها لم تحقق اختراقا بعد باستثناء صفقة تبادل أسرى كبيرة بينهما.

Sources familiar with the matter have disclosed new conditions set by Russian President Vladimir Putin to achieve peace and halt the war in Ukraine. According to three Russian sources familiar with the negotiations, Putin has made it clear that among his primary conditions for ending the war is a written commitment from Western leaders to stop the eastward expansion of NATO, as well as the lifting of a significant portion of the sanctions imposed on his country.
The sources explained that the condition regarding NATO's non-expansion essentially means an official written exclusion of Ukraine, Georgia, Moldova, and other former Soviet republics from the defensive alliance.
According to the three sources, Putin wants Ukraine to be neutral and for the Western sanctions imposed on Russia to be lifted. They confirmed that he is also requesting a resolution to the issue of frozen Russian sovereign assets in the West and the protection of Russian speakers in Ukrainian territories.
The sources noted that if the Russian president realizes he is unable to reach a peace agreement under the conditions he has set, he will seek to demonstrate to both Ukrainians and Europeans through military victories that "peace tomorrow will be more painful" than today.
For his part, a high-ranking Russian source revealed that President Putin is ready for peace, but not at any cost.
Meanwhile, Russian Defense Minister Andrei Belousov criticized NATO, led by the United States, claiming it is exploiting the Ukrainian crisis to strengthen its presence across Eastern Europe and the Baltic region. He also warned Russian Foreign Minister Sergey Lavrov against NATO's eastward expansion.
U.S. President Donald Trump has intensified his criticisms of his Russian counterpart, stating that he is "playing with fire," warning of the consequences of continuing this rejection of peace and a ceasefire. He hinted at the possibility of considering new sanctions against Moscow.
In response, the Kremlin stated: "Trump is not sufficiently informed about all the details related to the Russian-Ukrainian confrontations, but he confirmed that Russia is proceeding with the preparation of its memorandum of conditions for peace talks."
The United States has been mediating for months to stop the bloody war between Russia and Ukraine, but has yet to achieve a breakthrough, aside from a significant prisoner exchange deal between the two.
