The Council of Ministers, chaired by Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz, approved amendments to some articles of the system for service providers for pilgrims from abroad. The council also expressed its gratitude to the leaders and heads of governments of brotherly and friendly countries for their participation in the Future Investment Initiative conference, looking forward to it contributing to the realization of visions through practical strategies that drive international joint efforts towards all endeavors that serve development and prosperity worldwide.

Following that, the council reviewed the contents of the discussions that took place between the Kingdom and several countries around the world to expand the frameworks of mutual cooperation in various fields, achieving common interests and enhancing coordination regarding global issues and challenges.

The Council of Ministers confirmed that the agreement between the Kingdom and Pakistan to launch an "Economic Cooperation Framework" comes as an extension of the two countries' efforts to strengthen the bonds of brotherly relations, affirming their vision towards building a sustainable partnership in various economic, commercial, and investment fields; achieving the aspirations of the two brotherly peoples and serving their common interests.

Condemnation of the Knesset's Approval to Impose Sovereignty over the West Bank

Minister of Information Salman Yusuf Al-Dosari clarified, following the session, that the council monitored the developments in the region and the world and the international efforts being made regarding them, reiterating its strongest condemnation of the Israeli Knesset's approval of two draft laws targeting the imposition of sovereignty over the West Bank and illegal colonial settlements, and reaffirming support for the legitimate and historic right of the Palestinian people to establish their independent state on the 1967 borders with East Jerusalem as its capital.

The council expressed the Kingdom of Saudi Arabia's support for diplomatic efforts aimed at resolving disputes peacefully and establishing international peace and security, and welcomed in this context the ceasefire agreement between the Kingdoms of Thailand and Cambodia; paving the way for sustainable peace that meets the aspirations of both countries and their peoples.

Support for International Trade and Logistics Connectivity

The Council of Ministers discussed the latest developments in partnerships with international organizations, considering in this regard the Kingdom's hosting of the UNCTAD Global Supply Chains Forum next year in 2026; affirming its global position in supporting international trade and enhancing cooperation between countries and connecting them logistically.

The council praised the success of the Global Health Forum held in Riyadh, which witnessed the announcement of initiatives and investments amounting to approximately 124 billion riyals; which will contribute to enhancing the Kingdom's leadership in medical fields, healthcare, localizing technologies, and supporting innovations in line with national targets.

Announcement of Renewable Energy Projects

On the domestic front, the Council of Ministers reviewed a number of economic indicators and statistics; including the continued growth of non-oil exports as the national economy moves forward in diversifying its paths supporting various sectors and promising activities.

The council noted the launch of new renewable energy projects in various regions of the Kingdom with a total capacity of 4,500 megawatts and investments exceeding 9 billion riyals; which will have an impact on achieving the optimal energy mix for electricity production by 2030, enhancing global leadership in this field.

Decisions

The Council of Ministers reviewed the topics listed on its agenda, including topics studied by the Shura Council, and was informed of the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, as well as the General Committee of the Council of Ministers and the Experts Authority in the Council of Ministers regarding them. The council concluded the following:

- Authorizing the Chairman of the Nuclear and Radiological Regulatory Authority - or his representative - to negotiate with the Jordanian side regarding a draft memorandum of understanding between the Nuclear and Radiological Regulatory Authority in the Kingdom of Saudi Arabia and the Energy and Mineral Regulatory Authority in the Hashemite Kingdom of Jordan for cooperation in the field of nuclear safety and security and radiation protection, and to sign it.

- Approving the Kingdom of Saudi Arabia's accession to the Advisory Group of Donors at the International Federation of Red Cross and Red Crescent Societies (with full membership).

- Authorizing the Minister of Environment, Water, and Agriculture - or his representative - to negotiate with the Indian side regarding a draft memorandum of understanding between the Ministry of Environment, Water, and Agriculture in the Kingdom of Saudi Arabia and the Ministry of Agriculture and Farmers' Welfare in the Republic of India in the field of commercial and technical exchange for the palm and dates sector, and to sign it.

- Authorizing the Minister of Commerce, Chairman of the Board of Directors of the General Authority for Small and Medium Enterprises - or his representative - to negotiate with the counterpart authorities of the authority in each of the Republics of "India, South Africa, France, Singapore" and the Kingdoms of "Sweden, Thailand" regarding draft memoranda of understanding for cooperation in areas related to small and medium enterprises and entrepreneurship, and to sign them.

- Approving a memorandum of understanding between the Human Rights Authority in the Kingdom of Saudi Arabia and the United Nations High Commissioner for Refugees for cooperation in the technical field.

- Authorizing the Minister of Communications and Information Technology, Chairman of the Board of Directors of the Saudi Space Agency - or his representative - to negotiate with the Turkish side regarding a draft memorandum of understanding for cooperation between the Saudi Space Agency in the Kingdom of Saudi Arabia and the Turkish Space Agency in the Republic of Turkey in the field of peaceful use of outer space, and to sign it.

- Approving the final accounts of the National Center for Plant Pests and Animal Diseases Prevention and Control, the National Program for the Development of the Information Technology Sector, and King Khalid University for the previous two financial years.

- Approving the promotion of Mohammed bin Ahmed bin Abdullah Al-Mousa to the position of "Research Consultant" at the "fourteenth" rank in the Ministry of Interior.

The Council of Ministers also reviewed a number of general topics listed on its agenda, including annual reports for the Ministry of Information, the General Authority for Small and Medium Enterprises, the Premium Residency Center, the National Center for Meteorology, the National Waste Management Center, the Sustainable Agricultural Rural Development Program, and the Horse Racing Club, and the council took the necessary actions regarding those topics.
