شارك وفد البرنامج السعودي لتنمية وإعمار اليمن برئاسة مساعد المشرف العام المهندس حسن العطاس في حلقة نقاش مائدة مستديرة نظمها البنك الدولي بعنوان: «إتاحة فرص العمل في البيئات الهشة والمتأثرة بالصراعات: مائدة مستديرة حول تحفيز الاستثمارات الخاصة»، وذلك على هامش الاجتماعات السنوية لصندوق النقد والبنك الدوليين في العاصمة الأمريكية واشنطن، بحضور المديرة المنتدبة للعمليات في البنك الدولي آنا بيرد، ووزراء من المملكة المتحدة وبلجيكا وألمانيا، والصومال وغينيا وإثيوبيا، ونائب رئيس العمليات في الوكالة الدولية لضمان الاستثمار التابعة لمجموعة البنك الدولي جنيد أحمد، وعدد من صناع القرار وممثلي المنظمات الدولية.
وأعرب مساعد المشرف العام على البرنامج السعودي لتنمية وإعمار اليمن المهندس حسن العطاس، عن شكره وتقديره لمجموعة البنك الدولي على جهودها في تنظيم المائدة المستديرة التي تجمع قادة من عدة دول وصانعي السياسات، إلى جانب قيادات من مجموعة البنك الدولي، في نقاش يعكس بعده العالمي وأهميته.
وأكد العطاس أن المملكة العربية السعودية ساهمت في تعزيز الاستقرار الاقتصادي في الجمهورية اليمنية، إذ تُعد أكبر داعم لليمن على مدار العقود الماضية، حيث تجاوز حجم الدعم التنموي والاقتصادي والإنساني 26 مليار دولار.
وأبان أنه مُنذ عام 2018 قدمت المملكة ودائع ومنحًا مباشرة للبنك المركزي ووزارة المالية، بما في ذلك وديعة بملياري دولار لتغطية واردات الغذاء الأساسية، ودعم إضافي قُدّر بأكثر من 12 مليار دولار بين 2012 - 2025، ساهم في التخفيف من العبء على ميزانية الحكومة اليمنية، والحد من استنزاف البنك المركزي اليمني من احتياطيات العملة الأجنبية، عبر تقديم منح من المشتقات النفطية، واستقرار الأسواق وتحسين السيولة، وتمكين القطاع الخاص من العمل.
واستعرض التجربة التنموية للبرنامج السعودي لتنمية وإعمار اليمن والدروس المستفادة من تدخلاته التنموية، حيث ارتكز البرنامج على 3 محاور: دعم القطاع الحكومي، والاستثمار في البنية التحتية ورأس المال البشري، وتحفيز القطاع الخاص، مضيفًا أن هذا الإطار الشامل ساهم في تقوية المؤسسات، والحد من استنزاف الاحتياطيات الأجنبية، وتمكين الوزارات من تنفيذ سياسات اقتصادية ومالية أكثر كفاءة.
وأشار إلى أن البرنامج قدم أكثر من 265 مشروعًا ومبادرة تنموية نُفذت في 16 محافظة يمنية، غطت 8 قطاعات حيوية وبمتابعة وإشراف مباشر من 5 مكاتب تنفيذية للبرنامج، وبتكلفة بلغت 1,145 مليار دولار أمريكي.
وعقد وفد البرنامج سلسلة من اللقاءات الثنائية منها لقاء جمع الوفد بوزير التخطيط والتعاون الدولي اليمني الدكتور واعد باذيب، ولقاء آخر بالمدير التنفيذي لمكتب المملكة لدى مجموعة البنك الدولي سهيل السعيد، كما التقى الوفد السيد مارتن روس مستشار العلاقات الدولية في وزارة المالية في إستونيا، وعقد لقاءً مع كبيرة مستشاري المدير التنفيذي في مجلس إدارة مجموعة البنك الدولي الدكتورة جيهان عبدالغفار، وذلك لتعزيز التعاون الدولي ودعم الجهود المشتركة لتحقيق التنمية المستدامة في الجمهورية اليمنية.
The Saudi Program for the Development and Reconstruction of Yemen, led by the Assistant General Supervisor Engineer Hassan Al-Attas, participated in a roundtable discussion organized by the World Bank titled: "Creating Job Opportunities in Fragile and Conflict-Affected Environments: A Roundtable on Stimulating Private Investments," on the sidelines of the annual meetings of the International Monetary Fund and the World Bank in Washington, D.C. The event was attended by Anna Bjerde, the Managing Director of Operations at the World Bank, as well as ministers from the United Kingdom, Belgium, Germany, Somalia, Guinea, and Ethiopia, the Vice President of Operations at the Multilateral Investment Guarantee Agency of the World Bank Group, Junaid Ahmed, and several decision-makers and representatives of international organizations.
Engineer Hassan Al-Attas, the Assistant General Supervisor of the Saudi Program for the Development and Reconstruction of Yemen, expressed his gratitude and appreciation to the World Bank Group for its efforts in organizing the roundtable that brings together leaders from various countries and policymakers, alongside leaders from the World Bank Group, in a discussion that reflects its global dimension and importance.
Al-Attas confirmed that the Kingdom of Saudi Arabia has contributed to enhancing economic stability in the Republic of Yemen, being the largest supporter of Yemen over the past decades, with developmental, economic, and humanitarian support exceeding 26 billion dollars.
He indicated that since 2018, the Kingdom has provided direct deposits and grants to the Central Bank and the Ministry of Finance, including a deposit of two billion dollars to cover essential food imports, and additional support estimated at more than 12 billion dollars between 2012 and 2025, which has helped alleviate the burden on the Yemeni government's budget and reduce the depletion of the Yemeni Central Bank's foreign currency reserves, through providing grants from oil derivatives, stabilizing markets, improving liquidity, and enabling the private sector to operate.
He reviewed the developmental experience of the Saudi Program for the Development and Reconstruction of Yemen and the lessons learned from its developmental interventions, noting that the program is based on three pillars: supporting the government sector, investing in infrastructure and human capital, and stimulating the private sector. He added that this comprehensive framework has contributed to strengthening institutions, reducing the depletion of foreign reserves, and enabling ministries to implement more efficient economic and financial policies.
He pointed out that the program has presented more than 265 developmental projects and initiatives implemented in 16 Yemeni governorates, covering 8 vital sectors, with direct follow-up and supervision from 5 executive offices of the program, at a cost of 1.145 billion US dollars.
The program delegation held a series of bilateral meetings, including a meeting with the Yemeni Minister of Planning and International Cooperation, Dr. Waed Badhib, another meeting with the Executive Director of the Kingdom's Office at the World Bank Group, Suhail Al-Saeed, as well as a meeting with Mr. Martin Ross, an International Relations Advisor at the Ministry of Finance in Estonia, and a meeting with Dr. Jihan Abdel Ghaffar, Senior Advisor to the Executive Director at the World Bank Group Board, to enhance international cooperation and support joint efforts to achieve sustainable development in the Republic of Yemen.
