تغلق وزارة التعليم، اليوم (الخميس)، فرص النقل الخارجي لشاغلي الوظائف التعليمية بعد أن عرضت فرص النقل المتاحة عبر الحسابات الشخصية للمعلمين والمعلمات، إذ يمكنهم الاطلاع على الفرص المتاحة في كافة إدارات التعليم بمناطق ومحافظات السعودية والتخصصات المطلوبة.
يشار إلى أن الوزارة، أعلنت في العام الماضي عند إقرار البرنامج أنه يهدف إلى استقرار البيئة التعليمية وتحسين نواتج التعلم من خلال استثمار الكوادر البشرية ورفع معدل التخصصية وتمكين إدارات التعليم. ويأتي البرنامج لتعزيز التنافسية من خلال الإعلان عن الفرص الوظيفية لشغلها من منسوبي الوزارة، ويشترط أن يكون التقديم من خلال النظام المعتمد، وخلال المدة الزمنية المحددة في الإعلان، وألا يكون المتقدم في فترة التجربة، وتوفر المؤهلات والشروط الخاصة بالفرصة التي تقدم عليها بحسب نوعها أو تخصصها، وألا يكون المتقدم قد استفاد من أي فرصة سابقة ما لم يمض مدة 5 سنوات من تاريخ صدور قرار مباشرة الفرصة السابقة، وألا يكون مقر الفرصة المتقدم عليها في القطاع الذي يتبع له المتقدم وقت التقديم، وألا يكون مقر الفرصة المتقدم عليها خارج نطاق الإدارة العامة للتعليم في حال كان المتقدم من المعلمين المتعاقد معهم فيها (العقود اللائحية)، وأن يكون لدى المتقدم أداء وظيفي لعامين دراسيين سابقين، وألا يكون المتقدم وقت تاريخ المباشرة المحدد للفرصة المعلن عنها مبتعثا للدراسة، أو موفدا لها، أو موفدا للتدريس، أو في إجازة دراسية، أو في إجازة استثنائية، أو معارا لدى أي جهة أخرى، أو مكفوف اليد، أو مبعدا عن التدريس.
ويجوز للجهة المعلنة عن الفرصة عمل ما تراه من إجراءات إضافية للترشيح كالمقابلة الشخصية إذا تطلبت الفرصة ذلك، وفي حال عدم اجتياز المرشحين، فيتم ترشيح من يليهم في نقاط المفاضلة من قائمة المتقدمين على الفرصة المعلنة. وتنتهي أحقية المطالبة بالفرصة المعلنة بعد ترشيح الأعلى نقاطا أو بانتهاء فترة الإعلان عنها، على أن تتم مراعاة الاحتياج والموازنة في ديوان الوزارة وإدارات التعليم والقطاعات والمدارس ومعاهد وبرامج ذوي الإعاقة الحكومية عن طريق النقل. ويتعذر ترشيح المتقدم للفرصة إذا كان نقله يسبب احتياجا في القطاع الذي يتبع له المتقدم، ويستبعد المتقدمون الذين يتبين عدم صحة بياناتهم المدونة في طلب التقديم، على أن ينتهي حق الاستفادة من نقاط سنة التقديم لمن تقدم للنقل قبل 1443هـ عند تحقيق رغبته.
The Ministry of Education will close the external transfer opportunities for educational job holders today (Thursday), after presenting the available transfer opportunities through the personal accounts of teachers. They can view the available opportunities in all education departments across the regions and governorates of Saudi Arabia and the required specializations.
It is worth noting that the ministry announced last year upon the program's approval that it aims to stabilize the educational environment and improve learning outcomes by investing in human resources, increasing specialization rates, and empowering education departments. The program is intended to enhance competitiveness by announcing job opportunities to be filled by ministry personnel. It is required that applications be submitted through the approved system, within the time frame specified in the announcement, and that the applicant is not in a probation period. The qualifications and specific conditions for the opportunity applied for must be met according to its type or specialization, and the applicant must not have benefited from any previous opportunity unless five years have passed since the issuance of the decision to commence the previous opportunity. Additionally, the location of the opportunity applied for must not be in the sector to which the applicant belongs at the time of application, and it must not be outside the jurisdiction of the General Directorate of Education if the applicant is one of the contracted teachers there (regulatory contracts). The applicant must have a performance record for the previous two academic years, and at the time of the specified commencement date for the announced opportunity, the applicant must not be on a scholarship for study, or assigned for that purpose, or assigned for teaching, or on a study leave, or on an exceptional leave, or seconded to any other entity, or under a disciplinary action, or removed from teaching.
The announcing entity for the opportunity may take any additional measures for nomination, such as personal interviews if required by the opportunity. In the event that candidates do not pass, those with the next highest scores from the list of applicants for the announced opportunity will be nominated. The right to claim the announced opportunity ends after the highest-scoring candidate is nominated or when the announcement period ends, taking into account the needs and balance in the Ministry's office, education departments, sectors, schools, and government programs for individuals with disabilities through transfer. It is not possible to nominate the applicant for the opportunity if their transfer creates a need in the sector to which they belong, and applicants whose data recorded in the application are found to be inaccurate will be excluded. The right to benefit from the application points for those who applied for transfer before the year 1443 AH will end upon fulfilling their desire.
