وقعت السعودية، ممثلة بمحافظ الهيئة الوطنية للأمن السيبراني المهندس ماجد المزيد،، اتفاقية الأمم المتحدة لمكافحة الجريمة السيبرانية؛ لتكون المملكة بذلك في مقدمة الدول الموقعة على الاتفاقية الدولية الأولى من نوعها تحت مظلة الأمم المتحدة في مجال مكافحة الجريمة السيبرانية.
ويأتي توقيع المملكة، استمراراً لدورها في دعم الجهود الدولية الرامية إلى تعزيز الأمن والاستقرار في الفضاء السيبراني، وترسيخ التعاون الدولي في مكافحة الجريمة السيبرانية.
وجاء توقيع الاتفاقية خلال ترؤس محافظ الهيئة وفد المملكة المشارك في الحفل الرفيع المستوى على هامش توقيع الاتفاقية، الذي عُقد في العاصمة الفيتنامية هانوي، وافتتحه رئيس جمهورية فيتنام الاشتراكية لونغ كوونغ، بحضور الأمين العام للأمم المتحدة أنطونيو غوتيريش، والمدير التنفيذي لمكتب الأمم المتحدة المعني بالمخدرات والجريمة (UNODC)، والمدير العام لمكتب الأمم المتحدة في فيينا، وعدد من الوزراء والسفراء للدول الأعضاء في الأمم المتحدة، وكذلك ممثلي المنظمات الدولية.
وتُعد الاتفاقية أول معاهدة متعددة الأطراف لمكافحة الجريمة تحت مظلة الأمم المتحدة منذ أكثر من 20 عاماً، وأول اتفاقية دولية ملزمة تحت مظلة الأمم المتحدة لمكافحة الجرائم السيبرانية؛ إذ جرى إعداد الاتفاقية في إطار أعمال اللجنة المخصصة لوضع اتفاقية دولية بشأن مكافحة استخدام تكنولوجيات المعلومات والاتصالات للأغراض الإجرامية، وشاركت المملكة بفاعلية في مختلف مراحل إعدادها وصياغتها، وأسهمت في بلورة المخرج النهائي الذي تم اعتماده.
وتأتي هذه الاتفاقية في الوقت الذي تتزايد فيه التهديدات في الفضاء السيبراني على نحو متسارع؛ وتهدف إلى تشجيع وتعزيز التدابير الرامية إلى منع ومكافحة الجريمة السيبرانية، وتعزيز التعاون الدولي، والدعم التقني في هذا المجال؛ فضلاً عن تشجيع بناء القدرات المتخصصة في الحد من الجريمة السيبرانية ومكافحتها.
وتضمنت الاتفاقية أحكاماً تجرم عدداً من الأفعال؛ منها الوصول غير المشروع للأنظمة، والتدخل في البيانات أو إفسادها أو تحويرها، إضافة إلى الجرائم المتعلقة بالاعتداء الجنسي على الأطفال.
يشار إلى أن الهيئة الوطنية للأمن السيبراني، هي الجهة المختصة بالأمن السيبراني في المملكة، والمرجع الوطني في شؤونه؛ وتهدف إلى تعزيزه حماية للمصالح الحيوية والبنى التحتية للدولة وأمنها الوطني، وهي الجهة المختصة بتمثيل المملكة في المنظمات والهيئات واللجان والمجموعات الثنائية والإقليمية والدولية ذات الصلة، ومتابعة تنفيذ التزامات المملكة الدولية الخاصة بالأمن السيبراني.
Saudi Arabia, represented by the Governor of the National Cybersecurity Authority, Engineer Majid Al-Mazid, has signed the United Nations Convention on Cybercrime; thus, the Kingdom becomes one of the first countries to sign this international agreement of its kind under the auspices of the United Nations in the field of combating cybercrime.
The Kingdom's signing comes as a continuation of its role in supporting international efforts aimed at enhancing security and stability in cyberspace and reinforcing international cooperation in combating cybercrime.
The signing of the agreement took place during the chairmanship of the Governor of the Authority of the Saudi delegation participating in the high-level ceremony on the sidelines of the signing of the agreement, which was held in the Vietnamese capital, Hanoi, and was inaugurated by the President of the Socialist Republic of Vietnam, Pham Minh Chinh, in the presence of the United Nations Secretary-General Antonio Guterres, the Executive Director of the United Nations Office on Drugs and Crime (UNODC), the Director-General of the United Nations Office in Vienna, and a number of ministers and ambassadors from UN member states, as well as representatives of international organizations.
This agreement is the first multilateral treaty to combat crime under the auspices of the United Nations in over 20 years and the first binding international agreement under the auspices of the United Nations to combat cybercrime; the agreement was prepared within the framework of the work of the committee dedicated to drafting an international agreement on combating the use of information and communication technologies for criminal purposes. The Kingdom actively participated in various stages of its preparation and formulation and contributed to shaping the final outcome that was adopted.
This agreement comes at a time when threats in cyberspace are rapidly increasing; it aims to encourage and enhance measures to prevent and combat cybercrime, promote international cooperation, and provide technical support in this field, as well as encourage the development of specialized capacities to reduce and combat cybercrime.
The agreement includes provisions that criminalize a number of acts, including unauthorized access to systems, interference with, corruption, or alteration of data, in addition to crimes related to sexual offenses against children.
It is worth noting that the National Cybersecurity Authority is the body responsible for cybersecurity in the Kingdom and the national reference in its affairs; it aims to enhance the protection of vital interests and the infrastructure of the state and its national security. It is the body responsible for representing the Kingdom in relevant organizations, bodies, committees, and bilateral, regional, and international groups, and for following up on the implementation of the Kingdom's international commitments related to cybersecurity.
