اعتمدت وزارة البلديات والإسكان الاشتراطات المحدثة لإشغال الأرصفة العامة، في خطوة تهدف إلى تنظيم الاستخدام التجاري للمساحات الملاصقة للمحلات والمطاعم والمقاهي، بما يضمن انسيابية الحركة، ويعزز جاذبية المشهد الحضري للمدن.
وتهدف الاشتراطات الجديدة إلى تحقيق التوازن بين متطلبات الاستثمار التجاري وحقوق مستخدمي الطريق، من خلال توفير بيئة حضرية آمنة تسهم في زيادة حيوية الشوارع دون التأثير على سلامة المشاة أو إعاقة الحركة، كما توفر إطارا منظما يتيح للأنشطة التجارية الاستفادة من الأرصفة ضمن حدود واضحة، مع الحفاظ على دورها الأساسي ممرا مفتوحا يخدم الجميع.
ويعكس هذا التنظيم توجه الوزارة نحو تطوير الفضاءات العامة بطريقة تحافظ على الهوية العمرانية، وتمنح المدن طابعا أكثر عصرية، إذ حددت الاشتراطات معايير دقيقة لشكل الاستخدام وحدوده، تشمل أسلوب توزيع الجلسات الخارجية ومواصفات المظلات والحواجز والنباتات التي تضفي على المكان قيمة جمالية إضافية.
كما ترتكز الاشتراطات على عدد من المبادئ الأساسية، أبرزها ضمان مرور آمن للمشاة، والحد من مظاهر التشوه البصري، وتوفير بيئة نظيفة ومنظمة تراعي راحة الزوار، وتخدم أصحاب الأنشطة التجارية على حد سواء.
وأوضحت الوزارة أن إصدار التصاريح سيكون عبر آلية إلكترونية من خلال منصة «بلدي»، بما يسهل الإجراءات، ويمنح المستثمرين وضوحا كاملا في خطوات التقديم والمتطلبات النظامية.
وتُعد هذه الاشتراطات خطوة جديدة ضمن مسار الوزارة لتطوير المدن وتعزيز حيويتها وتنظيم أنشطتها التجارية، بما يسهم في خلق بيئة حضرية أكثر جمالا وتنظيما، ويعزز مكانة المدن السعودية وجهات جاذبة للاستثمار والحياة اليومية.
The Ministry of Municipalities and Housing has adopted updated requirements for the use of public sidewalks, in a move aimed at organizing commercial use of spaces adjacent to shops, restaurants, and cafes, ensuring smooth movement and enhancing the attractiveness of the urban landscape of cities.
The new requirements aim to achieve a balance between the needs of commercial investment and the rights of road users, by providing a safe urban environment that contributes to increasing the vitality of streets without affecting pedestrian safety or obstructing movement. They also provide a regulated framework that allows commercial activities to benefit from sidewalks within clear limits, while maintaining their primary role as an open passage that serves everyone.
This organization reflects the ministry's direction towards developing public spaces in a way that preserves architectural identity and gives cities a more modern character. The requirements specify precise standards for the form of use and its limits, including the distribution of outdoor seating, specifications for canopies, barriers, and plants that add additional aesthetic value to the place.
The requirements are also based on several fundamental principles, the most prominent of which are ensuring safe passage for pedestrians, reducing visual distortion, providing a clean and organized environment that considers the comfort of visitors, and serving business owners equally.
The ministry clarified that the issuance of permits will be through an electronic mechanism via the "Baladi" platform, which facilitates procedures and provides investors with complete clarity on application steps and regulatory requirements.
These requirements represent a new step in the ministry's path to developing cities, enhancing their vitality, and organizing their commercial activities, contributing to the creation of a more beautiful and organized urban environment, and strengthening the position of Saudi cities as attractive destinations for investment and daily life.
