The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, chaired the session held by the Council of Ministers today (Tuesday) in Riyadh.
At the beginning of the session, the Council of Ministers reviewed the content of the message sent by the Custodian of the Two Holy Mosques and the Crown Prince, Prime Minister Prince Mohammed bin Salman bin Abdulaziz, to the King of the Kingdom of Morocco, King Mohammed VI, as well as the substance of the phone call received by the Crown Prince from the King of the Hashemite Kingdom of Jordan, King Abdullah II bin Al-Hussein.

The Council expressed the Kingdom of Saudi Arabia's hope that the outcomes of the "Sharm El-Sheikh Peace Summit," hosted by the Arab Republic of Egypt to end the war in the Gaza Strip, would contribute to enhancing efforts to achieve security and stability in the Middle East, alleviate the humanitarian suffering of the Palestinian people, ensure complete Israeli withdrawal, and initiate practical steps to achieve a just and comprehensive peace based on the two-state solution, embodying an independent Palestinian state on the 1967 borders with East Jerusalem as its capital.
The Council emphasized the necessity of an immediate cessation of the war in Sudan, preserving its unity and institutions, and sparing this country and its brotherly people further suffering and destruction, as well as implementing what was signed in the "Jeddah Declaration" dated May 11, 2023.
On the domestic front, the Council approved amendments to the accounting and auditing profession system and the organization of the Saudi Commission for Auditors and Accountants.

Innovative Initiatives to Enhance Services for Guests of the Two Holy Mosques

Minister of Media Salman bin Yusuf Al-Dosari, in his statement to the Saudi Press Agency following the session, indicated that the Council of Ministers subsequently reviewed the latest developments in the work of the joint committees between the Kingdom of Saudi Arabia and several brotherly and friendly countries, as well as the progress made in bilateral working tracks aimed at enhancing relations and expanding cooperation horizons to achieve mutual interests and benefits in various fields.
The Council discussed the outcomes of the Kingdom hosting several international meetings and forums, praising in this context the success of the "25th Scientific Forum for Hajj, Umrah, and Visit Research," which was held under the patronage of the Custodian of the Two Holy Mosques, and the innovative initiatives it included that will contribute to enhancing the quality of services provided to the guests of Allah.

The Council of Ministers considered the launch of the regional network for asset recovery in the Middle East and North Africa a practical step towards building an advanced system that enhances the capabilities of the countries in the region in combating corruption and money laundering.
The Council congratulated the scientist overseeing the Joint Center of Excellence between King Abdulaziz City for Science and Technology and the University of California, Berkeley, Professor Omar bin Mounis Yaghi, for winning the Nobel Prize in Chemistry for 2025; thus embodying the state’s support and care for the research, development, and innovation system, as well as for scientists and researchers in various fields.

Decisions:

The Council reviewed the topics listed on its agenda, including subjects that the Shura Council participated in studying, and it examined the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, as well as the General Committee of the Council of Ministers and the Experts Authority at the Council of Ministers regarding them. The Council concluded the following:
- Approval of a memorandum of understanding between the Ministry of Energy in the Kingdom of Saudi Arabia and the United Nations Environment Programme.
- Authorizing the Minister of Environment, Water, and Agriculture, Chairman of the Saudi Water Authority - or his representative - to negotiate with the Chinese side regarding a draft memorandum of understanding between the Saudi Water Authority and the Environmental Science Research Center of the Chinese Academy of Sciences in the field of water industry and to sign it.
- Approval of the guiding model for a memorandum of understanding for cooperation in the field of tourism promotion and marketing between the Saudi Tourism Authority and its counterparts in other countries, and authorizing the Minister of Tourism, Chairman of the Authority - or his representative - to negotiate and sign in light of the guiding model.
- Approval of two memoranda of understanding between the General Authority for Statistics in the Kingdom of Saudi Arabia and the National Statistics Center in the State of Qatar, and the Federal Competitiveness and Statistics Center in the United Arab Emirates; for cooperation and exchange of expertise in the field of statistics.
- Authorizing the Chairman of the Research, Development, and Innovation Authority - or his representative - to negotiate with the Turkish side regarding a draft memorandum of understanding in the field of research, development, and innovation between the Research, Development, and Innovation Authority in the Kingdom of Saudi Arabia and the Scientific and Technological Research Council of Turkey, and to sign it.
- Authorizing the Public Prosecutor - or his representative - to sign a draft memorandum of understanding between the Public Prosecution in the Kingdom of Saudi Arabia and the Office of the Public Prosecutor at the Supreme Court of the Republic of Turkey.
- Authorizing the Minister of Education, Chairman of the National Center for E-Learning - or his representative - to negotiate with the Korean side regarding a draft memorandum of understanding for cooperation in the field of e-learning between the center and the Korea Educational Information and Research Service, and to sign it.
- Amendments to the accounting and auditing profession system and the organization of the Saudi Commission for Auditors and Accountants.
- Amendments to the organization of the National Development Fund, as stated in the decision.
- Assigning the tasks of operating and maintaining water purification stations for dams and groundwater and rehabilitating them, which have a daily production capacity of less than 5000 cubic meters, to the Saudi Water Authority, gradually.
- Approving the final accounts of King Abdulaziz City for Science and Technology and the Public Authority for King Fahd Bridge for two previous financial years.

Promotions:

Approval of promotions at the ranks of (fifteenth) and (fourteenth), as follows:
- Promotion of Bandar bin Abdulrahman bin Abdulaziz Al-Murshid to the position of (Office Manager) at the (fifteenth) rank in the Ministry of Interior.
- Promotion of Faisal bin Dakhil Allah bin Faraj Al-Ruqai Al-Otaibi to the position of (Senior Financial Consultant) at the (fifteenth) rank in the Ministry of National Guard.
- Promotion of Turki bin Mohammed bin Abdulaziz Al-Haqbani to the position of (Business Consultant) at the (fourteenth) rank in the Ministry of Interior.
- Promotion of Khalid bin Ahmed bin Hamoud Mohammed Al-Sharif Al-Khairat to the position of (General Manager) at the (fourteenth) rank in the Ministry of National Guard.
- Promotion of Ahmed bin Abdullah bin Abdulaziz Al-Mushayti to the position of (Business Consultant) at the (fourteenth) rank in the Ministry of National Guard.
- Promotion of Khalid bin Mohammed bin Abdulrahman Al-Thunayan to the position of (General Manager) at the (fourteenth) rank in the Ministry of Islamic Affairs, Dawah, and Guidance.
- Promotion of Abdullah bin Saleh bin Mohammed Al-Rashid to the position of (General Manager) at the (fourteenth) rank in the Supreme Court.
The Council also reviewed several topics listed on its agenda, including annual reports from the Ministry of Environment, Water, and Agriculture, the Zakat, Tax, and Customs Authority, the General Authority for Awqaf, the Saudi Data and Artificial Intelligence Authority, the Saudi Standards, Metrology, and Quality Organization, the National Center for Government Resource Systems, and the National Center for Water Efficiency and Conservation, and the Council took the necessary actions regarding those topics.
