عقد مجلس الشورى، اليوم (الإثنين)، جلسته العادية الخامسة من أعمال السنة الثانية للدورة التاسعة برئاسة رئيس المجلس الشيخ الدكتور عبدالله بن محمد بن إبراهيم آل الشيخ.
واستعرض المجلس في مستهل الجلسة جدول أعمال جلسته العادية الخامسة، وما جاء فيه من بنود، متخذا قراراته اللازمة بشأنها.
وأصدر المجلس قرارا خلال الجلسة بشأن ما تضمنه التقرير السنوي لصندوق التنمية الثقافي للعام المالي 1445/1446هـ، طالب فيه الصندوق باستحداث مؤشرات؛ لقياس أداء المنشآت المستفيدة من التمويل، داعيا إلى دراسة إنشاء برنامج تمويلي إستراتيجي؛ لتطوير البنية التحتية الثقافية في المناطق ذات الاحتياج ضمن منظومة استثمارية تسهم في تنويع مصادر التمويل، وتحقق استدامة الأثر وتوازنه.
وطالب المجلس في قراره الصندوق بتبني مبادرة متخصصة؛ لدعم وتطوير المشاريع الثقافية التي توظف الذكاء الاصطناعي والتقنيات الحديثة.
واتخذ المجلس قراره بعد أن استمع إلى وجهة نظر لجنة الثقافة والرياضة والسياحة، التي تلاها عضو المجلس رئيس اللجنة الدكتور حسن الحازمي، بشأن ملحوظات الأعضاء وآرائهم التي أبدوها في جلسة سابقة تجاه ما تضمنه التقرير السنوي لصندوق التنمية الثقافي.
وضمن الموضوعات المدرجة على جدول أعمال هذه الجلسة، أصدر المجلس قرارا بشأن التقرير السنوي لصندوق التنمية العقارية للعام المالي 1445/1446هـ، وذلك بعد أن استمع إلى تقرير تقدمت به لجنة الحج والإسكان والخدمات، تلاه عضو المجلس رئيس اللجنة الدكتور عطية العطوي، بشأن ما تضمنه التقرير السنوي لصندوق التنمية العقارية.
وطالب مجلس الشورى صندوق التنمية العقارية بتطوير مؤشرات الأداء؛ بما يتلاءم مع مستهدفات وأنشطة الصندوق، داعيا إلى مراجعة البرامج التمويلية التي يقل عليها الإقبال من قبل الفئات المستهدفة، مطالبا بالتنسيق مع الجهات ذات العلاقة؛ لتوسيع نطاق برامج الإسكان التنموي.
وناقش المجلس خلال الجلسة التقرير السنوي لصندوق تنمية الموارد البشرية للعام المالي 1445/1446هـ، وذلك بعد أن استمع إلى تقرير تقدمت به لجنة الموارد البشرية والتنمية الاجتماعية، تلاه عضو المجلس رئيس اللجنة عبدالله آل طاوي، بشأن ما تضمنه التقرير السنوي لصندوق تنمية الموارد البشرية.
وبعد طرح تقرير اللجنة للنقاش، أبدى أعضاء المجلس عددا من الملحوظات والآراء بشأن ما تضمنه التقرير السنوي لصندوق تنمية الموارد البشرية، إذ طالب عضو مجلس الشورى الدكتور فهد التخيفي صندوق تنمية الموارد البشرية بتطوير برامج دعم توظيف السعوديين الحالية لتنسجم مع التغيرات في سوق العمل وتحدياته وتعدد المتطلبات التشغيلية على المنشآت الصغيرة والمتوسطة، بينما طالب عضو مجلس الشورى الدكتور تركي العنزي صندوق تنمية الموارد البشرية، بالتنسيق مع الجامعات والجهات ذات العلاقة، بدراسة إمكانية إطلاق برامج تعليمية منتهية بالتوظيف، لضمان تأهيل الشباب السعودي واستدامة الفرص الوظيفية، وفي مداخلة له على التقرير، دعا عضو مجلس الشورى الدكتور عثمان حكمي صندوق تنمية الموارد البشرية إلى إطلاق مبادرة لتأهيل الخريجين للعمل في الشركات العالمية ذات المقار الإقليمية بالمملكة، من خلال برامج تدريبية نوعية وربطهم بحاجات هذه الشركات، بما يعزز تنافسية الكفاءات الوطنية في سوق العمل.
في حين، اقترح عضو مجلس الشورى الدكتور محمد العقيل على صندوق تنمية الموارد البشرية وضع خطة تدريبية يشرف عليها الصندوق بشكل مباشر طوال مدة التدريب، لضمان تأهيل المتدرب تأهيلا حقيقيا يتوافق مع متطلبات سوق العمل.
وفي مداخلة له على التقرير، دعا عضو مجلس الشورى المهندس مهدي الدوسري الصندوق إلى متابعة تمكين وتطوير الموظفين السعوديين في القطاع الخاص الذي تستهدفه برامج الصندوق، ووضع مؤشرات هذا التمكين في جميع مراتب الوظائف المختلفة لديها.
وفي نهاية المناقشة، طلبت اللجنة منحها مزيدا من الوقت لدراسة ما طرحه الأعضاء من آراء ومقترحات والعودة بوجهة نظرها إلى المجلس في جلسة لاحقة.
وناقش المجلس خلال هذه الجلسة التقرير السنوي لبنك المنشآت الصغيرة والمتوسطة للعام المالي 1445/1446هـ، وذلك بعد أن استمع إلى تقرير تقدمت به لجنة التجارة والاستثمار، تلته عضو المجلس رئيس اللجنة حنان السماري، بشأن ما تضمنه التقرير السنوي لبنك المنشآت الصغيرة والمتوسطة.
وبعد طرح تقرير اللجنة للنقاش، أبدى أعضاء المجلس عددا من الملحوظات والآراء بشأن ما تضمنه التقرير السنوي لبنك المنشآت الصغيرة والمتوسطة، إذ طالب عضو مجلس الشورى الدكتور عبدالله النجار بنك المنشآت الصغيرة والمتوسطة بتطوير نماذج تحليل ائتماني متقدمة باستخدام الذكاء الاصطناعي والبيانات السلوكية، لتعزيز كفاءة الإقراض وتقليل مخاطر التعثر ودعم تمويل المنشآت الصغيرة والمتوسطة، وذلك بالتنسيق مع الجهات ذات العلاقة.
من جهته، طالب عضو مجلس الشورى الدكتور راشد الشريف البنك بضرورة زيادة الدعم للمنشآت في المناطق، والعمل على تنميتها من خلال توفير الحلول والخدمات والمنتجات التمويلية المناسبة لها، لتحقيق تنمية متوازنة وشاملة.

وبعد طرح تقرير اللجنة للنقاش، أبدى أعضاء المجلس عددا من الملحوظات والآراء بشأن ما تضمنه التقرير السنوي لصندوق التنمية السياحي، إذ دعا عضو مجلس الشورى الدكتور حسن آل مصلوم صندوق التنمية السياحي إلى مراجعة محفظة مشاريعه التنموية، ووضع خطة لتعزيز مركزه المالي وتحسين كفاءته التمويلية. وفي سياق المداخلات على التقرير، طالب عضو مجلس الشورى الدكتور صالح الشمراني صندوق التنمية السياحي بزيادة جهوده في توظيف التقنيات الحديثة وتقديم حملات دعائية إبداعية ونوعية، بما يواكب النهضة السياحية في المملكة.
وأكد عضو مجلس الشورى الدكتور مفلح القحطاني أهمية قيام صندوق التنمية السياحي بإجراء مراجعة شاملة لمؤشرات الأداء الرئيسية المرتبطة بأهدافه وبرامجه ومبادراته، والعمل على تطويرها لضمان رفع كفاءة الأداء وتحقيق النتائج المستهدفة.
في حين، دعا عضو مجلس الشورى خالد السيف الصندوق إلى العمل على تصميم برامج تمويلية تحفيزية للمشاريع التي تسهم في تحقيق نسبة من التوطين وتنمية المناطق الريفية والسياحية الناشئة دعما للتنمية المتوازنة والشاملة، داعيا إلى تعزيز الصندوق لشراكاته مع القطاع الخاص والمستثمرين الدوليين، لجذب استثمارات نوعية ونقل الخبرات العالمية.
وفي نهاية المناقشة، طلبت اللجنة منحها مزيدا من الوقت لدراسة ما طرحه الأعضاء من آراء ومقترحات والعودة بوجهة نظرها إلى المجلس في جلسة لاحقة.
وضمن موضوعات مذكرات التعاون المدرجة على جدول أعمال هذه الجلسة، وافق المجلس على مشروع مذكرة تعاون بين دارة الملك عبدالعزيز في المملكة العربية السعودية والأرشيف الوطني في جمهورية كازاخستان.
The Shura Council held its fifth regular session today (Monday) of the second year of the ninth term, chaired by the Council's President, Sheikh Dr. Abdullah bin Mohammed bin Ibrahim Al Sheikh.
At the beginning of the session, the Council reviewed the agenda for its fifth regular session and the items included in it, making the necessary decisions regarding them.
During the session, the Council issued a decision regarding the annual report of the Cultural Development Fund for the fiscal year 1445/1446 AH, in which it called for the Fund to develop indicators to measure the performance of the entities benefiting from the financing, urging the study of establishing a strategic financing program to develop the cultural infrastructure in areas in need within an investment framework that contributes to diversifying funding sources and achieving sustainable impact and balance.
The Council also urged the Fund in its decision to adopt a specialized initiative to support and develop cultural projects that utilize artificial intelligence and modern technologies.
The Council made its decision after listening to the viewpoint of the Culture, Sports, and Tourism Committee, presented by the committee's chairman, Dr. Hassan Al-Hazmi, regarding the observations and opinions of the members expressed in a previous session concerning the annual report of the Cultural Development Fund.
Among the topics listed on the agenda of this session, the Council issued a decision regarding the annual report of the Real Estate Development Fund for the fiscal year 1445/1446 AH, after listening to a report presented by the Hajj, Housing, and Services Committee, read by the committee's chairman, Dr. Atiyah Al-Attawi, regarding the contents of the annual report of the Real Estate Development Fund.
The Shura Council called on the Real Estate Development Fund to develop performance indicators that align with the Fund's objectives and activities, urging a review of the financing programs that are less popular among the targeted groups, and calling for coordination with relevant authorities to expand the scope of developmental housing programs.
During the session, the Council discussed the annual report of the Human Resources Development Fund for the fiscal year 1445/1446 AH, after listening to a report presented by the Human Resources and Social Development Committee, read by the committee's chairman, Abdullah Al-Tawi, regarding the contents of the annual report of the Human Resources Development Fund.
After the committee's report was presented for discussion, members of the Council expressed several observations and opinions regarding the contents of the annual report of the Human Resources Development Fund. Shura Council member Dr. Fahd Al-Takheefi urged the Human Resources Development Fund to develop current employment support programs for Saudis to align with changes in the labor market and its challenges, as well as the diverse operational requirements for small and medium enterprises. Meanwhile, Shura Council member Dr. Turki Al-Anzi called on the Human Resources Development Fund to coordinate with universities and relevant entities to study the possibility of launching educational programs that lead to employment, ensuring the qualification of Saudi youth and the sustainability of job opportunities. In his intervention on the report, Shura Council member Dr. Othman Hakami urged the Human Resources Development Fund to launch an initiative to qualify graduates for work in global companies with regional headquarters in the Kingdom through specialized training programs and linking them to the needs of these companies, enhancing the competitiveness of national competencies in the labor market.
Additionally, Shura Council member Dr. Mohammed Al-Aqeel suggested that the Human Resources Development Fund establish a training plan supervised directly by the Fund throughout the training period to ensure that trainees are genuinely qualified in accordance with labor market requirements.
In his intervention on the report, Shura Council member Engineer Mahdi Al-Dosari called on the Fund to follow up on empowering and developing Saudi employees in the private sector targeted by the Fund's programs, and to set indicators for this empowerment across all job levels.

After the committee's report was presented for discussion, members of the Council expressed several observations and opinions regarding the contents of the annual report of the Small and Medium Enterprises Bank. Shura Council member Dr. Abdullah Al-Najjar urged the Small and Medium Enterprises Bank to develop advanced credit analysis models using artificial intelligence and behavioral data to enhance lending efficiency, reduce the risk of default, and support financing for small and medium enterprises, in coordination with relevant authorities.
For his part, Shura Council member Dr. Rashid Al-Sharif called on the bank to increase support for enterprises in the regions and to work on their development by providing appropriate solutions, services, and financing products to achieve balanced and comprehensive development.

In the context of the discussions on the report, Shura Council member Dr. Saleh Al-Shamrani urged the Tourism Development Fund to increase its efforts in employing modern technologies and to provide creative and qualitative advertising campaigns that keep pace with the tourism renaissance in the Kingdom.
Shura Council member Dr. Muflih Al-Qahtani emphasized the importance of the Tourism Development Fund conducting a comprehensive review of the key performance indicators related to its objectives, programs, and initiatives, and working on their development to ensure improved performance efficiency and achieve the targeted results.
Meanwhile, Shura Council member Khalid Al-Saif called on the Fund to work on designing incentive financing programs for projects that contribute to achieving a percentage of localization and developing rural and emerging tourist areas in support of balanced and comprehensive development, urging the Fund to enhance its partnerships with the private sector and international investors to attract quality investments and transfer global expertise.

Among the topics of cooperation memorandums listed on the agenda of this session, the Council approved a draft memorandum of cooperation between the King Abdulaziz Foundation in the Kingdom of Saudi Arabia and the National Archive in the Republic of Kazakhstan.
