كشفت وزارة التعليم ضوابط إجراءات التكليف لمنسوبي التعليم، إذ يتم تكليف المعلمين والمعلمات والعاملين في التشكيلات الإشرافية والمدرسية مؤقتاً لسد احتياج تعليمي طارئ ورفع نسبة التخصصية بما لا يزيد على فصل دراسي وفق ضوابط مهمة، وهي أن يكون التكليف وفقاً لمقتضيات المصلحة التعليمية عند حصول عجز لا يمكن تسديده من داخل المدرسة، ويحدد في القرار بداية ونهاية التكليف، ما لم يتم إنهاؤه قبل ذلك للمصلحة التعليمية أو زوال سببه، ويحق للإدارة إعادة التكليف، ويكون التكليف من خلال الأنظمة الإلكترونية المعتمدة.
وأكد دليل شاغلي الوظائف التعليمية ألا يزيد نصاب المعلم المكلف في أكثر من مدرسة بمدارس التعليم العام على 20 حصة صفية لرتبتي معلم ومعلم ممارس، و18 حصة صفية لرتبة معلم متقدم، و14 حصة صفية لرتبة معلم خبير، وألا يزيد النصاب التعليمي لمعلم ذوي الإعاقة المكلف في أكثر من مدرسة أو برنامج من برامج ذوي الإعاقة على 16 حصة صفية لرتبتي معلم ومعلم ممارس، و14 حصة صفية لرتبة معلم متقدم، و12 حصة صفية لرتبة معلم خبير، فيما يتم تدوير التكليف بين معلمي التخصص في المدرسة.
وأوضح الدليل الحالات التي تتم فيها إعادة تكليف شاغلي الوظائف التعليمية بسد الاحتياج التعليمي، إذا كان نصاب المعلم 50% فأقل من نصابه التدريسي وفق رتبته التعليمية، وإذا نقل المعلم خارجياً أو داخلياً، ويتم تكليف المعلم في المدارس ذات المبنى الواحد (مشتركة في المبنى ومستقلة في الإدارة)، وإذا رغب المعلم بإعادة تكليفه لسد الاحتياج، وفي حال عدم رغبة معلم آخر أفضل منه في المفاضلة وبعد مرور عام دراسي على آخر تكليف للمعلم بما لا يتعارض مع ما سبق، وإذا لم يوجد معلم آخر في المدرسة لم يكلف، وإذا لم ينفذ المعلم أو لم يستكمل مدة تكليفه لأي سبب من الأسباب، وفي حال عدم وجود معلم آخر بنفس المدرسة يقوم بسد الاحتياج التعليمي.
ويعفى المعلم المكلف جزئياً من الإشراف اليومي وحصص الانتظار والنشاط في المدارس المكلف بها إذا بلغ نصابه من الحصص الصفية في جميع المدارس 50% فأكثر. ويكون تسديد الاحتياج في المدرسة أو الشريحة بدءاً من المرحلة الثانوية ثم المرحلة المتوسطة ثم المرحلة الابتدائية وفق تصنيف المؤهلات ووفقا للوفر الأقرب فالأقرب.
ويتم تكليف من لديه القدرة والكفاءة والاستعداد من المعلمين بسد الاحتياج التعليمي بعد أخذ موافقته خطيا بتدريس غير تخصصه في حال عدم وجود المعلم المتخصص في المرحلة المتوسطة والثانوية وفق الأنظمة والتعليمات المنظمة لذلك، والاستفادة من المعلمين الحاصلين على مؤهلات إضافية معتمدة.
وعن ضوابط إجراءات التكليف خارج القطاع، يتم تكليف شاغلي الوظائف التعليمية من المعلمين والمعلمات والمكلفين في التشكيلات الإشرافية والمدرسية مؤقتاً لسد احتياج تعليمي طارئ وبما لا يزيد على فصل دراسي.
كما يتم التكليف خارج القطاع في حال وجود عجز لا يمكن تسديده من داخل القطاع، ويكون التكليف من القطاع الأكثر وفرا والأقرب لقطاع العجز من خلال الأنظمة الإلكترونية وفق المفاضلة المعتمدة وبعد موافقة وكالة الموارد البشرية. وفي حال استدعت المصلحة التعليمية تكليف معلم - التشكيلات المدرسية والإشرافية خارج القطاع الذي يعمل به ولا يوجد وفر في القطاع المكلف إليه، فيتم تكليف المعلم بين القطاعات داخل نطاق الإدارة وفق مبررات تقدم لمدير التعليم وذلك بتكليف المعلم كلياً أو جزئياً أو عن بُعد، ولمدة فصل دراسي واحد قابل للتمديد لفصل آخر، وبما لا يتجاوز عاماً دراسياً واحداً، ولا يتجاوز مسافة الانتداب، أو بموافقة خطية من المكلف على التكليف أكثر من مسافة انتداب دون أي مزايا مالية، ويتم تنفيذ ذلك من خلال الأنظمة الإلكترونية المعتمدة، ويكون التكليف من وفر التخصص في مدارس القطاع المراد التكليف منه وبعد موافقة وكالة الموارد البشرية، ويتم إنهاؤه قبل ذلك للمصلحة التعليمية أو لزوال سببه، ويحق للإدارة إعادة التكليف خلال العام الحالي، وتتم متابعة مباشرة المكلف بعد صدور القرار بمدة لا تتجاوز ثلاثة أيام، وفي حال عدم المباشرة يعتبر القرار لاغياً، ولا يحق له المطالبة بالتكليف، وإصدار قرار تكليف للبديل وفق المفاضلة، واستكمال الإجراءات النظامية.

The Ministry of Education has revealed the regulations for the assignment procedures for educational staff, whereby teachers and educational workers in supervisory and school formations are temporarily assigned to meet urgent educational needs and increase specialization for no more than one academic semester according to important regulations. These regulations state that the assignment should be in accordance with the educational interest when there is a shortage that cannot be covered from within the school. The decision specifies the start and end of the assignment unless it is terminated earlier for educational interest or the reason for it ceases. The administration has the right to reassign, and assignments are made through approved electronic systems.
The guide for educational job holders confirms that the assigned teacher's workload in more than one school in public education should not exceed 20 class periods for the ranks of teacher and practicing teacher, 18 class periods for the rank of advanced teacher, and 14 class periods for the rank of expert teacher. The educational workload for a teacher of students with disabilities assigned in more than one school or program for students with disabilities should not exceed 16 class periods for the ranks of teacher and practicing teacher, 14 class periods for the rank of advanced teacher, and 12 class periods for the rank of expert teacher, while the assignment rotates among specialized teachers in the school.
The guide clarifies the cases in which educational job holders are reassigned to meet educational needs, if the teacher's workload is 50% or less of their teaching workload according to their educational rank, and if the teacher is transferred externally or internally. Teachers are assigned in schools with a single building (shared in the building and independent in management), if the teacher wishes to be reassigned to meet the need, and if no other teacher better than them in the selection process wishes to take the assignment after a school year has passed since the teacher's last assignment, provided it does not conflict with the previous conditions. If there is no other teacher in the school who has not been assigned, or if the teacher does not fulfill or complete the duration of their assignment for any reason, and if there is no other teacher in the same school to meet the educational need.
The assigned teacher is partially exempt from daily supervision, waiting periods, and activities in the schools they are assigned to if their total class periods across all schools reach 50% or more. The need in the school or segment is met starting from the secondary stage, then the intermediate stage, and then the primary stage according to the classification of qualifications and based on the nearest available resources.
Assignments are made for those teachers who have the ability, competence, and willingness to meet educational needs after obtaining their written consent to teach outside their specialization in the absence of the specialized teacher in the intermediate and secondary stages according to the regulations and instructions governing this, and benefiting from teachers who have additional accredited qualifications.
Regarding the regulations for assignment procedures outside the sector, educational job holders from teachers and those assigned in supervisory and school formations are temporarily assigned to meet urgent educational needs for no more than one academic semester.
Assignments outside the sector are made in the event of a shortage that cannot be covered from within the sector, and the assignment is from the sector with the most available resources and closest to the sector with the shortage through electronic systems according to the approved selection process and after the approval of the Human Resources Agency. If the educational interest requires assigning a teacher from school and supervisory formations outside the sector in which they work and there is no surplus in the sector to which they are assigned, the teacher is assigned between sectors within the administration's scope based on justifications presented to the education director, assigning the teacher either fully, partially, or remotely, for a duration of one academic semester that can be extended for another semester, not exceeding one academic year, and not exceeding the distance of the assignment, or with written approval from the assignee for assignments beyond the distance of assignment without any financial benefits. This is implemented through approved electronic systems, and the assignment is from the surplus specialization in the schools of the sector from which the assignment is made after the approval of the Human Resources Agency, and it can be terminated earlier for educational interest or if the reason for it ceases. The administration has the right to reassign during the current year, and direct follow-up of the assignee occurs within a period not exceeding three days after the decision is issued. If the assignee does not commence, the decision is considered void, and they have no right to claim the assignment, and a decision to assign a replacement is issued according to the selection process, completing the regulatory procedures.
