أطلقت المملكة العربية السعودية، بالتعاون مع منظمة الأمم المتحدة، المبادرة العالمية لبناء القدرات في الفضاء السيبراني، وذلك على هامش أعمال المنتدى الدولي للأمن السيبراني 2025 المنعقد في الرياض.
وأعلن الأمين العام للأمم المتحدة أنطونيو غوتيريش، في كلمة مرئية ألقاها أمام ضيوف المنتدى، التزام المنظمة الدولية بمواصلة جهودها لتعزيز رؤيتها نحو فضاء سيبراني «مفتوح وآمن ومرتكز على القانون الدولي»، مشيدًا بدور السعودية في تبني هذه المبادرة العالمية.
فضاء مفتوح وآمن
وأكد غوتيرش أن الأمم المتحدة ستظل ملتزمة بتعزيز رؤيتها نحو الفضاء السيبراني؛ فضاءً مفتوحاً وآمناً، ومرتكزاً على القانون الدولي.
وأشار غوتيريش إلى أهمية ما يطرحه المنتدى من قضايا حيوية، من بينها حماية الطفل وتمكين المرأة في المجال السيبراني، مؤكدًا أن بناء الشراكات العالمية يجب أن يستند إلى مبادئ التضامن والمسؤولية المشتركة.
وأضاف الأمين العام للأمم المتحدة أن تسخير الفضاء السيبراني لخدمة الصالح العام يتطلب الاستثمار في الإنسان، وبناء المهارات، وتعزيز الشمولية، وهو ما تمثل المبادرة الجديدة خطوة عملية لتحقيقه.
The Kingdom of Saudi Arabia, in collaboration with the United Nations, launched the Global Initiative for Building Capacity in Cybersecurity, on the sidelines of the International Cybersecurity Forum 2025 held in Riyadh.
The United Nations Secretary-General António Guterres announced, in a video message delivered to the forum's guests, the organization's commitment to continue its efforts to enhance its vision for a "free, safe, and law-based international" cyberspace, praising Saudi Arabia's role in adopting this global initiative.
Open and Safe Space
Guterres affirmed that the United Nations will remain committed to promoting its vision for cyberspace; an open and safe space, based on international law.
He pointed out the importance of the critical issues raised by the forum, including child protection and women's empowerment in the cybersecurity field, emphasizing that building global partnerships must be based on principles of solidarity and shared responsibility.
The United Nations Secretary-General added that harnessing cyberspace for the common good requires investment in people, building skills, and enhancing inclusivity, which the new initiative represents as a practical step towards achieving.
