The Ministry of Education has identified the behavioral issues of general education students in the three educational stages for boys and girls for the current academic year and the mechanism for dealing with them.

In the procedural guide for the rules of conduct and attendance, it outlined the behavioral issues for the intermediate and secondary stages, which include violations that a student may commit, starting from a commitment and deduction of behavior grades to transferring to another school. The guide (which "Okaz" has reviewed) indicates that behavioral issues in the intermediate and secondary stages require escalating punitive measures in case of repetition. Behavioral issues of the second degree include not attending class or escaping, entering or exiting the classroom without permission, entering another classroom without permission, causing chaos inside the classroom or school or on school transportation. The student is referred to the school administration, and the guardian is notified by phone, with a deduction of two points from the student's positive behavior grades, while allowing opportunities for compensation to modify their behavior and to recover the deducted grades. A commitment is taken from the student not to repeat the violation, and they are referred to the student counselor to study their case.

The ministry clarified that if a student commits a behavioral issue such as not adhering to the school uniform, fighting or participating in a group brawl, making indecent gestures towards other students, using foul language or threatening them, mocking them, intentionally damaging other students' property, or tampering with school equipment or buildings, three points will be deducted from their positive behavior grades, with opportunities for compensation provided, notifying the guardian, and apologizing to those harmed, as well as repairing any damage caused or providing a replacement.

Article 13 specifies behavioral issues of the fourth degree, which include intentionally injuring another student by hitting them or using blunt objects that cause injury, stealing items from students or the school, recording or photographing students, intentionally damaging equipment or buildings, and smoking inside the school. The student will be referred to the student counseling committee to study their issue, invite the guardian, clarify the procedures that will follow in case of repetition, discuss a behavior modification plan, establish a joint preventive program, and obtain a written commitment from the student not to repeat the behavior, warning them of transfer to another school in case of further repetition, with the guardian signing to acknowledge this. The procedures include a deduction of 10 points, allowing opportunities for compensation, notifying the guardian, apologizing to those harmed, repairing any damage caused or providing a replacement, notifying the guardian, confiscating any prohibited materials in their possession, destroying them, preparing a report, and transferring the student from one class to another.

Fifth degree violations include insulting or mocking any of the Islamic rituals, spreading or promoting extremist, takfiri, or atheistic ideas or beliefs, or those that are harmful to societal systems, inciting anything that causes racism, tribal, sectarian, or doctrinal strife, forgery or illegal use or benefit from documents or official seals, sexual harassment, and any appearances, images, or slogans that indicate or promote deviance, setting fire inside the school, possessing or using or threatening students with firearms, possessing, using, or promoting drugs or intoxicants, all types of cyber crimes, extorting students, or bullying in all its forms and manifestations. The school administration will prepare a report to document the incident, invite the guardian, notify them, and deduct 15 points while allowing opportunities for compensation and recovering the deducted grades at the new school, and notifying their guardian of this.

The punitive procedures include transferring the student to another school by a decision from the education director, taking into account the guardian's opinion regarding the school to which the student will be transferred. If the guardian does not agree to the school, the student will be transferred to the nearest school to their residence, with the student counselor at the new school following up on the case to provide educational services.
