برعاية مستشار خادم الحرمين الشريفين أمير منطقة مكة المكرمة رئيس اللجنة الدائمة للحج والعمرة الأمير خالد بن فيصل بن عبدالعزيز، دشّن نائب أمير المنطقة الأمير سعود بن مشعل بن عبدالعزيز، اليوم، حلقة نقاش لقاء «التخطيط لموسم حج 1447هـ»، الذي تنظمه إمارة منطقة مكة المكرمة، بالتعاون مع مكتب إدارة مشاريع الحج ببرنامج خدمة ضيوف الرحمن، أحد برامج تحقيق رؤية المملكة 2030 التنفيذية، بحضور عدد من الأمراء ومسؤولي الجهات المعنية بخدمات ضيوف الرحمن.
وأكّد الأمير سعود بن مشعل، في كلمته، التي ألقاها خلال التدشين، أن اللقاء يأتي إنفاذاً لتوجيهات القيادة، التي تؤكد دوماً أهمية تقديم أفضل الخدمات لضيوف الرحمن، وتمكينهم من أداء شعائرهم في أمنٍ وسكينة، مضيفاً أن هذه مسؤولية عظيمة، تحتم علينا مضاعفة الجهود وتكامل الأدوار لتحقيق الآمال والتطلعات، وأن شرفَ خدمة ضيوف الرحمن تتطلب منّا جميعاً تعزيز ما تحقق من نجاحاتٍ سابقة والتخطيط المبكر والعمل المتواصل للوصول لحجٍ ناجحٍ ومتميزٍ وليكن طموحنا الأفضل.
وجمعت حلقة النقاش أكثر من 40 جهة حكومية أمنية، وخدمية ذات علاقة بمنظومة الحج، ناقشت خطط العمل التي سيتم تنفيذها خلال موسم 1447هـ، ضمن مسار متكامل يعكس حجم الجهود المبذولة لضمان انطلاق الاستعدادات مبكراً، منذ الساعات الأولى التي أعقبت اختتام أعمال موسم حج 1446هـ.
وتأتي الحلقة امتداداً للنهج الذي رسخته المملكة في إدارة الحج، والمتمثل في البدء مبكراً برسم خطط الموسم الجديد فور انتهاء الموسم السابق، بما يتيح مراجعة التجارب الميدانية، والاستفادة من الدروس، والعمل على تطوير المبادرات والبرامج بصورة متسارعة تواكب تطلعات القيادة الرشيدة -أيدها الله- في الارتقاء الدائم بخدمات ضيوف الرحمن.
وتهدف الحلقة إلى تعزيز التكامل بين مختلف الجهات، وتوحيد جهودها وفق رؤية شاملة، تستند إلى التحليل الدقيق لنتائج موسم 1446هـ، واستباق التحديات المحتملة ببرامج عملية تستثمر في التقنية الحديثة، وتدعم جودة الخدمات، وتضمن انسيابية حركة الحشود في المشاعر المقدسة.
كما تُعد محطة محورية في مسار التخطيط لموسم حج 1447هـ، إذ يرسخ مفهوم الاستعداد المبكر بصفته نهجاً إستراتيجياً يميز المملكة في إدارة هذا الحدث العالمي السنوي، ويعكس العناية المتواصلة بضيوف الرحمن، من لحظة قدومهم إلى المملكة حتى مغادرتهم إلى أوطانهم وهم يحملون أجمل الذكريات عن رحلة إيمانية ميسّرة وآمنة.
91 % مؤشر الرضا لرحلة المناسك في 1446
تطرقت الحلقة إلى أنه بدعم أكثر من 60 جهة تم تحقيق نسبة 91% لمؤشر الرضا العام لرحلة أداء مناسك الحج لعام 1446هـ، بارتفاع قدره 10 درجات مئوية مقارنة بالموسم السابق، وهي أعلى نتيجة تم تحقيقها حتى الآن مقارنة مع جميع المواسم السابقة.
واستعرضت الحلقة تخطيط الجهات خلال موسم 1446هـ، إذ تم تطوير 79 خطة تشغيلية والعمل بها، وبلغت نسبة مواءمة الخطط التشغيلية مع الجهات المعنية 100%، وتمت متابعة 102 مؤشر تشغيلي خلال الموسم، و604 خطط تم رفع جاهزيتها وتطويرها والعمل بها، فيما بلغ عدد المهمات والمعالم في خطط رفع الجاهزية 5204.
وجرى التطرق إلى أبرز منجزات الجهات خلال موسم حج 1446هـ، منها: الحد من الحجاج المخالفين، التوسع في تنفيذ مبادرة طريق مكة، تعزيز موثوقية البنية الكهربائية، تقليل وتبريد المسارات في مشعر منى وعرفات وساحات المسجد بمبردات الرذاذ، ربط كافة الجهات بنظام الوفيات، إنشاء مستشفى منى الطوارئ، تطوير منظومة الطوارئ بمشعر منى (دورات المياه ذات الطابقين)، تطوير منظومة الإسكان بمشعر منى، زيادة أعداد المخازن المؤقتة للنفايات والإصحاح البيئي، زيادة أعداد المسعفين والسيارات والآليات، تطوير خدمات تطبيق نسك، إنشاء مشروع مسار المشاعر، تجويد الخطط التفصيلية للطوارئ وتنفيذ الفرضيات، تفعيل التقنيات الحديثة في منظومة الحج، زيادة أعداد مراكز الانطلاق للطوارئ في المشاعر المقدسة، إصدار التصاريح اللازمة للمباني المخصصة لإسكان الحجاج بمكة المكرمة والمدينة المنورة، تفعيل مقر مركز العمليات الإعلامي الموحد، تشغيل مراكز نسك عناية، تنفيذ محطة غرب الجمرات، تطوير خدمات الزوار بالمدينة المنورة، موسم حج بلا أوبئة، موسم حج بلا تسمم غذائي، تشغيل مركز عمليات التطوع في حج 1446هـ، التخلص البيئي الآمن من المخلفات، موسم حج بلا حوادث سيبرانية، وتطوير خدمة نقل أمتعة الحجاج داخل قطار الحرمين.
Under the patronage of the Advisor to the Custodian of the Two Holy Mosques, the Emir of the Makkah Region and Chairman of the Permanent Committee for Hajj and Umrah, Prince Khalid bin Faisal bin Abdulaziz, the Deputy Emir of the region, Prince Saud bin Mishal bin Abdulaziz, today inaugurated a discussion forum titled "Planning for the Hajj Season 1447 AH," organized by the Emirate of the Makkah Region in collaboration with the Hajj Projects Management Office under the Guests of the Merciful Program, one of the initiatives to achieve the Kingdom's Vision 2030. The event was attended by several princes and officials from relevant authorities involved in services for the Guests of the Merciful.
In his speech during the inauguration, Prince Saud bin Mishal emphasized that the meeting comes in implementation of the leadership's directives, which always stress the importance of providing the best services to the Guests of the Merciful and enabling them to perform their rituals in safety and tranquility. He added that this is a great responsibility that requires us to double our efforts and integrate our roles to achieve aspirations and hopes, and that the honor of serving the Guests of the Merciful requires all of us to enhance the successes achieved in the past and to plan early and work continuously to ensure a successful and distinguished Hajj, with the ambition to be the best.
The discussion forum brought together more than 40 security and service government entities related to the Hajj system, discussing the work plans that will be implemented during the 1447 AH season, within an integrated framework that reflects the extent of the efforts made to ensure that preparations begin early, starting from the first hours following the conclusion of the 1446 AH Hajj season.
This forum is an extension of the approach that the Kingdom has established in managing the Hajj, which is characterized by starting early to draw up plans for the new season immediately after the previous season ends, allowing for the review of field experiences, learning from lessons, and working to develop initiatives and programs rapidly in line with the aspirations of the wise leadership - may God support it - in the continuous improvement of services for the Guests of the Merciful.
The forum aims to enhance integration between various entities and unify their efforts according to a comprehensive vision based on a precise analysis of the results of the 1446 AH season, anticipating potential challenges with practical programs that invest in modern technology, support service quality, and ensure the smooth movement of crowds in the holy sites.
It is also a pivotal station in the planning process for the 1447 AH Hajj season, as it reinforces the concept of early preparedness as a strategic approach that distinguishes the Kingdom in managing this annual global event, reflecting the continuous care for the Guests of the Merciful, from the moment they arrive in the Kingdom until their departure to their homelands, carrying beautiful memories of a smooth and safe spiritual journey.
91% Satisfaction Index for the Ritual Journey in 1446
The forum addressed that with the support of more than 60 entities, a 91% satisfaction index was achieved for the overall journey of performing the Hajj rituals for the year 1446 AH, an increase of 10 degrees Celsius compared to the previous season, which is the highest result achieved so far compared to all previous seasons.
The forum reviewed the planning of the entities during the 1446 AH season, where 79 operational plans were developed and implemented, achieving a 100% alignment rate of operational plans with the relevant entities. A total of 102 operational indicators were monitored during the season, and 604 plans were prepared and developed for readiness, while the number of tasks and landmarks in the readiness plans reached 5,204.
The forum also discussed the most prominent achievements of the entities during the 1446 AH Hajj season, including: reducing the number of violators among pilgrims, expanding the implementation of the Makkah Route initiative, enhancing the reliability of the electrical infrastructure, cooling and reducing pathways in Mina and Arafat and the mosque courtyards with mist coolers, linking all entities to the death management system, establishing the Mina Emergency Hospital, developing the emergency system in Mina (two-story restrooms), enhancing the housing system in Mina, increasing the number of temporary waste storage and environmental sanitation facilities, increasing the number of paramedics, vehicles, and equipment, developing the Nusuk application services, establishing the Mashair Path project, improving detailed emergency plans and implementing hypotheses, activating modern technologies in the Hajj system, increasing the number of emergency launch centers in the holy sites, issuing necessary permits for buildings designated for housing pilgrims in Makkah and Madinah, activating the unified media operations center, operating Nusuk Care centers, implementing the West Jamarat station, developing visitor services in Madinah, a Hajj season free of epidemics, a Hajj season free of food poisoning, operating the volunteer operations center in the 1446 AH Hajj, safe environmental disposal of waste, a Hajj season free of cyber incidents, and developing the service for transporting pilgrims' luggage within the Haramain Train.
