اشترط مشروع تنظيمي طرحته هيئة الهلال الأحمر السعودي عبر منصة استطلاع على المتطوعين في الحرمين الشريفين الالتزام بعدد من الضوابط والاشتراطات النظامية، من أبرزها حمل تأمين ضد الأخطاء الطبية والتسجيل في هيئة التخصصات الصحية بتصنيف ساري المفعول، إضافة إلى الالتزام الكامل بحماية خصوصية المرضى ومنع نشر أو تصوير الحالات الإسعافية.
ويهدف المشروع إلى تنظيم مشاركة الجهات التطوعية الإسعافية في الحرمين بما يضمن سلامة المرضى، وحماية العاملين والمتطوعين، وتحقيق أعلى معايير الجودة في الخدمة الإسعافية المقدمة داخل الحرمين الشريفين.
وتتضمن أبرز الالتزامات: الحفاظ على خصوصية المرضى ومنع استخدام أو نشر بياناتهم، منع الإدلاء بأي معلومات إعلامية دون إذن رسمي من الهيئة، تسجيل المتطوع في هيئة التخصصات الصحية بتصنيف ساري، حمل تأمين طبي ضد الأخطاء المهنية.
وتشمل ضوابط الإشراف، اعتماد الجداول الزمنية للمتطوعين ضمن خطط العمليات الإسعافية دون التأثير على عمل الفرق الأساسية، ومتابعة الإشراف الطبي المباشر على المتطوعين لضمان جودة الأداء، وقياس مؤشرات رضا المستفيدين لضمان جودة الخدمة التطوعية.
المشروع مطروح للاستطلاع حتى 11 سبتمبر 2025، ويأتي ضمن جهود المملكة في تنظيم العمل التطوعي الصحي بالحرمين بما يتوافق مع قدسيتهما ويعزز كفاءة الخدمات المقدمة لضيوف الرحمن.
The regulatory project proposed by the Saudi Red Crescent Authority through the consultation platform requires volunteers in the holy mosques to adhere to a number of regulatory controls and conditions, the most prominent of which are carrying insurance against medical errors and registering with the Health Specialties Authority with a valid classification, in addition to fully committing to protecting patient privacy and preventing the publication or photographing of emergency cases.
The project aims to organize the participation of volunteer emergency entities in the holy mosques in a way that ensures patient safety, protects workers and volunteers, and achieves the highest quality standards in the emergency services provided within the holy mosques.
The main commitments include: maintaining patient privacy and preventing the use or publication of their data, prohibiting the provision of any media information without official permission from the authority, registering the volunteer with the Health Specialties Authority with a valid classification, and carrying medical insurance against professional errors.
The supervision controls include approving the schedules for volunteers within the emergency operation plans without affecting the work of the core teams, following up with direct medical supervision of the volunteers to ensure performance quality, and measuring beneficiary satisfaction indicators to ensure the quality of volunteer service.
The project is open for consultation until September 11, 2025, and is part of the Kingdom's efforts to organize health volunteer work in the holy mosques in a manner that aligns with their sanctity and enhances the efficiency of services provided to the guests of الرحمن.
