كشفت الهيئة العامة للغذاء والدواء اللائحة الفنية المرتقبة لنقل مبيدات آفات الصحة العامة، وشددت على ضرورة الالتزام بالاشتراطات والمتطلبات الخاصة بها.
وأشارت إلى أنه يجب أن تكون وسيلة النقل مناسبة لغرض النقل ومجهزة بشكل مناسب لمنع أي ظروف قد تؤثر على جودة ومأمونية المنتجات، وأن تتوفر في وسيلة النقل التقنيات الحديثة، مثل جهاز تحديد المواقع (GPS)، ومفتاح إيقاف محرك المركبة مباشرة، واتخاذ جميع الاحتياطات والإجراءات اللازمة التي تضمن عدم تأثر جودة وسلامة المنتجات أثناء النقل، وعدم استخدام وسائل النقل والحاويات غير الصالحة للاستخدام، وعدم تحميل المركبة بما يتجاوز طاقتها القصوى، والتأكد من وجود كل الملصقات والعلامات التحذيرية واللوحات اللازمة للمركبة والشحنة التي يتم نقلها. وعلى الناقل الامتناع عن نقل حمولة المبيدات في حال ملاحظته أي مخالفة لمتطلبات اتفاقية النقل الدولي للبضائع الخطرة برياً.
واشترطت اللائحة المقترحة التأكد من وجود شهادة تسجيل سارية لمنتجات مبيدات آفات الصحة العامة صادرة من هيئة الغذاء والدواء، وتدريب العاملين المشاركين في نقل المبيدات وفقاً لأحكام اتفاقية النقل الدولي للبضائع الخطرة برياً، ويشمل التدريب على حماية البيئة خلال عملية النقل.
وبشأن تعليمات القيادة الواجب اتباعها، أوضحت ضرورة الفحص اليومي للمركبات، وأن تكون وسائل النقل والحاويات نظيفة وجافة وخالية من النفايات المتراكمة، وتوفير أجهزة لتسجيل درجات الحرارة والرطوبة في وسائل نقل مبيدات آفات الصحة العامة بشكل دوري، وعدم نقل أي منتجات أخرى غير منتجات مبيدات آفات الصحة العامة، والتأكد من فحص معدات النقل قبل عملية التحميل، واستبعاد الطبليات التالفة والخشنة، كما يراعى أن تكون طبليات التحميل خشبية وخالية من أية مسامير أو أجزاء ناتئة، ويتم فحصها بشكل دوري للتأكد من سلامة وسيلة النقل.
ومن الشروط أيضاً توفر جميع المستندات الدالة على الشراء والجهة المنقولة إليها مبيدات آفات الصحة العامة، وصور من شهادات التحليل الصادرة من المختبرات المعنية، وأن يتم توزيع العبوات داخل وسيلة النقل بحيث لا يتم وضع براميل العبوات فوق الصناديق المصنوعة من الفايبر أو العبوات ذات الوزن الخفيف خوفاً من حدوث عطب أو ضرر بها.
The Saudi Food and Drug Authority has revealed the anticipated technical regulation for the transportation of public health pesticides, emphasizing the necessity of adhering to its specific conditions and requirements.
It pointed out that the means of transportation must be suitable for the purpose of transport and properly equipped to prevent any conditions that may affect the quality and safety of the products. The transportation means should have modern technologies, such as a GPS device, an immediate engine shut-off key, and all necessary precautions and procedures to ensure that the quality and safety of the products are not affected during transport. Additionally, unsuitable transportation means and containers should not be used, the vehicle should not be overloaded beyond its maximum capacity, and all labels, warning signs, and necessary boards for the vehicle and the shipment being transported must be present. The transporter must refrain from transporting pesticide loads if any violations of the requirements of the international transport agreement for hazardous goods by land are observed.
The proposed regulation requires ensuring the existence of a valid registration certificate for public health pesticide products issued by the Food and Drug Authority, and training the personnel involved in the transportation of pesticides according to the provisions of the international transport agreement for hazardous goods by land, which includes training on environmental protection during the transportation process.
Regarding the driving instructions to be followed, it clarified the necessity of daily vehicle inspections, and that the means of transport and containers should be clean, dry, and free of accumulated waste. Devices for recording temperature and humidity in the means of transporting public health pesticides should be provided periodically, and no other products except public health pesticide products should be transported. It is essential to check the transport equipment before the loading process, to exclude damaged and rough pallets, and to ensure that the loading pallets are wooden and free from any nails or protruding parts, with periodic inspections to ensure the safety of the means of transport.
Also among the conditions is the availability of all documents indicating the purchase and the entity to which public health pesticides are being transported, copies of the analysis certificates issued by the relevant laboratories, and that the containers are distributed within the means of transport in such a way that barrels are not placed on top of fiber boxes or lightweight containers to avoid damage or harm to them.
