استقبل أمير المنطقة الشرقية الأمير سعود بن نايف بن عبدالعزيز، بحضور نائب أمير المنطقة الأمير سعود بن بندر بن عبدالعزيز، أمس (الإثنين)، مدير الهيئة العامة للأوقاف بالمنطقة الشرقية الدكتور أحمد بن حمد البوعلي، وعددًا من منسوبي الهيئة، حيث اطّلع على أبرز منجزات الهيئة في المنطقة والإحصائيات المتعلقة بالعمل الوقفي.
وأكد أمير المنطقة الشرقية أن قطاع الأوقاف في المملكة شهد تطورات كبيرة خلال السنوات الأخيرة، إذ تعمل الهيئة العامة للأوقاف على تنظيم القطاع وتطويره وتعزيز دوره في التنمية الاقتصادية والاجتماعية، مشددًا على أهمية رفع مستوى الوعي بأهمية الوقف، والعمل على جذب واقفين جدد، وتطوير منتجات وقفية متنوعة.
وقال: «قطاع الأوقاف أمامه آفاق واسعة للتطوير والتنمية، وقد كانت الأوقاف وما زالت جزءًا أصيلًاً من المجتمع الإسلامي عامة، وفي المملكة خاصة، وبفضل الله ثم دعم واهتمام القيادة، أصبحت فرص التطور كبيرة أمام القطاع لترسيخ مكانته الحيوية وتطوير أنظمته، وإعداد استراتيجية الهيئة بما يتواكب مع مستهدفات رؤية السعودية 2030».
وأشار إلى أن مستقبل الأوقاف سيشهد تطورات إيجابية بإذن الله، مؤكدًا ضرورة أن تتناغم هذه التطورات مع التشريعات والأنظمة لضمان تحقيق أهدافها، مثمنًا جهود رجال الخير في المنطقة ومساهماتهم في إقامة أوقاف أسهمت في دعم المؤسسات الصحية والتعليمية والجمعيات الخيرية والمساجد.
وأوضح مدير الهيئة العامة للأوقاف بالمنطقة الشرقية الدكتور أحمد بن حمد البوعلي أن المنطقة الشرقية حظيت بأوقاف تاريخية، منها مسجد جواثا في محافظة الأحساء، الذي بُني في العام الخامس من الهجرة، مبيناً أن المنطقة أصبحت نموذجًا يحتذى به في إدارة الوقف وتعظيم أثره، مشيرًا إلى وجود أكثر من 1855 وقفًا في المنطقة، تدير الهيئة منها 509 أوقاف، بينما البقية أوقاف تاريخية وحديثة وبعضها قيد استكمال الإجراءات، موزعة على المحافظات. وأكد أن الأصول الموقوفة تحولت إلى مشاريع تنموية رائدة أسهمت في دعم التعليم ورعاية الأسر وتمكين الشباب وحماية التراث وإحياء القيم النبيلة، مما جعل المنطقة الشرقية بحق «درة الأوقاف وشرق الخير وساحل العطاء»، مستعرضاً أبرز نتائج مؤشرات الأداء للعام 2024، حيث بلغ عدد الأوقاف المسجلة بلغ 13,256 وقفًا، فيما بلغت إيرادات استثمار الأوقاف الأهلية مليار ريال، وبلغ إجمالي مساهمة الشركاء في مصارف الأوقاف وأهداف التنمية المستدامة 2.8 مليار ريال، كما بلغ حجم أصول الصناديق الاستثمارية الوقفية 1.084 مليار ريال بنسبة زيادة 15%، وبلغ إجمالي التبرعات عبر منصة (وقفي) 702 مليون ريال بنسبة زيادة 100%، فيما بلغت التعويضات المستلمة عن الأوقاف المنزوعة مليارًا و27 مليون ريال، وبلغت المبالغ المستلمة من أموال الأوقاف المودعة لدى الهيئة للولاية على أموال القاصرين ومن في حكمهم مليارًا و39 مليون ريال.
وأكد أن الهيئة تقوم بدور تنظيمي وتطويري وتشغيلي، حيث شملت إستراتيجيتها 4 أهداف و23 مبادرة و13 مؤشر أداء تغطي 21 هدفًا من أهداف رؤية السعودية 2030، يتم تنفيذها عبر ثلاث مراحل: التمكين والتعزيز (13 مبادرة)، تطوير القطاع (8 مبادرات)، ومرحلة التميز (مبادرتان).
ورفع البوعلي الشكر والتقدير لأمير المنطقة الشرقية ولنائبه على دعمهم ومتابعتهم لأعمال الهيئة في المنطقة، مؤكدًا أن هذا الدعم المستمر يسهم في تعزيز جهود الهيئة وتطوير خدماتها بما يلبي تطلعات المواطنين والمقيمين، ويعزز مسيرة التنمية الشاملة في المنطقة.

The Prince of the Eastern Province, Prince Saud bin Nayef bin Abdulaziz, received yesterday (Monday), in the presence of the Deputy Prince of the Eastern Province, Prince Saud bin Bandar bin Abdulaziz, the Director of the General Authority for Awqaf in the Eastern Province, Dr. Ahmed bin Hamad Al-Buali, along with a number of the authority's staff, where he was briefed on the most significant achievements of the authority in the region and the statistics related to endowment work.
The Prince of the Eastern Province confirmed that the endowment sector in the Kingdom has witnessed significant developments in recent years, as the General Authority for Awqaf works to organize, develop, and enhance its role in economic and social development, emphasizing the importance of raising awareness about the significance of endowments, attracting new endowers, and developing diverse endowment products.
He said: “The endowment sector has vast horizons for development and growth. Endowments have been and continue to be an integral part of the Islamic community in general and in the Kingdom in particular. Thanks to God and the support and interest of the leadership, there are great opportunities for the sector to establish its vital position, develop its systems, and prepare the authority's strategy in line with the objectives of Saudi Vision 2030.”
He pointed out that the future of endowments will witness positive developments, God willing, stressing the necessity for these developments to harmonize with legislation and regulations to ensure the achievement of their goals, appreciating the efforts of charitable individuals in the region and their contributions to establishing endowments that have supported health, educational institutions, charitable associations, and mosques.
Dr. Ahmed bin Hamad Al-Buali, the Director of the General Authority for Awqaf in the Eastern Province, explained that the Eastern Province has historical endowments, including the Al-Jawatha Mosque in Al-Ahsa Governorate, which was built in the fifth year of Hijra. He indicated that the region has become a model for managing endowments and maximizing their impact, noting that there are more than 1,855 endowments in the region, of which the authority manages 509, while the rest are historical and modern endowments, some of which are in the process of completing procedures, distributed across the governorates. He confirmed that the endowment assets have transformed into pioneering development projects that have contributed to supporting education, caring for families, empowering youth, protecting heritage, and reviving noble values, making the Eastern Province truly "the pearl of endowments, the East of goodness, and the coast of giving," reviewing the most significant results of the performance indicators for the year 2024, where the number of registered endowments reached 13,256, while the revenues from investing private endowments amounted to one billion riyals, and the total contributions from partners in the endowment funds and sustainable development goals reached 2.8 billion riyals. The size of the endowment investment funds' assets reached 1.084 billion riyals, with an increase of 15%, and the total donations through the (Waqfi) platform amounted to 702 million riyals, with an increase of 100%. The compensation received for expropriated endowments amounted to one billion and 27 million riyals, and the amounts received from the endowment funds deposited with the authority for the guardianship of the funds of minors and those in similar situations reached one billion and 39 million riyals.
He confirmed that the authority plays a regulatory, developmental, and operational role, as its strategy includes 4 goals, 23 initiatives, and 13 performance indicators covering 21 goals of Saudi Vision 2030, which are implemented through three phases: empowerment and enhancement (13 initiatives), sector development (8 initiatives), and the excellence phase (2 initiatives).
Al-Buali expressed his gratitude and appreciation to the Prince of the Eastern Province and his deputy for their support and follow-up on the authority's work in the region, confirming that this continuous support contributes to enhancing the authority's efforts and developing its services to meet the aspirations of citizens and residents, and strengthens the comprehensive development journey in the region.
