The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, chaired the session held by the Council of Ministers today in Jeddah.

During the session, the council reviewed the overall state affairs, particularly those related to developing cooperative and partnership relations and enhancing coordination and integration with brotherly and friendly countries; in a way that strengthens the Kingdom's position and its pivotal role in light of the promising opportunities and unique capabilities provided by its vision.

The council discussed the results of Saudi Arabia's participation in regional and international meetings, as part of its ongoing support for joint work that achieves mutual interests and benefits, and contributes to addressing global challenges.

In its session yesterday, the Council of Ministers approved amendments to some provisions of the documentation, arbitration, and law systems; in accordance with the provisions of the Civil Transactions Law, and extended the implementation of the easy mortgage program for three years.

Enhancing Digital Cooperation and Sustainable Growth

The Council of Ministers addressed what the Kingdom emphasized during the World Summit on the Information Society held in Switzerland; regarding its commitment to enhancing digital cooperation and supporting the goals of the International Telecommunication Union aimed at harnessing modern technologies to serve humanity and advancing sustainable growth to broader horizons.

Minister of State, Member of the Council of Ministers for Shura Council Affairs, and Acting Minister of Media Dr. Issam bin Saad bin Saeed, stated in his statement to the Saudi Press Agency following the session, that the council appreciated the commendations included in the high-level international meeting on sand and dust storms held at the United Nations headquarters; regarding the efforts made by the Kingdom to protect the environment at local, regional, and global levels, and its effective initiatives in the flourishing of early warning systems and scientific cooperation; to mitigate the impacts of dust phenomena.

Supporting the Economy and Elevating National Competencies

On the domestic front, the Council of Ministers noted the achievements of the Financial Sector Development Program and Human Capital Development Program, which contributed to enhancing financial sustainability, supporting the national economy, and elevating the competitiveness of national competencies both locally and globally, through a continuous education and learning system; in alignment with the labor market's requirements and needs.

The council praised the efforts of the government entities involved in launching the artificial intelligence curriculum and incorporating it into the curricula of general education stages; with the aim of building a generation capable of utilizing future tools; contributing to accelerating the transition to a knowledge society, and solidifying the Kingdom's global position in the field of advanced technologies.

The Council of Ministers considered Saudi Arabia's leading position in the global ranking of international tourist revenue growth during the first quarter of 2025; as a manifestation of the rapid development witnessed in this vital sector, reaching leadership in international indicators.

Decisions:

The council reviewed the topics listed on its agenda, including topics studied in collaboration with the Shura Council, and also reviewed the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Authority at the Council of Ministers regarding them. The council concluded the following:

- Approval of a memorandum of understanding between the Ministry of Finance in the Kingdom of Saudi Arabia and the Ministry of Finance in the United Arab Emirates regarding cooperation in the financial field.

- Approval of two agreements regarding the employment of domestic workers and labor employment between the Ministry of Human Resources and Social Development in the Kingdom of Saudi Arabia and the Ministry of Labor and Social Affairs in the Federal Republic of Somalia.

- Approval of a memorandum of understanding for cooperation in the logistics services sector between the Ministry of Transport and Logistics Services in the Kingdom of Saudi Arabia and the Ministry of Transport in the Kingdom of Denmark.

- Approval of a memorandum of understanding between the Education and Training Evaluation Commission in the Kingdom of Saudi Arabia and the Arab Organization for Administrative Development for cooperation in the field of measurement, evaluation, and accreditation.

- Amendments to some provisions of the documentation, arbitration, and law systems; in accordance with the provisions of the Civil Transactions Law.

- Approval of the organization of the Medical Referrals Center.

- Extension of the easy mortgage program for three years.

- Approval of the final accounts for the General Entertainment Authority and the Real Estate Development Fund for previous financial years.

Promotions:

Approval of promotions in the ranks of (fifteenth) and (fourteenth), as follows:

- Promotion of Mousa bin Ahmed bin Nasser Al-Ghneim to the position of (Senior Business Consultant) at the rank of (fifteenth) in the Ministry of Human Resources and Social Development.

- Promotion of Mohammed bin Abdulrahman bin Nayid Al-Dalbhai Al-Ruqai to the position of (Business Consultant) at the rank of (fourteenth) in the Ministry of Commerce.

- Promotion of Dhufan bin Nasser bin Qusman Al-Suqoor to the position of (Business Consultant) at the rank of (fourteenth) in the Ministry of Human Resources and Social Development.

The Council of Ministers also took the necessary actions regarding several general topics listed on its agenda.
