رأس أمين المنطقة الشرقية المهندس فهد بن محمد الجبير، اليوم الثلاثاء اجتماع برنامج تحسين المشهد الحضري، الذي ناقش فيه مستجدات المعالجات وأعمال الرقابة خلال الربع الثالث من العام الحالي، وذلك بحضور الوكلاء ومديري العموم ورؤساء البلديات.
وأثنى الجبير على نتائج زيارة وزير البلديات والإسكان ماجد بن عبدالله الحقيل، للمنطقة الشرقية، التي عكست صورة إيجابية عن القطاع البلدي بالمنطقة من خلال ما نقله الوزير لسمو أمير المنطقة الشرقية صاحب السمو الملكي الأمير سعود بن نايف بن عبدالعزيز، عن التقدم الملحوظ لأعمال القطاع، منوهاً إلى أهمية الاستمرار في هذا النهج، وضرورة مضاعفة الجهود خلال الفترة القادمة للحفاظ على المكتسبات وتعزيز موقع الأمانة ضمن أفضل الأمانات على مستوى المناطق.
وأشار الجبير إلى ما حققته الأمانة خلال الفترة الماضية من قفزات نوعية ونتائج ملموسة، مؤكداً أن القطاع البلدي في المنطقة الشرقية شهد نقلة كبيرة في معالجة التشوه البصري، مما انعكس إيجاباً على تصنيف الأمانة ورفع ترتيبها ضمن المراكز المتقدمة.
كما شدد الجبير على أهمية رفع وتيرة أعمال النظافة والرقابة للحفاظ على هذا التميز، مشيداً بجهود كافة العاملين في الأمانة وما يقدمونه من جهود.
بعد ذلك، استعرضت غرفة عمليات تحسين المشهد الحضري، ممثلة في الإدارة العامة لتحسين المشهد الحضري، الجهود المنفذة لمعالجة التشوهات البصرية، إذ تم تسجيل 1,860 ملاحظة رقابية في المناطق ذات الأولوية.
كما استُعرضت أهم الإجراءات المتخذة لحصر الرخص الإنشائية داخل نطاق البلديات، وجدولة الزيارات الميدانية غير الدورية للتأكد من الامتثال، إضافة إلى تفعيل لائحة الجزاءات البلدية، وتكثيف الرقابة على المناطق ذات الأولوية، وتأكيد تفعيل الخطط الاستباقية قبل رصد المنطقة المستهدفة.
واستعرضت الإدارة العامة لتنسيق المشروعات إحصاءات أعمال الحفريات للجهات الخدمية خلال شهر يونيو، التي بلغت 963 رخصة، كما بلغ عدد الزيارات الرقابية الميدانية خلال أعمال الحفر 1,114 زيارة، توزعت على قطاعات مختلفة.
عقب ذلك قدمت الإدارة العامة للموثوقية والأداء خلال الاجتماع تقريراً عن بلاغات التشوه البصري الواردة خلال الفترة من 1 يناير حتى 28 يونيو 2025، التي بلغت 45,032 بلاغاً، و13,162 إجمالي الطلبات و33,428 المناطق المستهدفة، عبر الأمانة فيما بلغ إجمالي البلاغات عبر «عدسة بلدي» 4,536 بلاغاً، وبلغت المناطق المستهدفة 4,359.
كما تضمن التقرير تصنيف البلاغات الأعلى تشوهاً بصريّاً حسب الأشهر، واستعراض أبرز خمسة تصاميم ضمن منصة «عدسة بلدي»، إضافة إلى التوزيع الجغرافي للبلاغات والملاحظات، إلى جانب استعراض بيانات المعالجة والتصنيف للبلاغات الواردة من الجهات الخدمية المختلفة.
The head of the Eastern Province Municipality, Engineer Fahd bin Mohammed Al-Jubair, chaired today, Tuesday, a meeting for the Urban Improvement Program, which discussed updates on treatments and monitoring activities during the third quarter of the current year, with the attendance of deputies, general directors, and mayors.
Al-Jubair praised the results of the visit by the Minister of Municipalities and Housing, Majid bin Abdullah Al-Huqail, to the Eastern Province, which reflected a positive image of the municipal sector in the region through what the minister conveyed to His Highness the Emir of the Eastern Province, Prince Saud bin Nayef bin Abdulaziz, about the noticeable progress in the sector's work, emphasizing the importance of continuing this approach and the necessity of doubling efforts in the coming period to maintain achievements and enhance the municipality's position among the best municipalities at the regional level.
Al-Jubair pointed to the qualitative leaps and tangible results achieved by the municipality during the past period, confirming that the municipal sector in the Eastern Province has witnessed a significant shift in addressing visual distortion, positively impacting the municipality's classification and elevating its ranking among advanced centers.
He also stressed the importance of increasing the pace of cleaning and monitoring efforts to maintain this excellence, commending the efforts of all employees in the municipality and what they contribute.
Following that, the Urban Improvement Operations Room, represented by the General Administration for Urban Improvement, reviewed the efforts made to address visual distortions, with 1,860 monitoring observations recorded in priority areas.
The main procedures taken to inventory construction licenses within the municipalities' jurisdiction were also reviewed, along with scheduling non-periodic field visits to ensure compliance, activating the municipal penalties regulation, intensifying monitoring in priority areas, and confirming the activation of proactive plans before surveying the targeted area.
The General Administration for Project Coordination presented statistics on excavation work for service entities during June, which amounted to 963 licenses, while the number of field monitoring visits during excavation work reached 1,114 visits, distributed across various sectors.
Subsequently, the General Administration for Reliability and Performance presented a report during the meeting on visual distortion reports received from January 1 to June 28, 2025, which totaled 45,032 reports, with 13,162 total requests and 33,428 targeted areas, through the municipality, while the total reports via "My Municipality Lens" reached 4,536 reports, with targeted areas amounting to 4,359.
The report also included a classification of the reports with the highest visual distortion by month, an overview of the top five designs within the "My Municipality Lens" platform, in addition to the geographical distribution of reports and observations, along with a review of processing and classification data for reports received from various service entities.
