In order to establish regulatory frameworks for air transport between the Kingdom of Saudi Arabia and the Republic of Panama in a safe, organized, and sound manner, in accordance with the principles set forth by the Chicago International Convention (1944), and to keep pace with the developments in bilateral regulation, represented in the organization of granting transport rights and the application of appointment and licensing standards for airlines in accordance with international practices, as well as enhancing aviation safety and civil aviation security standards and fair competition rules, in addition to serving the common economic interests of national carriers and enhancing their effective and continuous participation in serving the air transport market between the two countries, by applying modern patterns for market entry and accommodating air transport movements in all its forms.

Yesterday, the President of the General Authority of Civil Aviation, Abdulaziz bin Abdullah Al-Duailej, signed an agreement in the field of air transport services between the governments of the Kingdom of Saudi Arabia and the Republic of Panama, during the Kingdom's participation, represented by the General Authority of Civil Aviation, in the 55th Paris Air Show "Le Bourget" held in the French capital Paris from June 16 to 19, 2025.

The bilateral agreement for air transport services between the governments of the Kingdom of Saudi Arabia and the Republic of Panama complements the international civil aviation agreement known as the Chicago Convention signed in 1944, which regulates international civil aviation movements according to the principles of fair and equal opportunities.

The agreement comes as part of the objectives of the civil aviation sector strategy aimed at building international partnerships and signing new bilateral agreements that will support the ambitious goals of the strategy in enhancing the Kingdom's air connectivity to the world to 250 destinations; to become a global logistics platform, and to transport 330 million passengers annually by 2030.
