أعلن المركز الوطني لتنمية القطاع غير الربحي بدء المرحلة الثانية من مشروع "إفصاح الحوكمة" للجمعيات الأهلية كافة، اعتبارا من يناير 2024، وذلك في إطار جهود المركز الرامية لتعزيز الشفافية والالتزام بأفضل ممارسات الحوكمة، ورفع كفاءة وفاعلية القطاع غير الربحي.
وأكد المركز أن هذه المرحلة تتطلب من الجمعيات الأهلية استكمال رفع الوثائق والمستندات اللازمة من خلال المنصة الإلكترونية المخصصة لذلك، بهدف تسهيل التقييم السنوي لمستوى الحوكمة، ورفع كفاءة الامتثال للمعايير المؤسسية والتنظيمية. كما تم إطلاق أدلة إرشادية متكاملة توضح آلية التقييم وطريقة التسجيل عبر خدمة "إفصاح بيانات الحوكمة"، بما يشمل المعايير الزمنية المطلوبة.
وشدد المركز على أهمية مشاركة جميع الجمعيات الأهلية -بما في ذلك الجمعيات المؤسسة قبل يناير 2024- في هذه المرحلة، دون استثناء، بما يضمن تعزيز مبدأ الشفافية والتكامل مع أهداف رؤية السعودية 2030، وتحقيق مستهدفات القطاع غير الربحي.
وأوضح الرئيس التنفيذي للمركز أحمد السويلم أن التزام الجمعيات بهذه المرحلة من المشروع يُعد انعكاساً مباشراً على مستوى الحوكمة المؤسسية والامتثال الإداري، ويساهم في تطوير البيئة التنظيمية وتعزيز ثقة المجتمع والجهات المانحة.
وقد أتاح المركز عبر موقعه الرسمي روابط مباشرة للأدلة الإرشادية، تشمل:
• دليل التقييم لمعيار السلامة المالية
• دليل التقييم لمعيار الكفاءة والفاعلية
• دليل التقييم لمعيار الامتثال والالتزام
• الدليل الإرشادي لتقديم نماذج الإفصاح
ودعا المركز جميع الجمعيات إلى الاستفادة من هذه الأدلة ورفع بياناتها في الوقت المحدد، ضمن التزامها برفع مستوى الأداء المؤسسي وتحقيق الأثر المستدام.
The National Center for Non-Profit Sector Development announced the start of the second phase of the "Governance Disclosure" project for all charitable associations, starting from January 2024. This is part of the center's efforts to enhance transparency and commitment to best governance practices, and to improve the efficiency and effectiveness of the non-profit sector.
The center confirmed that this phase requires charitable associations to complete the uploading of necessary documents and papers through the designated electronic platform, aimed at facilitating the annual assessment of governance levels and enhancing compliance with institutional and regulatory standards. Comprehensive guiding manuals have also been launched to clarify the evaluation mechanism and the registration process via the "Governance Data Disclosure" service, including the required timelines.
The center emphasized the importance of the participation of all charitable associations - including those established before January 2024 - in this phase, without exception, to ensure the enhancement of the principle of transparency and integration with the goals of Saudi Vision 2030, and to achieve the targets of the non-profit sector.
The CEO of the center, Ahmed Al-Suwailem, explained that the commitment of associations to this phase of the project reflects directly on the level of institutional governance and administrative compliance, contributing to the development of the regulatory environment and enhancing community and donor trust.
