The Crown Prince and Prime Minister, Prince Mohammed bin Salman, chaired the session held by the Council of Ministers yesterday in Jeddah.

At the beginning of the session, the Crown Prince briefed the Council of Ministers on the content of his phone call with the President of the United States, Donald Trump, which included discussions on the developments in the region and their implications at various levels. He emphasized the necessity for the Kingdom of Saudi Arabia to prioritize dialogue to de-escalate tensions and the importance of making every effort to achieve a ceasefire that paves the way for diplomatic solutions contributing to the preservation of regional security and stability.

The Crown Prince informed the Council about his phone communications with King Hamad bin Isa Al Khalifa of the Kingdom of Bahrain, President of the Syrian Arab Republic Ahmad al-Shara, President of Turkey Recep Tayyip Erdoğan, and Prime Minister of Spain Pedro Sánchez, discussing the prospects for cooperation between the Kingdom of Saudi Arabia and their countries in various fields, in addition to topics of mutual interest.

On the local front, the Council of Ministers approved the extension of the deadline for correcting the status of unregistered real estate transactions for a period of one year. The Council also agreed that investors could develop planned lands and implement housing units for beneficiaries of developmental housing, in exchange for ownership of a percentage of the lands.

Protecting international navigation from escalating threats

Minister of Education and Acting Minister of Media, Yusuf bin Abdullah Al-Bunyan, stated in his remarks to the Saudi Press Agency following the session that the Council appreciated the growing international support by aligning and joining the multinational maritime defense coalition launched by the Kingdom of Saudi Arabia, as part of its efforts stemming from its pioneering role in consolidating regional and international security and stability, and establishing multilateral cooperation among countries at various levels, including building a framework for joint cooperation to protect international navigation routes, trade routes, and energy supplies from escalating threats in the Red Sea, Bab el-Mandeb Strait, and Gulf of Aden.

The right of the Palestinian people to establish their state

The Council of Ministers expressed hope that the historic agreement regarding disarmament in the Gaza Strip would serve as a starting point for a comprehensive political path leading to the full implementation of the comprehensive peace plan, ensuring the Palestinian people their right to self-determination and the establishment of their independent state. The Council commended the efforts made by the Arab Republic of Egypt, the State of Qatar, the Republic of Turkey, the United States of America, and the Peace Council to achieve this accomplishment.

The Council affirmed the Kingdom's commitment to support its humanitarian and relief efforts and to expand their horizons by organizing the fifth session of the Riyadh International Humanitarian Forum next April, which has become a prominent global platform to enhance international cooperation in this field, build sustainable strategic partnerships, and facilitate the delivery of aid to those in need and affected around the world.

The Saudi economy is capable of facing challenges

The Council of Ministers then reviewed reports and indicators from several national programs and strategies, praising in this context the achievements and successes of the Guests of God Service Program, and the continuous development resulting from its various initiatives and projects that reflect the Kingdom of Saudi Arabia's and its leadership's ongoing commitment to care for the Two Holy Mosques and their visitors, as well as the historical attention to providing the best services for pilgrims and Umrah performers and utilizing all efforts, resources, and capabilities to ensure their comfort from arrival until departure.

The Council indicated that it welcomed the statements made by the International Monetary Fund in its Article IV consultations report for the year 2026, affirming the resilience of the Kingdom's economy and its ability to adapt in the face of challenges, based on solid economic fundamentals, diverse infrastructure, adequate long-term financial planning, financial and monetary stability, and structural reforms implemented under the "Saudi Vision 2030," which has led to a full decade of economic transformation; enhancing institutional frameworks, performance, economic diversification, and improvements in healthcare and education indicators, achieving several targets ahead of schedule.

Decisions

The Council reviewed the topics listed on its agenda, including topics studied by the Shura Council, and was briefed on the conclusions reached by the Political and Security Affairs Council, the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Committee of the Council of Ministers regarding them. The Council concluded the following:

• Approval of a general cooperation agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Ecuador.

• Approval of an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Kazakhstan regarding the encouragement and mutual protection of investments.

• Approval of a memorandum of understanding for cooperation in the field of civil aviation between the General Authority of Civil Aviation in the Kingdom of Saudi Arabia and the Ministry of Transport and Sustainable Mobility in the Kingdom of Spain.

• Approval of a cooperation agreement between the General Authority of Transport in the Kingdom of Saudi Arabia and the Ministry of Ports and Maritime Transport in the Federal Republic of Somalia in the field of maritime transport.

• Delegation of the Minister of Education, Chairman of the Board of Directors of the Technical and Vocational Training Corporation - or his representative - to negotiate with the Korean side regarding a draft memorandum of understanding in the field of technical and vocational training between the Corporation and the KDI School of Public Policy and Management at the Korea Development Institute, and to sign it.

• Approval of a memorandum of understanding between the Saudi Space Agency and the Turkish Space Agency for cooperation in the peaceful use of outer space.

• Approval of the government procurement and competition system.

• Approval of the foundational system for the International Center for Artificial Intelligence Research and Ethics.

• Approval for investors to develop planned lands and implement housing units for beneficiaries of developmental housing, in exchange for ownership of a percentage of the lands.

• Approval for the Ministry of Interior - represented by the General Administration of Medical Services - to join the International Hospital Federation.

• Regional offices of financial institutions licensed by the Ministry of Investment may engage in cross-border financial activities approved by the Financial Sector Development Program Committee.

• Extension of the deadline for correcting the status of unregistered real estate transactions for a period of one year.

• Approval of the final accounts for the universities of (Hail, Taibah, Qassim, and Al-Jawf) for previous financial years.

• Directives regarding several topics listed on the Council of Ministers' agenda, including annual reports for the Saudi Accreditation Center and the universities of (Al-Majma'ah and Al-Baha).

Promotions

Approval of promotions to the fourteenth rank, as follows:

• Promotion of Bassam bin Abdulrahman Al-Amar to the position of (Legal Advisor) at the fourteenth rank in the Ministry of Interior.

• Promotion of Dr. Khalid bin Saeed Abu Hatlah to the position of (Business Consultant) at the fourteenth rank in the Ministry of Media.

• Promotion of Khalid bin Saleh Al-Sheikh to the position of (Legal Advisor) at the fourteenth rank in the General Secretariat of the Council of Ministers.
