The Crown Prince and Prime Minister, Prince Mohammed bin Salman bin Abdulaziz, chaired the session held by the Council of Ministers today in Jeddah.

At the beginning of the session, the Council of Ministers reviewed the plans prepared for this year's Hajj season 1446 AH, according to the highest levels of efficiency and quality, and the utmost degrees of coordination and integration among the relevant authorities; providing the guests of Allah with means of comfort and reassurance, in light of what the Kingdom has provided in terms of capabilities, giant developmental projects, and advanced infrastructure that encompassed all aspects of services; to facilitate the performance of rituals for those coming from all over the world.

In this context, the Council expressed the pride of the Kingdom, both leadership and people, in the honor of serving the Two Holy Mosques and welcoming the millions of visitors coming for Hajj, Umrah, and visitation, continuing its pioneering Islamic role and its firm approach since its unification by King Abdulaziz bin Abdulrahman Al Saud - may God have mercy on him - praying to the Almighty to accept the rituals and worship of the pilgrims and return them to their homes safe and sound.

On the local front, the Council of Ministers approved the organization of the Public Authority for Food Security and amended the housing support organization, as stated in the decision.

Enhancing Cooperation with Kuwait in Energy

Minister of Media Salman bin Yusuf Al-Dosari, in his statement to the Saudi Press Agency following the session, clarified that the Council of Ministers subsequently discussed the contents of the talks and meetings that took place in recent days between the Kingdom and countries around the world; to enhance the bonds of cooperation and coordination at both the bilateral and collective levels regarding regional and international issues.

The Council addressed the participation of the Kingdom in the summits between the Gulf Cooperation Council countries and the ASEAN countries, and with the People's Republic of China; emphasizing support for international initiatives that achieve sustainable development and regional stability, contributing to building a prosperous future for peoples and the entire world.

The Council considered the new oil discovery in the divided area between the Kingdom of Saudi Arabia and the State of Kuwait; a positive step as it represents an enhancement of bilateral cooperation in the energy sector and a continuation of joint exploration and development efforts.

Supporting the Palestinian Cause and Facing Terrorism Challenges

The Council of Ministers followed up on the latest developments and events in the region and the world, affirming the Kingdom's ongoing efforts to communicate with members of the international community to support the Palestinian cause, end the war on the Gaza Strip, allow the flow of humanitarian aid, and stop the violations of Israeli occupation authorities against international laws and norms.

The Minister of Media indicated that the Council noted the launch of the "Islamic Military Alliance to Fight Terrorism" regional program for Sahel countries in the Republic of Mali; aimed at supporting areas of cooperation among member states in facing the challenges of terrorism and its financing through joint work and the exchange of information and expertise.

On the local front, the Council praised the initiatives provided by the Health Transformation Program, which contributed to improving the quality and comprehensiveness of healthcare, enhancing prevention and traffic safety levels, in addition to the continued development of related digital services in line with the targets of (Vision 2030).

Stimulating Local and Foreign Investments

The Council reviewed the achievements and advanced rankings that the Kingdom has attained in international classifications, including its ranking as second among the G20 countries in the 2024 International Telecommunication Union's index of telecommunications and technology sector regulations.

The Council confirmed that the Kingdom continues to move forward rapidly towards comprehensive and sustainable development based on diversifying the economic base, maximizing the benefits of relative and competitive advantages of sectors, stimulating local and foreign investments, in addition to developing and supporting the capabilities of the nation's youth, and providing more job opportunities in various fields.

Decisions:

The Council of Ministers reviewed the topics listed on its agenda, including topics that the Shura Council participated in studying, and it reviewed the conclusions reached by both the Political and Security Affairs Council, the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Committee of the Council of Ministers regarding them, and the Council concluded with the following:

- Approval of establishing diplomatic relations between the Kingdom of Saudi Arabia and the Republic of the Marshall Islands at the level of (non-resident ambassador), and authorizing the Minister of Foreign Affairs - or his representative - to sign the protocol project regarding that.

- Authorizing the Minister of Foreign Affairs - or his representative - to sign a draft agreement between the Government of the Kingdom of Saudi Arabia and the Government of the People's Republic of China regarding the exemption of airline crew members from entry visas.

- Approval of memoranda of understanding for cooperation in the cultural field between the Ministry of Culture in the Kingdom of Saudi Arabia and each of the Ministry of Cultural Affairs in the Republic of Tunisia, the Ministry of Culture in the Russian Federation, and the Ministry of Tourism, Culture, and Arts in the Republic of Benin.

- Approval of an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Kosovo in the field of air transport services.

- Approval of a memorandum of understanding between the Public Authority for Competition in the Kingdom of Saudi Arabia and the Competition and Anti-Monopoly Council in the Republic of Iraq regarding cooperation in enhancing competition and combating monopolistic practices.

- Approval of a memorandum of cooperation regarding developmental cooperation between the Saudi Fund for Development and the Italian Deposits and Loans Fund.

- Approval of the organization of the Public Authority for Food Security.

- Amendment of the housing support organization, as stated in the decision.

- Adoption of a mechanism for integrating the roles of the relevant authorities in monitoring non-ionizing radiation.

- Adoption of the final accounts for the Islamic University in Medina and Shaqra University for previous financial years.

Promotions:

Approval of promotions in the ranks of (fifteenth) and (fourteenth) and the position of (Minister Plenipotentiary), as follows:

- Promotion of Faisal bin Saad bin Nasser Al-Sudairi to the position of (Senior Business Consultant) at the rank of (fifteenth) in the Riyadh Region.

- Promotion of Riyad bin Dakhil bin Abdulrahman Al-Dakhil to the position of (Office Manager) at the rank of (fifteenth) in the Ministry of Education.

- Promotion of Ahmed bin Abdulaziz bin Mohammed Al-Mousa to the position of (Senior Financial Consultant) at the rank of (fifteenth) at Al-Majmaah University.

- Promotion of Bandar bin Mohammed bin Abdullah Al-Sarif to the position of (Senior Business Consultant) at the rank of (fifteenth) in the Experts Committee of the Council of Ministers.

- Promotion of Mohammed bin Sultan bin Midhoud Al-Ramal to the position of (Minister Plenipotentiary) in the Ministry of Foreign Affairs.

- Promotion of Hanadi bint Abdulaziz bin Mohammed Al-Muslim to the position of (Minister Plenipotentiary) in the Ministry of Foreign Affairs.

- Promotion of Issam bin Abdullah bin Suleiman Al-Hammad to the position of (General Director) at the rank of (fourteenth) in the Ministry of Human Resources and Social Development.

- Promotion of Mohammed bin Rames bin Abdulrahman Al-Kalthami Al-Shahri to the position of (Business Consultant) at the rank of (fourteenth) in the Ministry of Human Resources and Social Development.

The Council of Ministers also reviewed a number of general topics listed on its agenda, including two annual reports for the Cultural Development Fund and King Abdulaziz University, and the Council took the necessary actions regarding those topics.
