منح التنظيم الجديد للهيئة العامة للطيران المدني استقلالاً مالياً وإدارياً وصلاحيات واسعة لتنظيم وتطوير القطاع، بما يتواءم مع الإستراتيجية الوطنية للنقل والخدمات اللوجستية ويعزز الجاذبية الاستثمارية في القطاع.
ويهدف التنظيم، المنشور في صحيفة أم القرى، الجمعة، إلى تعزيز الرقابة على شركات الطيران والمطارات والجهات العاملة في القطاع، وضمان التزامها بالأنظمة والمعايير، إلى جانب استحداث سياسات وتشريعات جديدة، وتنظيم التراخيص والتصاريح والرحلات الجوية المدنية والخاصة والعسكرية والدبلوماسية.
ويشمل التنظيم مسؤوليات تتعلق بأمن الطيران، والبيئة، واستخدام الترددات، والمعلومات الملاحية، فضلاً عن وضع معايير موحدة لتقنيات المطارات الذكية وتحسين تجربة المسافرين.
وحدد التنظيم صلاحيات مجلس إدارة الهيئة برئاسة وزير النقل، وعضوية ممثلين من جهات حكومية وخبراء من القطاع الخاص، حيث يُمنح المجلس سلطات واسعة تشمل إقرار السياسات والإستراتيجيات، واعتماد اللوائح والميزانيات، والموافقة على استثمار أموال الهيئة، والتعاقدات الدولية.
في المقابل، يُعد رئيس الهيئة هو المسؤول التنفيذي الأول، ويملك صلاحيات مباشرة لتسيير أعمال الهيئة، وتعيين الموظفين، واعتماد الصرف المالي، وتمثيل الهيئة قضائياً وإدارياً.

The new regulation for the General Authority of Civil Aviation grants financial and administrative independence and broad powers to organize and develop the sector, in line with the national strategy for transport and logistics services, and enhances the investment attractiveness of the sector.
The regulation, published in the Umm al-Qura newspaper on Friday, aims to strengthen oversight of airlines, airports, and entities operating in the sector, ensuring their compliance with regulations and standards, in addition to introducing new policies and legislation, and organizing licenses, permits, and civil, private, military, and diplomatic flights.
The regulation includes responsibilities related to aviation security, the environment, frequency usage, and navigational information, as well as establishing unified standards for smart airport technologies and improving the passenger experience.
The regulation specifies the powers of the Authority's Board of Directors, chaired by the Minister of Transport, with representatives from government entities and experts from the private sector. The board is granted extensive powers that include approving policies and strategies, adopting regulations and budgets, approving the investment of the Authority's funds, and international contracts.
In contrast, the head of the Authority is the chief executive officer, possessing direct powers to manage the Authority's operations, appoint employees, approve financial expenditures, and represent the Authority in legal and administrative matters.
