«عكاظ» تنشر التنظيم الجديد للهيئة العامة للطيران المدني

The amendments to the organization of the General Authority of Civil Aviation, which "Okaz" has reviewed, grant the Board of Directors the authority to determine the financial fees, and allocate financial appropriations to the Authority in the state budget until it achieves financial sustainability. The Authority enjoys public legal personality and financial and administrative independence, with its main headquarters located in Riyadh, and it has the right to establish branches within the Kingdom or offices inside or outside the Kingdom as needed.

The Authority aims to regulate and develop the civil aviation sector in the Kingdom, monitor its performance, prepare it to attract private sector investments, and develop and grow the air transport industry in the region of the Kingdom, in alignment with the national transport and logistics strategy.

According to the system, the Authority, in order to achieve its goals, exercises its competencies and establishes policies and strategies, prepares regulations and rules related to the civil aviation sector, and submits what is necessary to complete regulatory procedures concerning it.

The Authority supervises the operation of airports and civil landing sites, ensuring that airlines, airports, and companies operating in the civil aviation sector comply with the regulations, rules, and standards related to the civil aviation sector, implements the civil aviation strategy, and ensures business sustainability.

The Authority has the power to issue licenses, permits, certificates, approvals, and credits related to civil aviation, establish security procedures and standards related to civil aviation, and follow up on their implementation in accordance with local and international requirements and developments, in coordination with relevant authorities.

The Authority also works to decide on requests to engage in brokerage activities related to the civil aviation sector, according to the procedures established by the Authority, and issues permits for scheduled, charter, and private flights, including military and diplomatic flights, in accordance with the controls and procedures set by the Authority.

The Authority is responsible for conducting technical investigations into civil aviation accidents and incidents, without prejudice to the competencies of the National Transport Safety Center.
