رأست المملكة -ممثلة بهيئة الرقابة ومكافحة الفساد- الاجتماع العام السادس لشبكة العمليات العالمية لسلطات إنفاذ القانون المعنية بمكافحة الفساد GlobE المنعقد في أذربيجان بوفدٍ يرأسه رئيس الهيئة مازن الكهموس؛ الذي أكد في كلمة المملكة حرصها على تعزيز وتفعيل قنوات التعاون الثنائي ومتعدد الأطراف، بإنشاء آليات مشتركة، وتبادل الخبرات؛ لضمان ملاحقة الفاسدين، وتعقب الأموال المتحصلة من جرائم الفساد واستردادها، بما يسهم في تعزيز العدالة وتعزيز التعاون الوثيق على المستويين الوطني والدولي لمكافحة جرائم الفساد العابرة للحدود بفعالية، التزاماً من القيادة السياسية للمملكة الراسخ بنهج النزاهة والشفافية ومكافحة الفساد.
وأضاف الكهموس أن هذا التوجه يأتي تأكيداً على دور المملكة المحوري في دعم الجهود الدولية لمكافحة الفساد وحرصها على العمل المشترك في هذا المجال، مشيراً إلى دعم المملكة لشبكة غلوب إي (GlobE) بما يحقق رؤيتها وأهدافها.
وأوضح أن هيئة الرقابة ومكافحة الفساد استفادت بشكل فعال من تعاونها مع شبكة غلوب إي (GlobE) لتبادل المعلومات، مما أسهم في سرعة وكفاءة معالجة العديد من القضايا التي باشرتها الهيئة، إلى جانب استفادة الهيئة من برامج بناء القدرات القيّمة التي تقدمها الشبكة.
ودعا في ختام كلمته جميع الدول الأعضاء في الشبكة إلى تعزيز التعاون الدولي في مكافحة الفساد، لا سيما أنه لا يمكن التصدي لتحديات جرائم الفساد العابرة للحدود إلا بتضافر الجهود وتكاتفها بين أجهزة إنفاذ القانون المعنية بمكافحة الفساد حول العالم تحت مظلة الأمم المتحدة ممثلة بشبكة غلوب إي (GlobE)، متطلعاً إلى تكاتف جميع الجهود لتحقيق الأهداف المنشودة من هذا الاجتماع.
من جانبه، ألقى رئيس اللجنة التوجيهية لشبكة غلوب إي (GlobE) وكيل هيئة الرقابة ومكافحة الفساد الدكتور ناصر أحمد أبا الخيل، كلمة أكد من خلالها أن الشبكة أصبحت جسراً مهماً يصل بين 235 جهاز مكافحة فساد ومنظمة دولية في أكثر من 126 دولة، مشيراً إلى أن هذا الاجتماع يحمل أجندة طموحة؛ لتعزيز قدرة الحكومات على التصدي للتحديات المستجدة في مجال مكافحة الفساد، وتحسين آليات استرداد الأصول المنهوبة، وتعقب الأموال غير المشروعة العابرة للحدود بفعالية أكبر.
يُذكر أن شبكة العمليات العالمية لسلطات إنفاذ القانون المعنية بمكافحة الفساد غلوب إي (GlobE) هي مبادرة أطلقتها المملكة خلال الاجتماع الوزاري في قمة مجموعة العشرين (G20) التي استضافتها المملكة عام 2020، واعتمدتها الأمم المتحدة رسميًا في 17 ديسمبر 2021 وحظيت بإشادة الأمين العام للأمم المتحدة أنطونيو غوتيريس.

تسلمت المملكة في فبراير 2025م، بمقر الأمم المتحدة بالعاصمة النمساوية فيينا رئاسة شبكة العمليات العالمية لسلطات إنفاذ القانون المعنية بمكافحة الفساد غلوب إي (globe network) للفترة (2025م - 2027)، بعد فوز ممثل المملكة العربية السعودية وكيل هيئة الرقابة ومكافحة الفساد للتعاون الدولي الدكتور ناصر بن أحمد أبا الخيل، بالإجماع في انتخابات رئاسة شبكة غلوب إي (globe network) العالمية لمكافحة الفساد خلال الاجتماع رفيع المستوى الذي عُقد في سبتمبر من عام 2024 في العاصمة الصينية بكين.
ويأتي فوز المملكة في انتخابات رئاسة الشبكة ليعكس توجيهات القيادة في أن تكون المملكة نموذجاً رائداً في العديد من المجالات ومن بينها مكافحة الفساد، كما يعكس ثقة المجتمع الدولي بجهود المملكة ممثلة بهيئة الرقابة ومكافحة الفساد في مكافحة جرائم الفساد العابرة للحدود، وتعزيز الاستفادة من الشبكة للحد من الملاذات الآمنة للفاسدين وأموالهم، وتطوير الأدوات اللازمة لمواجهة تطور أنماط جرائم الفساد، وإخفاء العائدات الناتجة منها.

The Kingdom, represented by the Oversight and Anti-Corruption Authority, chaired the sixth general meeting of the Global Operations Network for Law Enforcement Authorities concerned with combating corruption (GlobE) held in Azerbaijan, with a delegation led by the Authority's President, Mazen Al-Kahmous. In his speech, he emphasized the Kingdom's commitment to enhancing and activating channels of bilateral and multilateral cooperation by establishing joint mechanisms and exchanging experiences to ensure the pursuit of corrupt individuals, tracking down funds obtained from corruption crimes, and recovering them. This contributes to enhancing justice and fostering close cooperation at both national and international levels to effectively combat cross-border corruption crimes, in line with the political leadership's steadfast commitment to integrity, transparency, and anti-corruption.
Al-Kahmous added that this approach reaffirms the Kingdom's pivotal role in supporting international efforts to combat corruption and its eagerness to work collaboratively in this field, noting the Kingdom's support for the GlobE network to achieve its vision and objectives.
He explained that the Oversight and Anti-Corruption Authority has effectively benefited from its collaboration with the GlobE network for information exchange, which has contributed to the swift and efficient handling of many cases initiated by the Authority, in addition to benefiting from the valuable capacity-building programs offered by the network.
In conclusion, he called on all member states of the network to enhance international cooperation in combating corruption, especially since the challenges posed by cross-border corruption crimes can only be addressed through concerted efforts and collaboration among law enforcement agencies concerned with combating corruption worldwide under the umbrella of the United Nations, represented by the GlobE network. He looks forward to the unification of all efforts to achieve the desired goals of this meeting.
For his part, the Chairman of the Steering Committee of the GlobE network, Dr. Nasser Ahmed Aba Al-Khail, who is also the Deputy of the Oversight and Anti-Corruption Authority, delivered a speech in which he confirmed that the network has become an important bridge connecting 235 anti-corruption agencies and international organizations in more than 126 countries. He pointed out that this meeting carries an ambitious agenda to enhance governments' capacity to address emerging challenges in the field of combating corruption, improve mechanisms for recovering stolen assets, and more effectively track down illicit cross-border funds.
It is noteworthy that the Global Operations Network for Law Enforcement Authorities concerned with combating corruption, GlobE, is an initiative launched by the Kingdom during the ministerial meeting at the G20 summit hosted by the Kingdom in 2020, and it was officially adopted by the United Nations on December 17, 2021, receiving praise from UN Secretary-General Antonio Guterres.

The Kingdom assumed the presidency of the Global Operations Network for Law Enforcement Authorities concerned with combating corruption, GlobE, in February 2025 at the United Nations headquarters in Vienna, Austria, for the period (2025 - 2027), after the representative of the Kingdom of Saudi Arabia, Dr. Nasser bin Ahmed Aba Al-Khail, Deputy of the Oversight and Anti-Corruption Authority for International Cooperation, was elected unanimously during the high-level meeting held in September 2024 in Beijing, China.
The Kingdom's victory in the network's presidency elections reflects the leadership's directives for the Kingdom to be a leading model in various fields, including combating corruption. It also reflects the international community's confidence in the Kingdom's efforts, represented by the Oversight and Anti-Corruption Authority, in combating cross-border corruption crimes, enhancing the utilization of the network to reduce safe havens for corrupt individuals and their funds, and developing the necessary tools to address the evolving patterns of corruption crimes and conceal the proceeds resulting from them.
