وافقت وزارة الداخلية، على تعديل المادة الثانية من اللائحة التنفيذية لنظام الحراسة الأمنية المدنية الخاصة، ليصبح نصها: تلتزم الجهات التي تحددها اللائحة بوضع الحراسة الأمنية المدنية الخاصة على منشآتها وفق أحكام نظام الحراسة الأمنية المدنية الخاصة ولائحته التنفيذية، ولا يجوز لأي جهة تأمين حراسة أمنية مدنية خاصة إلا بعد حصولها على ترخيص من الجهة المختصة (الأمن العام)، على أن تلتزم المنشآت التجارية (الفنادق، البنوك ومحلات الصرافة وتحويل الأموال، المستشفيات، محلات الذهب والمجوهرات) وما في حكمها، بتأمين الحراسة الأمنية المدنية الخاصة على مدار الساعة.
كما تلزم بتأمين الحراسة للأسواق والمولات والمراكز التجارية المغلقة والمفتوحة التي تحتوي على 30 محلاً فأكثر، أو تزيد مساحتها التجارية على 3,000 متر مربع وفق رخصة البناء.
ومن الجهات التي تلتزم بتأمين الحراسة مواقع إيواء عاملات شركات الموارد البشرية، ومراكز بيع السيارات والمعدّات الثقيلة التابعة للوكالات، ومراكز الصيانة التابعة لوكالات السيارات والمعدّات الثقيلة التي تزيد مساحتها على 2,000 متر مربع وفق رخصة البناء، ومعارض بيع السيارات التي تزيد مساحتها على 2,000 متر مربع وفق رخصة النشاط التجاري.
وضمت قائمة الجهات العمائر والأبراج التي تزيد على (50) وحدة والمُعدّة للإيجار السكني أو التجاري، والمجمعات السكنية المغلقة التي يزيد عدد الفلل فيها على (10) فلل أو تزيد على (50) وحدة سكنية، ومدن الملاهي والمنشآت السياحية التي تزيد مساحتها على (3,000) متر مربع وفق رخصة النشاط التجاري.
كما تلتزم المكتبات الأهلية التي تزيد مساحتها على (2,000) متر مربع بتأمين الحراسة الأمنية المدنية الخاصة على مدار الساعة.
ومن المنشآت الملزمة بتأمين الحراسة الأمنية المدنية الخاصة وقت العمل المنشآت التعليمية والتدريبية الأهلية والعالمية، صالات وقاعات الأفراح والمناسبات، والعيادات والمراكز والمجمعات الطبية الأهلية، والمنشآت المرخّص لها من الهيئة العامة للمعارض والمؤتمرات أو من الهيئة العامة للترفيه، وذلك خلال فترة إقامة النشاط وكذلك المطاعم التي تتجاوز مساحتها (1,000) متر مربع وفق رخصة النشاط التجاري، وصالات الأندية الرياضية النسائية، والهايبرات ومحلات بيع المواد الغذائية التي تزيد مساحتها على (2,000) متر مربع، والمخيمات والمواقع المعدّة لإيواء الحجاج بالمشاعر المقدسة خلال الفترة من 1/12 إلى 15/12 من كل عام، وجميع ما يستجدّ من مواقع أو تطرأ الحاجة الأمنية لإلزامه بتأمين الحراسة الأمنية المدنية الخاصة.

The Ministry of Interior has approved the amendment of Article Two of the Executive Regulations of the Private Civil Security System, so that its text becomes: The entities specified by the regulations are obliged to provide private civil security for their facilities in accordance with the provisions of the Private Civil Security System and its executive regulations. No entity may secure private civil security unless it obtains a license from the competent authority (Public Security), and commercial establishments (hotels, banks, exchange and money transfer shops, hospitals, gold and jewelry shops) and similar entities must ensure private civil security around the clock.
They are also required to secure security for markets, malls, and closed and open commercial centers that contain 30 stores or more, or whose commercial area exceeds 3,000 square meters according to the building license.
Entities required to secure security include shelters for workers of human resources companies, centers for selling cars and heavy equipment belonging to agencies, and maintenance centers belonging to car and heavy equipment agencies that exceed 2,000 square meters according to the building license, as well as car showrooms that exceed 2,000 square meters according to the commercial activity license.
The list of entities includes buildings and towers that exceed (50) units and are designated for residential or commercial rental, closed residential complexes that have more than (10) villas or exceed (50) residential units, amusement parks, and tourist facilities that exceed (3,000) square meters according to the commercial activity license.
Private libraries that exceed (2,000) square meters are also required to ensure private civil security around the clock.
Among the establishments obligated to secure private civil security during working hours are private and international educational and training institutions, wedding and event halls, clinics and private medical centers and complexes, and establishments licensed by the General Authority for Exhibitions and Conferences or the General Entertainment Authority, during the period of the activity, as well as restaurants that exceed (1,000) square meters according to the commercial activity license, women's sports club halls, hypermarkets, and grocery stores that exceed (2,000) square meters, and camps and sites prepared for accommodating pilgrims in the holy sites during the period from 1/12 to 15/12 of each year, along with any new sites or those that arise due to security needs that require them to secure private civil security.
