Security reports are one of the important pillars of the security and safety system in Saudi Arabia, due to their active role in enhancing risk prevention, speeding up responses to security incidents, and establishing the concept of partnership between security agencies and the community, which contributes to protecting lives and property and maintaining community stability.

The awareness initiatives aimed at enhancing the culture of security reporting extend the efforts aimed at raising community awareness of the importance of taking the initiative to report suspicious practices and behaviors or violations that may affect the security and safety of the community, and motivating individuals to play their role in monitoring risks and contributing to reducing them, through the approved official channels.

First Line of Defense

The importance of security reports is not limited to dealing with incidents after they occur, but extends to supporting preventive efforts by providing the opportunity for the relevant authorities to deal early with indicators that may warn of impending danger, which contributes to reducing the repercussions of incidents, improving response efficiency, and enhancing the sense of security among community members.

The Ministry of Interior has called on citizens and residents to report security, humanitarian, and emergency cases under the slogan "Your report may prevent a danger," emphasizing that all reports are treated with complete confidentiality, with no liability on the reporter.

It clarified that reports are received through the unified emergency number (911) in the regions of Makkah, Madinah, Riyadh, and the Eastern Province, while the number (999) is designated for the rest of the Kingdom's regions, in addition to the possibility of reporting through the "We Are All Safe" application.

The ministry stressed the importance of taking the initiative to report immediately upon observing any suspicious or emergency case.

Cases Requiring Urgency

The mechanisms for security reporting vary between digital and service-based, and the "We Are All Safe" application provides a digital channel for reporting various types of security and criminal incidents covered by the application, according to the available services and approved instructions. This allows users to submit reports through digital means, supporting the use of technology in enhancing community participation and facilitating access to security services. The choice of the appropriate channel remains linked to the nature of the report and its level of danger; in emergency cases requiring immediate intervention, one should contact the relevant emergency number in the area, rather than merely submitting a report through an application that may not achieve the required speed of response.

The Choice is the Reporter’s Responsibility

Retired Major General Abdullah Jdawi believes that choosing the reporting channel is part of the reporter's responsibility, as emergency cases threatening lives or property require direct and immediate contact with the relevant authority, while other cases can be handled through approved digital channels according to their nature.

He emphasized that the clarity of the report, specifying its location and time of occurrence, helps to improve response efficiency and shorten the time needed to reach the case, from risk monitoring to rapid response.

Timely Arrival

Retired Major General Salem Al-Mutrefi confirmed that the security report represents a fundamental link in the prevention system, as the speed and accuracy of information reaching the relevant authorities help them assess the situation and deal with it before it develops into a greater danger.

He added that citizens and residents are partners in maintaining security; however, this partnership should be based on awareness and responsibility, away from rumors or assessments not based on clear indicators. The awareness of citizens and residents regarding the nature of reports that require reporting is an important factor in supporting the security system, especially when observing unusual behaviors, or monitoring practices that reasonably raise suspicion, or witnessing anything that may pose a danger to public safety. Timely information may help the relevant authorities assess the situation and take appropriate action.

Responsible Reporting.. and Accurate Information

The success of the security reporting system relies on the integration of community awareness with institutional handling efficiency, starting from the individual's recognition of the importance of reporting, extending to providing information clearly, and then allowing the relevant authorities to verify and take appropriate action. Among the most prominent practices that enhance the effectiveness of reporting is accurately identifying the location, explaining the nature of the case, clarifying the time of its occurrence or observation, and providing any available reliable information, while avoiding putting oneself or others at risk to gather additional evidence. Additionally, reports should not be used to harm others or provide false or malicious information.

Trust in Official Channels

Retired Major General Hussein Al-Harithi emphasized that trust in official channels and commitment to using them enhance the effectiveness of reports and ensure that information reaches the authorities capable of dealing with it. Every individual can play a positive role in protecting their community through conscious actions, timely reporting, and avoiding rumors and individual confrontations.

The security report is not just a procedure, but a positive contribution to protecting lives and property, aiding in rapid response, and a practical translation of community partnership in safeguarding the security and stability of the homeland.

Distinguishing Between Suspicion and Personal Judgments

Retired Major General Salem Al-Mutrefi added that community culture requires distinguishing between suspicion based on real indicators and personal judgments or rumors, while ensuring that information is conveyed accurately and objectively, and avoiding the dissemination of unverified images, clips, or data via social media, leaving the verification and assessment task to the relevant authorities.

General Al-Mutrefi pointed out that "dealing with security indicators requires prompt reporting, calm behavior, and staying away from the danger zone whenever possible. The individual's role is not to investigate or confront, but to convey the information they observed as it is and leave the verification and action to the relevant authorities." He concluded by stating that early reporting of risks helps the relevant authorities form a clearer picture of the situation, identify its location and nature, and take necessary actions according to established procedures. The effectiveness of the report increases as the information provided is accurate, specific, and free from exaggeration or unsupported assumptions, highlighting the importance of security reports in dealing with a range of cases, including suspicion of activities that may pose a threat to security, monitoring violations that require intervention from the relevant authorities, and reporting incidents that threaten the safety of individuals or property, in addition to cases identified by security agencies through their official channels.

With the advancement of modern technologies and the increasing use of drones, the importance of reporting any unusual activity that may pose a danger to public safety or vital facilities becomes evident, provided that this is done through official channels, while avoiding approaching the danger zone or attempting to handle it individually.
