في اليمن، لا تبدو المواقف السعودية تجاه الأزمة مجرد أرقام في الميزانية، بل تتصل بمسار طويل من المساندة التي تستهدف الدولة والمجتمع والإنسان في آن واحد. وجاء قرار تصحيح أوضاع غير النظاميين، في ذات السياق الإنساني والمبادرات المتواصلة التي ظلت تقدمها السعودية للشعب اليمني في كافة الجوانب. ففي الوقت الذي أعلنت فيه المملكة تقديم دفعة جديدة بأكثر من 224 مليون ريال سعودي لدعم الميزانية اليمنية، وتغطية النفقات التشغيلية والرواتب، جاء توجيه خادم الحرمين الشريفين بالاستجابة لطلب رئيس مجلس القيادة الرئاسي اليمني، وتصحيح أوضاع جميع اليمنيين الموجودين في المملكة بطرق غير نظامية، ليشكل بعداً آخر من أبعاد التعامل مع تداعيات الأزمة اليمنية.
الفارق هنا مهم؛ فالدعم المالي يتجه إلى مؤسسات الدولة وقدرتها على الوفاء بالتزاماتها، فيما يتجه تصحيح الأوضاع إلى الإنسان اليمني الذي وجد نفسه، لأسباب متعددة فرضتها سنوات الحرب والاضطراب، في وضع نظامي يحتاج إلى معالجة. وبين المسارين تلتقي السياسة بالاقتصاد والمجتمع، لأن استقرار الدولة لا ينفصل عن استقرار المواطن، كما أن معالجة أوضاع الإنسان لا تكتمل دون مؤسسات قادرة على دفع الرواتب وتسيير الخدمات.
القرار الإنساني يفتح مساراً لتصحيح أوضاع اليمنيين المخالفين، لتبدو الرسالة الأوسع في أن مساندة اليمن لا تقف عند حدود المساعدات الطارئة، وإنما تمتد إلى دعم قدرة مؤسسات الدولة على الاستمرار، وتحسين الظروف التي يعيشها اليمنيون داخل بلادهم وخارجها.

At the time when the Kingdom announced a new contribution of more than 224 million Saudi Riyals to support the Yemeni budget and cover operational expenses and salaries, the directive from the Custodian of the Two Holy Mosques to respond to the request of the President of the Yemeni Presidential Leadership Council and rectify the status of all Yemenis present in the Kingdom in irregular ways represented another dimension in dealing with the repercussions of the Yemeni crisis.
The difference here is significant; financial support is directed towards state institutions and their ability to meet their obligations, while the rectification of status is aimed at the Yemeni individual who has found himself, for various reasons imposed by years of war and turmoil, in a legal situation that needs addressing. Between these two paths, politics intersects with economics and society, as the stability of the state is inseparable from the stability of the citizen, and addressing the conditions of individuals cannot be completed without institutions capable of paying salaries and providing services.
The humanitarian decision opens a pathway to rectify the status of irregular Yemenis, conveying the broader message that supporting Yemen does not stop at the limits of emergency aid, but extends to strengthening the capacity of state institutions to continue functioning and improving the conditions that Yemenis live in both within their country and abroad.
