رأس ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز، الجلسة التي عقدها مجلس الوزراء، اليوم، في الرياض.
وفي بداية الجلسة؛ أطلع ولي العهد مجلس الوزراء على فحوى لقائه رئيس الجمهورية العربية السورية أحمد الشرع، وما جرى خلاله من استعراض آفاق العلاقات وأوجه التعاون بين البلدين الشقيقين، إضافة إلى بحث مستجدات الأحداث في المنطقة.
وأكد المجلس إثر متابعته التطورات الإقليمية؛ دعم المملكة العربية السعودية الكامل لمجلس القيادة الرئاسي والحكومة الشرعية والشعب اليمني الشقيق؛ لإنهاء الانقلاب في هذا البلد العزيز واستعادة الدولة ومؤسساتها من ميليشيا الحوثي الإرهابية التي اختارت التصعيد العسكري نهجًا بديلًا عن السلام، والإمعان في تعميق المعاناة الإنسانية والاقتصادية لليمن وشعبه الشقيق، والاستمرار في تهديد المنطقة وحركة الملاحة في جنوب البحر الأحمر ومضيق باب المندب.
مواجهة الاعتداءات الآثمة على السعودية
وثمّن المجلس مخرجات الاجتماع الطارئ للجنة الإستراتيجية السياسية والدفاعية لحلف مكة الدفاعي، وما اشتملت عليه من التأكيد على التضامن بين الدول الثلاث ووقوفها صفًا واحدًا في مواجهة الاعتداءات الآثمة على المملكة التي شملت مكة المكرمة والمدينة المنورة والأعيان المدنية والمنشآت المدنية والاقتصادية، وما نتج عن الاجتماع من الاتفاق على تفعيل الردع الجماعي والانتقال الفوري إلى التنفيذ العملي لالتزامات الدفاع المشترك؛ بما يعزز الجاهزية والتكامل العسكري والقدرة على التصدي لتلك التهديدات.
تعزيز مكانة المملكة وتقدير دور مجلس الشورى في التنمية
وفي سياق آخر ثمّن مجلس الوزراء عاليًا ما اشتمل عليه الخطاب الملكي السنوي لخادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، في افتتاح أعمال السنة الثالثة من الدورة التاسعة لمجلس الشورى؛ من مضامين سامية أجملت الثوابت والمبادئ الراسخة للدولة وأبرز منجزات (رؤية السعودية2030) ومكتسبات الإصلاحات التنموية والحراك الاقتصادي، ومرتكزات السياسة الخارجية ومواقفها الثابتة التي كان لها الأثر الملموس في تعزيز مكانة المملكة العربية السعودية ودورها الفاعل إقليميًا ودوليًا.
وأعرب المجلس عن تقديره دور مجلس الشورى في دعم مسيرة التنمية الشاملة بالمملكة وتعزيز التكامل والتنسيق مع الجهات الحكومية والإسهام في تطوير المنظومة التشريعية والتنظيمية ورفع مستوى كفاية الأداء، مؤكدًا ضمن هذا الإطار أن تطلعات المواطن ومصلحة الوطن ستظلان دائمًا نصب العين في عمل أجهزة الدولة؛ تستشهد وتسترشد بهما في قراراتها وتوجهاتها الإستراتيجية.
اقتصاد السعودية متين في التعامل مع التطورات العالمية
وأوضح وزير الإعلام سلمان بن يوسف الدوسري، في بيانه لوكالة الأنباء السعودية عقب الجلسة، أن المجلس عدّ التقديرات الأولية للميزانية العامة للدولة للعام المالي القادم؛ تأكيدًا على متانة اقتصاد المملكة ومرونته في التعامل مع المتغيرات والتطورات العالمية بسياسات استباقية تدعم تحقيق المستهدفات الوطنية والاستمرار في الإنفاق على الخدمات والأولويات التنموية والاجتماعية مع المحافظة على الاستدامة المالية.
الإشادة بملتقى المسؤولية الاجتماعية والاحتفاء بيوم المعلم
وتناول مجلس الوزراء عددًا من التقارير عن المؤتمرات العالمية التي استضافتها المملكة، مشيدًا بأعمال الملتقى الدولي للمسؤولية الاجتماعية المنعقد تحت رعاية خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وبما تضمنت نسخته الثانية من إطلاق مبادرات ستسهم في تفعيل الشراكات ذات الأثر المجتمعي والتنموي وتوسيع نطاق الممكنات المؤسسية المستدامة في هذا المجال؛ بما يدعم الأهداف الوطنية ويعزز مسيرة التنمية الشاملة.
ونوّه المجلس بمشاركة المملكة مع دول العالم في الاحتفاء بيوم المعلم الذي يوافق الخامس من أكتوبر كل عام؛ تقديرًا لجهوده في أداء رسالته التعليمية والتربوية ودوره في إعداد أجيال متمسكة بقيمها النبيلة وهويتها الوطنية وعلى درجة عالية من التميز العلمي والمعرفي؛ لتنافس على التقدم والريادة في منصات الإنجاز العالمية.

واطّلع مجلس الوزراء على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطّلع على ما انتهى إليه كل من مجلسي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى المجلس إلى ما يلي:
- الموافقة على اتفاقية بين حكومة المملكة العربية السعودية وحكومة الجمهورية التركية بشأن مشاريع محطات الطاقة المتجددة.
- تفويض وزير الطاقة -أو من ينيبه- بالتباحث مع منتدى الطاقة الدولي في شأن مشروع مذكرة تفاهم بين وزارة الطاقة في المملكة العربية السعودية والمنتدى؛ للتعاون في مجال الطاقة، والتوقيع عليه.
- تفويض وزير الشؤون الإسلامية والدعوة والإرشاد -أو من ينيبه- بالتباحث مع الجانب الغاني في شأن مشروع مذكرة تفاهم في مجال الشؤون الإسلامية بين وزارة الشؤون الإسلامية والدعوة والإرشاد في المملكة العربية السعودية ووزارة الحكم المحلي والزعامة والشؤون الدينية في جمهورية غانا، والتوقيع عليه.
- تفويض وزير البيئة والمياه والزراعة -أو من ينيبه- بالتباحث مع الجانب السوري في شأن مشروع مذكرة تفاهم بين وزارة البيئة والمياه والزراعة في المملكة العربية السعودية ووزارة الإدارة المحلية والبيئة في الجمهورية العربية السورية في مجال حماية البيئة، والتوقيع عليه.
- تفويض النائب العام -أو من ينيبه- بالتباحث مع الجانب الألباني في شأن مشروع مذكرة تعاون بين النيابة العامة في المملكة العربية السعودية ومكتب المدعي العام في جمهورية ألبانيا في مجال الجرائم التي تدخل ضمن اختصاصهما، والتوقيع عليه.
- الموافقة على مذكرة تفاهم للتعاون في المجال التلفزيوني بين هيئة الإذاعة والتلفزيون في المملكة العربية السعودية وشركة التلفزيون العام في جمهورية أرمينيا.
- الموافقة على تنظيم صندوق التعليم العالي.
- الموافقة على تجديد عضوية كل من رئيس وعضوي اللجنة الابتدائية للفصل في المنازعات والمخالفات التأمينية في مدينة الرياض.
- اعتماد الحسابات الختامية لمركز الملك عبدالعزيز للخيل العربية الأصيلة، لأعوام مالية سابقة.
- التوجيه بما يلزم بشأن عدد من الموضوعات المدرجة على جدول أعمال مجلس الوزراء، من بينها تقارير سنوية لهيئة تطوير المنطقة الشرقية، والهيئة السعودية لتنظيم الكهرباء، وهيئة تطوير محمية الإمام عبدالعزيز بن محمد الملكية، والمركز الوطني للدراسات والبحوث الاجتماعية، ونادي سباقات الخيل، والجامعة الإسلامية بالمدينة المنورة.

Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz chaired the session held by the Council of Ministers today in Riyadh.
At the beginning of the session, the Crown Prince briefed the Council of Ministers on the content of his meeting with the President of the Syrian Arab Republic, Ahmad al-Shara, during which they reviewed the prospects of relations and areas of cooperation between the two brotherly countries, in addition to discussing the latest developments in the region.
The Council affirmed, following its review of regional developments, the full support of the Kingdom of Saudi Arabia for the Presidential Leadership Council, the legitimate government, and the brotherly Yemeni people; to end the coup in this dear country and restore the state and its institutions from the terrorist Houthi militia, which has chosen military escalation as an alternative to peace, deepening the humanitarian and economic suffering of Yemen and its brotherly people, and continuing to threaten the region and maritime navigation in the southern Red Sea and the Bab el-Mandeb Strait.
Confronting the Evil Attacks on Saudi Arabia
The Council praised the outcomes of the emergency meeting of the Political and Defense Strategic Committee of the Defense of Mecca Alliance, which included affirming solidarity among the three countries and standing united against the evil attacks on the Kingdom, which included Mecca and Medina, as well as civilian sites and economic facilities. The meeting resulted in an agreement to activate collective deterrence and move immediately to the practical implementation of joint defense commitments; enhancing readiness, military integration, and the ability to confront these threats.
Enhancing the Kingdom's Status and Appreciating the Role of the Shura Council in Development
In another context, the Council of Ministers highly appreciated the contents of the annual royal speech of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, at the opening of the third year of the ninth session of the Shura Council; which included noble themes summarizing the constants and established principles of the state, highlighting the achievements of (Saudi Vision 2030) and the gains from developmental reforms and economic movement, as well as the foundations of foreign policy and its steadfast positions that have had a tangible impact on enhancing the status of the Kingdom of Saudi Arabia and its active role regionally and internationally.
The Council expressed its appreciation for the role of the Shura Council in supporting the comprehensive development journey in the Kingdom, enhancing integration and coordination with government entities, and contributing to the development of the legislative and regulatory system and raising the level of performance efficiency, affirming in this context that the aspirations of citizens and the interests of the nation will always remain a priority in the work of state agencies; using them as references in its decisions and strategic directions.
Saudi Economy is Strong in Dealing with Global Developments
Minister of Media Salman bin Yusuf Al-Dosari, in his statement to the Saudi Press Agency following the session, indicated that the Council considered the preliminary estimates for the general state budget for the upcoming fiscal year; confirming the robustness of the Kingdom's economy and its flexibility in dealing with global changes and developments through proactive policies that support achieving national targets and continuing to spend on services and developmental and social priorities while maintaining financial sustainability.
Praising the Social Responsibility Forum and Celebrating Teacher's Day
The Council of Ministers discussed several reports on global conferences hosted by the Kingdom, praising the work of the International Forum for Social Responsibility held under the patronage of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and what its second edition included in launching initiatives that will contribute to activating partnerships with societal and developmental impact and expanding the scope of sustainable institutional capabilities in this field; supporting national goals and enhancing the comprehensive development journey.
The Council noted the Kingdom's participation with countries around the world in celebrating Teacher's Day, which falls on October 5 each year; in appreciation of their efforts in delivering educational and pedagogical messages and their role in preparing generations that adhere to their noble values and national identity, and are at a high level of scientific and knowledge excellence; competing for advancement and leadership on global achievement platforms.
Decisions:
The Council of Ministers reviewed the topics listed on its agenda, including topics that the Shura Council participated in studying, and also reviewed the conclusions reached by both the Council of Political and Security Affairs and the Council of Economic and Development Affairs, the General Committee of the Council of Ministers, and the Experts Authority at the Council of Ministers regarding them. The Council concluded with the following:
- Approval of an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Turkey regarding renewable energy projects.
- Authorizing the Minister of Energy - or his representative - to negotiate with the International Energy Forum regarding a draft memorandum of understanding between the Ministry of Energy in the Kingdom of Saudi Arabia and the Forum; for cooperation in the field of energy, and to sign it.
- Authorizing the Minister of Islamic Affairs, Call and Guidance - or his representative - to negotiate with the Ghanaian side regarding a draft memorandum of understanding in the field of Islamic affairs between the Ministry of Islamic Affairs, Call and Guidance in the Kingdom of Saudi Arabia and the Ministry of Local Government, Leadership, and Religious Affairs in the Republic of Ghana, and to sign it.
- Authorizing the Minister of Environment, Water, and Agriculture - or his representative - to negotiate with the Syrian side regarding a draft memorandum of understanding between the Ministry of Environment, Water, and Agriculture in the Kingdom of Saudi Arabia and the Ministry of Local Administration and Environment in the Syrian Arab Republic in the field of environmental protection, and to sign it.
- Authorizing the Attorney General - or his representative - to negotiate with the Albanian side regarding a draft memorandum of cooperation between the Public Prosecution in the Kingdom of Saudi Arabia and the Office of the Prosecutor General in the Republic of Albania in the field of crimes that fall within their jurisdiction, and to sign it.
- Approval of a memorandum of understanding for cooperation in the television field between the Saudi Broadcasting Authority and the Public Television Company in the Republic of Armenia.
- Approval of the organization of the Higher Education Fund.
- Approval of the renewal of the membership of both the Chairman and members of the Primary Committee for the settlement of disputes and insurance violations in Riyadh.
- Adoption of the final accounts of the King Abdulaziz Center for Purebred Arabian Horses for previous fiscal years.
- Directing what is necessary regarding several topics listed on the agenda of the Council of Ministers, including annual reports for the Eastern Province Development Authority, the Saudi Electricity Regulatory Authority, the Imam Abdulaziz bin Muhammad Royal Reserve Development Authority, the National Center for Social Studies and Research, the Horse Racing Club, and the Islamic University in Medina.

- Approval of promotions to the ranks of (fifteenth) and (fourteenth), and the positions of (Ambassador) and (Minister Plenipotentiary), as follows:
