وشارك في إعداد الدليل وزارات الداخلية، والطاقة، والصناعة والثروة المعدنية، والبيئة والمياه والزراعة، والتجارة، إلى جانب الهيئة العامة للغذاء والدواء، وهيئة الاتصالات والفضاء والتقنية، والهيئة العامة لتنظيم الإعلام، والمركز الوطني للرقابة على الالتزام البيئي، والمركز الوطني لتنمية الحياة الفطرية.
الأجهزة الطبية المخصصة للاستخدام الشخصي
وفي قطاع الإعلام والنشر، حدد الدليل يوم عمل واحداً لمعالجة طلبات استيراد الكتب والمجلات والمحتوى المرئي والمسموع، بما يتيح للمستورد معرفة المدة المحددة للبت في طلبه. وامتدت المدد الزمنية إلى قطاعات أخرى؛ إذ حدد الدليل يوماً واحداً للأجهزة والمستلزمات الطبية المخصصة للاستخدام الشخصي، فيما تصل المدة القصوى لبعض تراخيص أجهزة الاتصالات وتقنية المعلومات إلى 7 أيام عمل، وتصل معالجة بعض الشحنات المرتبطة بالأثر البيئي وغازات التبريد إلى 10 أيام عمل. وفي ما يخص المواد الكيميائية الصناعية، حدد الدليل مدة تصل إلى 5 أيام عمل لبعض إجراءات الترخيص، بينما تخضع المبيدات لمسار مختلف يبدأ بتسجيل المنتج قبل السماح باستيراده، وقد تستغرق عملية التسجيل من سنة إلى سنتين، ثم تتم معالجة طلب الاستيراد بعد التسجيل خلال يومي عمل. وتكون رخصة الاستيراد صالحة لمدة ستة أشهر أو للمدة المتبقية من تسجيل المنتج.
ضمان بنكي و15 يوماً للاعتراض
ووضع التنظيم مساراً واضحاً للاعتراض على قرارات الترخيص، إذ يحق لمقدم الطلب التظلم من قرار الرفض أمام الجهة المختصة خلال 15 يوماً وفق الإجراءات المحددة، مع بقاء حقه في اللجوء إلى ديوان المظالم. وتضمن الدليل اشتراطات مالية وتنظيمية لبعض السلع ذات الطبيعة الخاصة، من بينها ضمان بنكي بقيمة 500 ألف ريال لنشاط البنادق الهوائية والأسلحة الأثرية، وفق الضوابط المحددة، و200 ألف ريال لاستيراد المتفجرات المدنية والتجارية، فيما حدد مدة تصريح الألعاب النارية بثلاث سنوات قابلة للتجديد. ويهدف الدليل إلى توحيد إجراءات استيراد السلع المقيدة وتحويلها إلى مسارات ومدد ومتطلبات معلنة بحسب طبيعة كل سلعة، بدءاً من المحتوى الإعلامي الذي يمكن البت في طلب استيراده خلال يوم عمل، وصولاً إلى المنتجات التي تتطلب فحوصاً وتسجيلات وموافقات مسبقة، بما يحدد مرجعية الإجراءات أمام المستوردين والجهات المختصة
The new import licensing guide specifies one working day to decide on requests for the import of books, magazines, and audiovisual content, while granting applicants 15 days to appeal license rejection decisions, as part of a unified regulation for the import procedures of restricted goods in the Kingdom, prepared by 11 relevant governmental entities.
Effective after 30 days
The guide provides importers with a clear pathway for each restricted item, detailing the requirements, the competent authority, the processing time for the request, and the appeal mechanism, with the new amendments coming into effect 30 days from the date of publication.
Participating in the preparation of the guide were the Ministries of Interior, Energy, Industry and Mineral Resources, Environment, Water and Agriculture, and Commerce, along with the Saudi Food and Drug Authority, the Communications and Space Technology Authority, the General Authority for Media Regulation, the National Center for Environmental Compliance Monitoring, and the National Center for Wildlife Development.
Medical devices for personal use
In the media and publishing sector, the guide specifies one working day to process requests for importing books, magazines, and audiovisual content, allowing the importer to know the specified duration for the decision on their request. The timeframes extend to other sectors; the guide specifies one day for medical devices and supplies intended for personal use, while the maximum duration for some licenses for communication and information technology devices can reach 7 working days, and processing some shipments related to environmental impact and refrigerant gases can take up to 10 working days. Regarding industrial chemicals, the guide sets a duration of up to 5 working days for some licensing procedures, while pesticides are subject to a different pathway that begins with product registration before allowing import, which can take from one to two years, after which the import request is processed within two working days. The import license is valid for six months or for the remaining duration of the product registration.
Bank guarantee and 15 days for appeal
The regulation establishes a clear pathway for appealing licensing decisions, allowing the applicant to contest a rejection decision before the competent authority within 15 days according to the specified procedures, while retaining the right to resort to the Board of Grievances. The guide includes financial and regulatory requirements for certain goods of a special nature, including a bank guarantee of 500,000 riyals for air rifles and antique weapons activities, according to specified controls, and 200,000 riyals for importing civil and commercial explosives, while the duration for fireworks permits is set at three years, renewable. The guide aims to unify the import procedures for restricted goods and transform them into announced pathways, durations, and requirements based on the nature of each item, starting from media content that can be decided upon within one working day, to products that require testing, registrations, and prior approvals, thereby defining the reference for procedures for importers and the competent authorities.
