ودعا المجلس خلال جلسته العادية الثالثة من أعمال السنة الثالثة للدورة التاسعة المنعقدة برئاسة رئيس المجلس الدكتور عبد الله بن محمد آل الشيخ؛ بنك التنمية الاجتماعية إلى مراجعة استراتيجيته بما يضمن وضوح أهدافه، وارتباط مؤشرات الأداء والمبادرات بها، ودراسة توزيع المخصصات المالية وتعزيزها للتمكين من تمويل الأنشطة والبرامج بما يحقق تعزيز الاقتصاد الوطني، وتطوير منظومة متكاملة لقياس العائد التنموي الاجتماعي والاقتصادي لجميع برامجه وخدماته، وأثرها على المستفيدين والاقتصاد الوطني بكفاءة عالية، وتبني مسار تنموي متكامل للأسر المنتجة يربط بين التمويل والتمكين والتسويق والتوسع والوصول إلى الأسواق والاستمرار في النمو الاقتصادي بكفاءة عالية.
محافظ تمويلية مشتركة ومستدامة
وطالب المجلس بنك المنشآت الصغيرة والمتوسطة بالتوسع في تأسيس المحافظ التمويلية المشتركة والمستدامة مع شركات التقنية المالية، وتطوير نموذج مرن لمشاركة المخاطر مع شركاء التمويل، يعتمد في تقييم طلبات التمويل على التدفقات النقدية والعقود المستقبلية، دون الاقتصار على الضمانات التقليدية.
ودعا صندوق التنمية السياحي، إلى وضع إطار استراتيجي وزمني لاستثماراته في الشركات الزميلة متضمناً الأهداف التنموية المرجوة من كل استثمار ومعايير قياسها، والتمييز الواضح في الإطار بين الخسائر الاستثنائية والخسائر الهيكلية المتكررة، والعمل على توسيع برنامج التمويل المشترك مع البنوك التجارية، وتنويع منظومة الأدوات التمويلية بترتيبات سداد مبنية على التوزيع الموسمي للتدفقات النقدية خلال السنة، مع تحديد جدول زمني ملزم لتنفيذ هذا التنويع، والإفصاح الاستباقي عن مؤشرات جودة المحفظة الائتمانية بما فيها نسبة التعثر والمتأخرات والتركز القطاعي والجغرافي، ومعايير التصنيف الائتماني المعتمدة، ومعالجة الفجوة التمويلية للمنشآت السياحية الصغيرة والمتوسطة، وتوفير التمويل اللازم لها، واستحداث برنامج ضمان ائتماني بديل متخصص في تلك المنشآت.
تحسين جودة الحياة الجامعية
وطالب المجلس جامعات حفر الباطن والجوف والباحة وطيبة وشقراء بتحسين جودة الحياة الجامعية، وتطوير منظومتها للموارد البشرية بما يضمن رفع كفاءة أدائها المؤسسي، وتطوير مؤشرات أداء لقياس الأثر الفعلي لأنشطتها البحثية وبراءات الاختراع، ووضع آليات لتعزيز استفادة أعضاء هيئة التدريس من فرص التطوير والنشاط الأكاديمي بما يسهم في تحقيق مستهدفاتها، ومراجعة مؤشرات أدائها وتطويرها بما يمكن من قياس مدى تحقق أهدافها الإستراتيجية، وتطوير منظومتها للبحث والابتكار بما يعكس رؤيتها ويحقق رسالتها، ورفع كفاءة الاستثمار في البحث العلمي وتنويع مصادر التمويل لتعزيز الابتكار، ورفع جودة المخرجات البحثية، وتحسين التنافسية العالمية للجامعة، ووضع خطة مؤسسية متكاملة لتحسين ترتيبها في التصنيفات العالمية.
وناقش المجلس التقرير السنوي لصندوق التعليم العالي، وأبدى أعضاء المجلس عدداً من الملاحظات والآراء بشأن ما تضمنه التقرير السنوي لصندوق التعليم العالي الجامعي، ودعا عضو المجلس الدكتور هاني أبو راس؛ صندوق التعليم العالي الجامعي بالتنسيق مع الجهات ذات العلاقة للنظر في اعتماد أساس لتحديد حقوق الجهات المودعة عند تخارج إحداها، يبين الأصول الداخلة في احتسابها، وكيفية مراعاة القيمة العادلة لحقوق الصندوق فيها، ودعا عضو المجلس الدكتور فهد التخيفي الصندوق إلى تطوير إطار مؤسسي يحدد هويته ودوره ونموذجه التشغيلي والمالي، يتضمن مؤشرات أداء وأثر تقيس إسهامه في تنويع مصادر تمويل الجامعات، وتنمية مواردها الذاتية، وتعزيز استدامتها المالية.
وناقش التقرير السنوي لجامعة نجران وجامعة الحدود الشمالية وجامعة الإمام محمد بن سعود الإسلامية، وأبدى أعضاء المجلس عدداً من الملاحظات والآراء، وطلبت اللجان منحها مزيداً من الوقت لدراسة ما طرحه الأعضاء من آراء ومقترحات والعودة بوجهات نظرها إلى المجلس في جلسات لاحقة.

وأكد أن التحدي الذي يواجه جامعة نجران لا يقتصر على زيادة النشر العلمي، بل في تحويل المعرفة البحثية إلى قيمة اقتصادية وتنموية من خلال التمويل الخارجي والابتكار ونقل التقنية والاستشارات وتطبيق المخرجات البحثية.
ودعا جامعة نجران إلى تطوير مؤشرات خطتها الإستراتيجية بما يربط بين تنفيذ المبادرات ونتائجها وأثرها ومراجعة المبادرات ذات التنفيذ المرتفع التي لا تحقق النتائج المستهدفة واتخاذ الإجراءات التصحيحية اللازمة ورفع نتائج المراجعة إلى المجالس المختصة، ووضع إطار موحد لقياس أداء وقيمة المشاريع والعقود الإستراتيجية يشمل التكلفة والمدة ونسب الإنجاز ومعدل الاستخدام بعد التنفيذ والقيمة المضافة والأثر في التعليم والبحث العلمي، مع تحديد الإجراءات التصحيحية عند وجود تجاوزات جوهرية في التكلفة أو المدة أو النتائج.
The Shura Council has called on the Real Estate Development Fund to study the development of innovative financing solutions that align with housing demand patterns and the changing needs of beneficiaries, and to establish the necessary controls to ensure optimal utilization of real estate financing for acquiring suitable housing.
During its third regular session of the third year of the ninth term, chaired by the Council's President Dr. Abdullah bin Mohammed Al Sheikh, the Council urged the Social Development Bank to review its strategy to ensure clarity of its objectives, the linkage of performance indicators and initiatives to them, and to study the distribution of financial allocations and enhance them to enable financing of activities and programs that contribute to strengthening the national economy. It also called for the development of a comprehensive system to measure the social and economic developmental return of all its programs and services, and their impact on beneficiaries and the national economy with high efficiency, and to adopt an integrated developmental path for productive families that connects financing, empowerment, marketing, expansion, access to markets, and continued economic growth with high efficiency.
Joint and Sustainable Financial Portfolios
The Council called on the Small and Medium Enterprises Bank to expand the establishment of joint and sustainable financial portfolios with financial technology companies, and to develop a flexible risk-sharing model with financing partners, relying on cash flows and future contracts in evaluating financing requests, without being limited to traditional guarantees.
The Tourism Development Fund was urged to establish a strategic and time framework for its investments in affiliated companies, including the desired developmental objectives of each investment and their measurement criteria, clearly distinguishing in the framework between exceptional losses and recurring structural losses, and to work on expanding the joint financing program with commercial banks, diversifying the financing tool system with repayment arrangements based on the seasonal distribution of cash flows throughout the year, while setting a binding timeline for implementing this diversification, and proactively disclosing credit portfolio quality indicators, including the delinquency rate, arrears, sectoral and geographical concentration, and the adopted credit rating criteria, addressing the financing gap for small and medium tourism enterprises, and providing the necessary financing for them, and creating an alternative credit guarantee program specialized in those enterprises.
Improving University Life Quality
The Council called on the universities of Hafr Al-Batin, Al-Jouf, Al-Baha, Taibah, and Shagra to improve the quality of university life, and to develop their human resources system to ensure enhancing the efficiency of their institutional performance, developing performance indicators to measure the actual impact of their research activities and patents, and establishing mechanisms to enhance faculty members' benefit from development opportunities and academic activities that contribute to achieving their objectives, reviewing and developing their performance indicators to enable measuring the extent to which they achieve their strategic goals, developing their research and innovation system to reflect their vision and achieve their mission, enhancing investment efficiency in scientific research and diversifying funding sources to promote innovation, improving the quality of research outputs, enhancing the university's global competitiveness, and establishing a comprehensive institutional plan to improve its ranking in global classifications.
The Council discussed the annual report of the Higher Education Fund, and members expressed several observations and opinions regarding the content of the annual report of the Higher Education Fund. Council member Dr. Hani Abu Ras called on the Higher Education Fund to coordinate with relevant authorities to consider adopting a basis for determining the rights of depositing parties upon the exit of one of them, clarifying the assets included in its calculation, and how to consider the fair value of the Fund's rights therein. Council member Dr. Fahd Al-Takheefi urged the Fund to develop an institutional framework that defines its identity, role, and operational and financial model, including performance and impact indicators that measure its contribution to diversifying funding sources for universities, developing their self-resources, and enhancing their financial sustainability.
The annual reports of Najran University, Northern Borders University, and Imam Muhammad bin Saud Islamic University were discussed, and members expressed several observations and opinions, with committees requesting more time to study the opinions and proposals raised by members and return with their perspectives to the Council in subsequent sessions.

Council member Dr. Abdullah bin Omar Al-Najjar called on Najran University to develop its research, development, and innovation system, diversify its funding sources, and establish indicators to measure external funding, applied research, patents, technology transfer, consulting, and the economic and social impact of research outputs.
He emphasized that the challenge facing Najran University is not limited to increasing scientific publication, but in transforming research knowledge into economic and developmental value through external funding, innovation, technology transfer, consulting, and applying research outputs.
He urged Najran University to develop indicators for its strategic plan that link the implementation of initiatives to their results and impact, review high-implementation initiatives that do not achieve targeted results, take necessary corrective actions, and raise the results of the review to the relevant councils, and establish a unified framework for measuring the performance and value of strategic projects and contracts, including cost, duration, completion rates, post-implementation usage rates, added value, and impact on education and scientific research, with corrective actions specified in case of substantial deviations in cost, duration, or results.
