The Ministry of Education has identified fourth-degree behavioral problems in elementary, intermediate, and secondary stages.
The annual fourth-degree problems for elementary students included abuse and harassment, setting fires inside the school, possession of cigarettes and sharp objects, and all forms and types of bullying.
The Ministry of Education has specified the educational corrective procedure for modifying behavior for this degree of behavioral violations by transferring the student to the school administration to take actions that include inviting the guardian, clarifying the consequences of this behavior, discussing the behavior modification plan, and establishing a joint preventive program with the family.
Among the corrective measures is also obtaining a written commitment from the student not to repeat the undesirable behavior and having the guardian sign to acknowledge this, deducting 10 points from the positive behavior score while allowing the student opportunities for compensation and apologizing to those they have wronged, referring the student to the student counselor to study their case, and the school administration officially and urgently raising a report to the education administration regarding the committee meeting about the issue.
Regarding the transfer of the violating student, the education director issues a decision to transfer the student to another school while allowing them to continue studying until the transfer, taking into account the guardian's opinion on the school to which the student will be transferred. If the guardian does not agree to the school, the student is transferred to the nearest school to their residence, and the case is referred to the student counselor at the new school to provide an educational program that includes sessions on behavior modification.
The fourth-degree behavioral problems for intermediate and secondary stages include intentionally injuring another student by hitting them or using non-sharp tools that cause injury, cuts, bleeding, or fractures, stealing something from the students' or school's belongings, photographing or recording students, intentionally damaging school equipment or buildings, smoking in all its forms, skipping school, bringing or using dangerous materials or toys to school such as fireworks, colored gas sprays, chemical substances, or displaying or distributing prohibited media materials whether written, audio, or visual.
The educational corrective procedure for modifying behavior includes referring the student to the student guidance committee to study their behavioral problem, inviting the guardian, clarifying the consequences of this behavior in case of repetition, discussing the behavior modification plan, and establishing a joint preventive program with the family. The student is warned about the transfer to another school in case the problem recurs, and the guardian is required to sign to acknowledge this. Additionally, 10 points are deducted from the student's positive behavior score while allowing them opportunities for compensation and notifying the guardian, and the student is obligated to apologize to those they have wronged, repair what they have damaged or bring a replacement, and confiscate any prohibited materials in the student's possession. The student may also be transferred from one class to another, with the case being monitored by the student counselor and providing educational services.
The second procedure for intermediate and secondary students involves implementing all that is stated in the first procedure except for transferring the student from the class and urgently raising the committee meeting report to the education administration officially and issuing a decision from the education director to transfer the student to another school. Students in the second and third secondary grades are dealt with according to the pathways system, while allowing them to continue at the school until the transfer.
The ministry indicated that if the guardian does not agree to the school, the student will be transferred to the nearest school to their residence, enabling the student to have opportunities for compensation to modify their behavior and recover the deducted points at the new school, while notifying the guardian of this. The case will be monitored with the student counselor at the school to which the student has been transferred, and educational services will be provided.
