The desire to gain views and increase engagement on social media platforms can turn into a threat to national security, as some individuals resort to filming security events or publishing details of military movements, providing hostile entities with free information and coordinates.
The well-established saying "The citizen and resident are the first security men" is not merely a slogan repeated, but a manifestation of a national principle that emphasizes that the responsibility for protecting the homeland and its stability is a shared responsibility between the state and the individuals of society. Security is not limited to the efforts of official entities alone; it also relies on a comprehensive societal awareness that makes every citizen and resident an active partner in maintaining the safety and stability of the homeland.
The aware citizen is the first line of defense through their vigilance and support for security agencies in monitoring any unusual behavior or activity, and reporting potential risks before they escalate. The stability of society is not achieved solely through regulations and procedures, but begins with the individual's awareness of their responsibility towards their surroundings and their belief that their daily actions represent a part of a comprehensive national system concerned with protecting everyone.
When an individual adheres to regulations and instructions, they do so not only out of fear of punishment but also from their awareness of the impact of their behavior on protecting others and preserving community security. Additionally, taking the initiative to report risks or dealing wisely with emergency situations contributes to minimizing damage and addressing problems before they expand, thereby enhancing security and stability and reinforcing the values of national responsibility.
Ignorance does not exempt from responsibility
On the legal side, lawyer and legal advisor Abdulaziz bin Dubashi confirmed that ignorance of the consequences of actions does not exempt offenders from legal accountability, pointing out that many citizens and residents lack sufficient knowledge of the regulations and legislation governing cybercrimes and the penalties associated with them.
He explained to "Okaz" that the Anti-Cyber Crime Law has established clear controls to limit violations related to the use of modern technologies, as Article Three stipulates penalties of up to one year in prison or a fine not exceeding 500,000 riyals, or both penalties, for those who misuse mobile phones equipped with cameras or similar devices to infringe on individuals' private lives or defame them and cause harm through various information technology means.
Bin Dubashi pointed out that the widespread occurrence of filming and publishing, especially in light of the events and changes taking place in the region, without adhering to regulatory controls, may expose many to criminal accountability. This is due to the rapid circulation of content and interaction with it across digital platforms, making the offender subject to the provisions of the Anti-Cyber Crime Law and the penalties stipulated therein.
He warned against filming or publishing any events, incidents, or crimes without adhering to the regulations and instructions, indicating that such practices could turn into cybercrimes punishable by law. He also emphasized that forwarding non-compliant videos or messages does not exempt the sender from legal responsibility, as participation in publishing and circulating may entail similar legal consequences.
He added that the belief of some individuals that using fake or borrowed accounts may prevent them from legal accountability is a mistaken belief, affirming that the competent authorities possess the technical and procedural capabilities that enable them to track violations and reach their perpetrators, and take legal action against them.
Awareness and discipline are a moral responsibility
Security expert retired Major General Abdullah Hassan Jidawi confirmed that awareness and discipline represent a moral and national responsibility that precedes adherence to regulations and instructions, pointing out that both citizens and residents play a pivotal role in enhancing community security and stability. Every responsible action, every sincere word, and every disciplined behavior contributes to establishing a safe environment in which everyone enjoys trust and reassurance.
He explained to "Okaz" that the values of citizenship manifest in the citizen and resident's supportive role for official security agencies, as they serve as a supporting line of defense for protecting the homeland, especially during times of crises and challenges. This role is reinforced by confronting rumors and misleading news, refraining from circulating unreliable information that may cause anxiety or affect public security, in addition to the necessity of verifying information before publishing it and raising awareness in dealing with circulated content. Major General Jidawi emphasized the importance of refraining from filming events or sensitive locations and publishing coordinates or incidents that could be exploited in a way that harms national interest, alongside contributing to confronting extremist ideas and reporting them through the official channels provided by the state, affirming that protecting the homeland is a shared responsibility that requires everyone to be the first line of defense against anything that threatens its security and stability.
A free service for the enemy
Retired Brigadier General Abdullah bin Habab Al-Juaid stated that some individuals may unknowingly provide an informational service to the enemy when they film or publish events through social media in pursuit of views or engagement. He affirmed that national and legal responsibility falls on everyone, necessitating caution when circulating any news, information, or images that may result in severe security damages, which could expose the publisher to legal accountability and prescribed penalties.
He concluded his remarks by emphasizing the importance of being aware and responsible, and refraining from filming security sites or events, air interception operations, or any incidents of a security nature, in addition to avoiding the circulation of rumors and re-publishing videos or information not issued by the relevant official authorities. He stressed that enhancing community awareness represents a fundamental pillar in protecting the homeland's security and maintaining the safety and stability of society.
Exploiting information to cause harm
Security expert retired Brigadier General Abdullah bin Habab Al-Juaid pointed out that social media platforms have become an influential arena in modern security and media files, due to their significant ability to shape public opinion and influence the course of events. General Al-Juaid explained to "Okaz" that what is published on these platforms, even if it seems to some as mere opinions or individual contributions, may carry extremely dangerous security implications, especially when circulating images and videos or revealing the locations of movements and operations, which may enable hostile entities to obtain sensitive information and exploit it in a way that harms national security.
The Public Prosecution warns
The Public Prosecution has warned against producing, preparing, sending, or storing any content via the information network or computer devices that may affect public order, religious values, public morals, or the sanctity of private life. It confirmed that perpetrators of these acts face penalties of up to five years in prison and a financial fine of up to three million riyals, or one of these penalties.
It also alerted to the dangers of misusing smartphones and modern technologies to violate the privacy of others, whether by photographing individuals in workplaces, defaming them, or causing harm to them, or by publishing content that exceeds public morals using various means and information technologies.
The "Public Prosecution" clarified that violating individuals' privacy while filming in public places is considered a violation that requires legal accountability, emphasizing that in the event of documenting any crime or security incident, the content should be submitted to the relevant security authorities and not published on social media or digital platforms, so that dealing with the crime does not turn into committing another crime punishable by law.
It stressed the importance of adhering to the regulations and instructions governing publication and photography, and exercising awareness and responsibility when using modern technology, in order to preserve individual rights, community security, and the public interest.
