The Saudi Authority for Auditors and Accountants has revealed the identification of 44 types of recurring observations that emerged during the professional performance examination of certified public accountants until the year 2025, confirming that the quality of accounting and auditing work and its outputs is among the top priorities of the authority; due to its direct impact on the reliability of financial statements and reports, as well as the soundness of economic and investment decisions.
This came in a report issued by the authority to review the most prominent recurring observations; with the aim of enhancing professional awareness and contributing to improving the quality of professional outputs. The observations included the stages of planning the audit of financial statements, executing it, drawing conclusions, preparing the audit report, the quality management system in offices, the connections of agreed-upon procedures, and compliance with anti-money laundering and counter-terrorism financing requirements and the implementation of targeted financial sanctions.
Comprehensive Corrective Plan
The authority clarified that any office that has observations during the examination process is required to submit a comprehensive corrective plan to address them within a period not exceeding 20 working days from the date of the authority's request, provided that the plan is approved by the responsible certified public accountant and includes clear procedures and specific timelines to address all observations mentioned in the final examination report.
Warning, Fine, and Suspension
The CEO of the authority, Dr. Ahmed bin Abdullah Al-Mughamis, confirmed that enhancing the quality of accounting and auditing work represents a central goal around which the authority's work is integrated, given its connection to protecting trust in financial information, enhancing the integrity of the business environment, and supporting the decisions that underpin the national economy. He stated: "The authority monitors observations and follows up on their resolution and verification of their non-recurrence, through reviewing corrective plans, interim reports, supporting documents, conducting field visits, and examining samples of implemented connections and quality management systems, in accordance with the approved mechanisms and procedures."
Al-Mughamis emphasized that cases where there is a substantial non-compliance with the regulations, laws, or professional standards approved by the authority, or continued non-compliance after following up on the implementation of the corrective plan, are referred to the committee for reviewing violations, noting that penalties range from warnings and fines to suspension from practicing the profession, and in specific cases, may lead to the revocation of the license.
Integration of Supervision and Awareness
He pointed out that the system for raising the quality of professional outputs is based on the integration of supervision, correction, and awareness. The recently issued report aims to enable accounting and auditing offices to benefit from the results of the examination work, enhance self-regulation, develop quality management systems, and take necessary preventive and corrective actions; in order to reduce the recurrence of observations and elevate the quality of connections and professional outputs.
