تستعد وزارة التعليم لبدء العمل بآلية القوى العاملة في إدارات التعليم بمناطق ومحافظات السعودية، إذ بينت الوزارة في دليل خطة القوى العاملة، أنه بعد مراجعة نتائج تحليل أعباء العمل في إدارات التعليم لوحظ وجود اختلاف في تقدير حجم العمل للوحدات التنظيمية المتماثلة بين الإدارات، ولتوضيح التباين وبناء إطار تصنيف إدارات التعليم لـ3 نماذج (أ-ب-ج)، وفقاً للمحركات التالية: 40% عدد الطلاب، و30% عدد القوى العاملة التابعة لإدارات التعليم، و30% عدد المدارس التابعة لإدارات التعليم.
وأشارت الوزارة إلى أن نموذج (أ) للإدارة الكبيرة يشمل: مناطق الرياض ومكة المكرمة والمدينة المنورة والشرقية وعسير ومحافظة جدة، ويضم نموذج (ب) للإدارة المتوسطة إدارات التعليم في كل من مناطق القصيم وجازان وتبوك ومحافظتي الطائف والأحساء، ويضم نموذج (ج) للإدارة الصغيرة مناطق نجران والجوف والباحة والحدود الشمالية وحائل. ولفتت إلى أنه لتحديد الحجم الأمثل لكل نموذج تم احتساب متوسطات أعداد القوى العاملة على مستوى كل وحدة تنظيمية للوصول للنسب الذهبية.
وعن معيارية توزيع المشرفين، أوضحت الوزارة، أنه في إطار تحديد الحجم الأمثل للمشرفين التربويين في إدارات التعليم، تم وضع آلية احتساب أعداد المشرفين وفق نسبتهم إلى المدارس، مع الأخذ بالاعتبار النطاق الجغرافي ومستويات تقييم أداء المدارس وأن معيارية توزيع المشرفين المقيمين في المدارس تكون عن طريق تحديد مشرفين متخصصين للمدارس ذات الأداء المنخفض في نواتج التعلم، وفق دراسة الاحتياج لكل إدارة تعليم. ومعيارية توزيع المشرفين في الإدارة المدرسية تتم من خلال تخصيص مشرف واحد لكل 20 مدير مدرسة للمرحلتين الثانوية والمتوسطة، ومشرف لكل 25 مدير مدرسة لمرحلتي الابتدائية ورياض الأطفال (غير الملحقة بمدارس الطفولة المبكرة)، لافتة إلى أن مبررات الإجراء تتمثل في ضبط النطاق الإشرافي وتعزيز إدارة الأداء وضمان سهولة المتابعة والدعم.
The Ministry of Education is preparing to start implementing the workforce mechanism in the education departments across the regions and governorates of Saudi Arabia. The ministry indicated in the workforce plan guide that after reviewing the results of the workload analysis in the education departments, it was observed that there is a discrepancy in estimating the workload for similar organizational units between the departments. To clarify the variation and build a classification framework for the education departments into three models (A-B-C), according to the following drivers: 40% number of students, 30% number of workforce affiliated with the education departments, and 30% number of schools affiliated with the education departments.
The ministry pointed out that Model (A) for large administration includes: the regions of Riyadh, Makkah, Madinah, Eastern Province, Asir, and Jeddah governorate. Model (B) for medium administration includes the education departments in the regions of Qassim, Jazan, Tabuk, and the governorates of Taif and Al-Ahsa. Model (C) for small administration includes the regions of Najran, Al-Jawf, Al-Baha, Northern Borders, and Ha'il. It noted that to determine the optimal size for each model, the average number of workforce at each organizational unit was calculated to reach the golden ratios.
Regarding the criteria for distributing supervisors, the ministry clarified that in the context of determining the optimal size for educational supervisors in the education departments, a mechanism was established to calculate the number of supervisors based on their ratio to the schools, taking into account the geographical scope and performance evaluation levels of the schools. The criteria for distributing supervisors residing in schools involve appointing specialized supervisors for schools with low performance in learning outcomes, based on a needs assessment for each education department. The criteria for distributing supervisors in school administration involve assigning one supervisor for every 20 school principals for the secondary and intermediate stages, and one supervisor for every 25 school principals for the elementary and kindergarten stages (not attached to early childhood schools), noting that the justifications for this procedure are to regulate the supervisory scope, enhance performance management, and ensure ease of follow-up and support.
